Barnstable County Proposed Ordinance Nos, 2249 and 22-20
On July 20, 2022 at 4:00 p.m., the Barnstable CountyAssembly of Delegates will hold hybrid, (in person
and virtual) public hearings on Proposed Ordinance 22-19, to authorize the Board of Commissioners to
approve operating budget transfers in the amount of $39,400.00 for salaries, fringe benefits and
supplies in accordance with Cape Cod regional government Home Rule Charter, Section 2 — 8, item (d)
(iii), and Proposed Ordinance 22-20, To transfer to a special revenue fund by making supplemental
appropriations fiscal year two thousand twenty-three in the amount of $2,500,000 to fund the Regional
Freshwater Initiative Program. The public hearings will be held in the Mary Pat Flynn Conference Center,
Barnstable County Complex, 3195 Main Street Route 6A, Barnstable, MA. The public hearings will be
open to anyone wishing to testify or make public comment on the proposed ordinances. The full text of
the proposed ordinances has been electronically distributed to the Town Clerk of each town in
Barnstable County, is also available on the Assembly web page with instructions on remotely accessing
the public hearing, and will be detailed on the Assembly of Delegates Business Calendar for July 20,
2022 located at https://www.capecod.gov/county-government/meeting-center/. Written comments
can also be emailed to owen.f[etcher@barnstablecounty.org by noon on or before the date of the public
hearing. The public hearing and Assembly meeting will be live streamed via YouTube and can also be
accessed at https://www.capecod.gov,

Proposed Ordinance 22-19
An ordinance to authorize the Board of Commissioners to approve operating budget transfers
for salaries, fringe benefits and supplies in accordance with Cape Cod regional government
Home Rule Charter, Section 2 - 8, item (d) (iii).
The Cape Cod regional government, known as Barnstable county, hereby ordains;
Section 1.
a. Authorize the transfer of unexpended funds from Center for Public Safety Training salary
to provide necessary funding for Finance Department salary due to unanticipated turnover
and Grant Officer funding exclusively from operating budget.
b. Authorize the transfer of unexpended funds from Center for Public Safety Training fringe
benefits to provide necessary funding for Finance Department fringe benefits due to
funding exclusively from operating budget and level of benefits selected.

Proposed Ordinance 22-20
To transfer to a special revenue fund by making supplemental appropriations fiscal year two
thousand twenty-three
The Cape Cod regional government, known as Barnstable county, hereby ordains;
Section 1.
The sum set forth in section one, is hereby appropriated as a supplemental appropriation for
Barnstable County for the fiscal year ending June thirtieth, two thousand and twenty-three.
Said funds shall be transferred to a special revenue fund and expended acting by and through
the Cape Cod Commission to fund the Regional Freshwater Initiative Program and shall be
derived from Unreserved Fund Balance for two thousand and twenty-three .
