HomeMy Public PortalAbout07-11-1918 Office of the Board of Public Works i City of ichmond, Indiana 95 Thursday, July 11, 1918 The Board. of Public Works of the City of Richmond , Indiana met in regular session at the office of said Board, Thur" sday July 11, 1918 at 9 :00 A. M. Two of the members of said Board being present , Messrs. Taylor and Peitz , absent Mr. Johnson. The following proceedings were had to-wit : The minutes of the previous meeting were approved without reading. Mr. Dill, Sup' t of the Water Works , appeared before the Board in regard to a sewer on North 10th Street running into Spring Grove , emptying into a man hole which is connected with the City Sewer, which runs from the bottom of this manhole and which there has been no irovision made for catching the sand and the City Sewer becomes clogged. The Board referred this to the City Engineer to look over and report to the Board. Mr. Robbins, City Attorney, brought up the matter of the pur- chase of the Carpenter Dam, stating that Mr. Carpenter wanted a water right in case the City bought the property. the Board referred the matter in regard to the -purchase of said property to the City Attorney, City Engineer and John E. Peltz . The Mayor , W. W. Zimmerman requested that the heads of different departments prepare a list of all probable expenditures for the coming year in order to make the budget. Mr. Robbins brought up the matter of the claim of Geo . H. Strayer for 5112.50 for guarding Mark C . Harsh at the detention Hospital and also the claim of Nellie Shinn for $ 44.67 which bills had been disallowed arid which case is now pending in the Circuit • Court.°: Mr. Robbins read the following affidavit from S. G. Smelser, former Health Officer , as follows , to-wit : To the Board of Public Works , Richmond , Indiana I , the undersigned , Solomon G. Smelser , hereby certify that , as Secretary and a member of the City Board of Health of the City of Richmond , Indiana, I in the Month of November , 1917 , ordered the removal to the Pest House maintained by said City of one Mark C. Harsh, then a prisoner in the Wayne County Jail, charged with felony and awaiting trial ; that said patient was then and there after continuously for many weeks suffering with diphtheria ; that upon ordering his removal to the Pest House I as such officer authorized and directed the employment of George Strayer as a guard for said patient at said Pest House to prevent his escape from quarantine and consequent danger of contagion to the Public; that, as such Health Officer, I in good faith and in the exercise of my sound discretion believed it necessary to quarantine said patient in said Pest House and employ said Guard for the pur- pose aforesaid. Robbins notary 'public 1 96 Thursday, duly 11 , 1918 After haring read the affidavit , Mr. Robbins advised the Board that the bills be allowed and ordered paid in order to have the case dismissed in court . Mr. Feltz moved that the bill of Geo. Strayer and. Nellie Shinn be allowed and ordered paid. Seconded by Mr. Taylor , so ordered. The Board approved and signed the Bond of the Jas. E. McNamara Construction Co. under Improvement Resolution No. 552-1918 Mr. Dillon, Sup' t Light Plant , asked permission of the Board. to sell old scrap iron, some harness and a mule . Mr. Pelts moved that he be given the privilege. Seconded by Mr. Taylor. Mr. Davis, City Engineer, presented to the Board specifications on which to receive bids for the heating plant for the City Building. The Board referred this matter to the City Attorney. Mr. Davis called the Board' s attention to the Improvement of South 8th Street under Improvement Resolution No. 552-1918 in regard to the Traction' Company' s portion of the Improvement Mr. Robbins informed the Board that he had taken this matter. • up by letter with Mr . Gordon, notifying the Traction Co. to conform with the order and improve their portion of said Imp- rovement and if they did not the City would take legal steps to enforce them to make said Improvement . Mr. Pelts notified the Board that the greenhouse at the Glen Park was now completed. Mr. Pelts moved that $1500.00 insur- ance be taken out on the Greenhouse at the Glen Park. Sec- onded by Mr. Taylor, so ordered. The Mayor , W. V .. Zimmerman notified the Board that complaints had been filed with him that the oiling of the Streets was un- satisfactory. Mr. Davis, City Engineer , informed the Board that if any one had a complaint to make to wait until the oiling was finished. The Mayor , W. W. Zimmerman informed the Board that the men looking after the dumps were gathering up old junk and sell- ing it and that he thought that Raell rr_oceeds should go to the City. , Yr. .Peitz moved that the ddmp' tenders of the City tallthltmg be instructed to make a report to the Street Com- missioner all material sold by them and the proceeds to be turned over to the City Controller . Seconded by Mr. Taylor. Mr. Pelts brought up the matter of the Contractor of the it of P. Temple piling up material too high on South 8th Street . Mr. Pelts moved that this be referred to the Building Inspec- to to notify said contractor not lo -pile this material too high and to keep back 30 feet from 8th Street . Second by Mr. Taylor, so ordered. The Board also instructed the Clerk to notify the janitor of the City Building that all proceeds received by him for junk be turned over to the City Controller . Thursday, July 11 , 1918 . 1 • B. A. Bescher , City Controller , presented a Bill of the Barret Co. for 8000 gal. of Tarvia "B", amounting to ,$1040.00 , less 2% discount , amounting to $20.80 if paid within ten days of date of statement , which would make the net amount $1019.20 . Mr. Peltz moved that the above bill be allowed and ordered paid. Seconded by Mr. Taylor, so ordered. The Clerk presented to the Board the following letter to-wit : July 5, 1918 • Mr. Baltz Besaher, City Comptroller, Richmond, Indiana Dear Sir: C . M. Hiatt , formerly located at 308 Main Street , is bonded to the City covering the installation and removal of one gasoline tank at the above location. Either in installing or removing his gasoline tank, Mr. Hiatt punctured two ( 2) lighting cables • of our Ornamental System. • We have presented Mr. Hiatt with a bill covering the costs of the damage done , and are notifying you of our action in the matter , so that his bond will not be released until he has made settlement with us. Yours very truly, J. P. Dillon Superintendent . The Board referred this matter to the City Attorney. The Board instructed the Clerk to notify C . M. Hiatt formerly located at 308 Main Street , now on South 5th Street to file a bend for the gasoline dispenser or have same removed at once. Mr. Campfield appeared before the Board in regard to the Juvenile War Markets. After some discussion on this matter the Board con- firmed their former action and instructed Mr. Campfield that the markets could be held at the Market House any day butthe reg- ular Market days, providing that no other produce be sold other than that produced in the Children' s War Gardens. Pursuant to continuance to this date, the Board meets to hear re- monstrances , if any, of persons , primarily assessed on account of the construction of a cement roadway in alley between North .15 • and 16th Streets from North "A" to "B" Street under Improvement Resolution No. 544-1918 . No one appearing or remonstrating the Board approved the final assessment roll confirming in all things the original assessment roll as heretofore approved a,.nd now direct the same to be transmitted forthwith to the department of Finance. Pursuant to continuance to this date, the Board meets to hear re- monstrances , if any, of persons pri_-arily assessed on account of • construction of cement sidewalk, 5 feet wide on both sides .O_ 1 98 Thursday, duly 11 , 1918 North "A" Street from North 18th to North 19th Street under improvement Resolution No. 550-1918 . No one appearing or remonstrating, the Board approved the final assessment roll confirming the original assessment roll as heretofore ap- proved and now direct the same to be transmitted forthwith to the Department of Finance.
