At 7:30 p.m. Mayor Latta opened the meeting with the pledge to
the flag.
J. Dement moved to approve the New/Old Business Section of the
agenda with the addition of Executive Session on pending
litigation and personnel, not to reconvene. Seconded by J. Bootz.
Voice vote. 6 yes, 0 no. Motion carried,
L. Kelly moved to approve the Consent Agenda to include minutes
of the regular meeting of October 17, 1988. Seconded by D.
Gullicksen. Voice vote. 6 yes, 0 no. Motion carried.
Planner Waldock reported on the County, Case rezoning request for
the June S. Foster Farm. Their request is for a rezoning of
268.13 acres from A-1 Agricultural to R-2A Single-Family
Residential. The location of this property is south of Renwick
Road along each side of Old Indian Boundary Line Road. The
applicant, Attorney James B. Babcock, representative of June S.
Foster, has requested this matter be tabled at this time to
further work on an annexation agreement that they are negating.
The Plan Commission came to no recommendation. A motion was made
to object to the Foster Rezoning and Speical Use Permit. The
vote was 3 yes and 3 no, motion failed.
L. Kelly moved to table, until further notice, any action on the
County rezoning request from A-1 to R-2A of the June S. Foster
Farm, at the request of the applicant, Seconded by K. Callahan.
Voice vote. 6 yes, 0 no. Motion carried.
It was the consensus of the Board, due to some people in
attendance interested in the rezoning request, they shall be
allowed to speak. Harold Dhuse spoke who is a resident who lives
north of the Foster Farm. His concern is the traffic that this
subdivision could create and the additional buses to transport

the children to and from school. Indian Boundary Road is not
equipped to handle that much traffic. Also, the snow blows across
the road and is closed sometimes for two (2) days. The Township
does not have the equipment to handle the road. Mrs. Ava
Schroeder spoke of her concerns of a possible water problem with
that many wells and septics in the area. There are many areas
surrounding us that are having water problems. Therefore, the
supply of water in the ground should be investigated. George
Schroeder spoke of his concern of the water that flows over the
ground after a severe rainfall. It has become dangerous to flood
stage. Mayor Latta stated the Board will take these residents
concerns under advisement. We are tabling this case at this time.
D. Gullicksen moved to adopt Resolution No. 924 Authorizing The
Execution Of An Agreement Between The Village Of Plainfield And
Baxter & Woodman, Inc. For A Water System Master Plan (not to
exceed .$15,000). Seconded by K. Callanan. Vote by roll call.

J. Dement moved to adopt Resolution No. 925 Amending The Personnel
Rules And Regulations, Commonly Knawn As The Employee Handbook,
For The Village Of Plainfield. Seconded by D. Gullicksen. Vote
by roll call. Callanan, yes; Dement, yes; Bootz, yes; Gullicksen,
yes; Kelly, yes; Lewin, yes. 6 yes, 0 no. Motion carried.
K. Callanan moved to adopt Resolution No. 926 Amending Building
Permit Fees For Existing Industrial Buildings. Seconded by D.
Lewin. Vote by roll call. Callanan, yes; Dement, yes; Bootz,
yes; Gullicksen, yes; Kelly, yes; Lewin, yes, 6 yes, 0 no.
Motion carried.
Planner Waldock reported on River. Ridge Estates. Action requested
- Preliminary Plat approval; Location - Approximately 250 feet
south of 135th Street along the west side of Naperville Road;
Current honing - Residence A; Proposal - A subdivision to include
55 single-family residential parcels on a 74 acre site. The key
issue in the subdivision proposal was the provision of septic
systems rather than a Village sanitary sewer system. However,
the applicants had proposed to tie into the Village water system.
This site was annexed to the Village in October, 1979. In
accordance with the annexation agreement, it expires in October,
1989. The Plan Commission has considered this case and by a vote
of 7 to 0, recommends that the Preliminary Plat of River Ridge
Estates be denied.

L. Kelly moved to reject the request for preliminary plat approval
for River Ridge Estates with the following: 1) the previous
preliminary plat proposed for the site suggests that extension
of the sanitary sewer is economically feasible although the number
of lots would likely need to be increased to cover the extra costs
of sanitary sewer; 2) development of the property to the north
of the River site appears imminent and would require sanitary
sewer extension through the area; 3) it is in the best interest
of the Village to promote the extension of sanitary sewer to serve
areas northeast of the Village; 4) although the Village is
currently nearing design capacity at its waste water treatment
plant, recent system repairs have improved system capacity; 5)
development as proposed does not include sanitary sewer. Seconded
by K. Callanan. Vote by roll call. Callanan, yes; Dement, yes;
Bootz, yes; Gullicksen, yes; Kelly, yes; Lewin, yes. 6 yes, 0
no. Motion carried.
The Village Board directed the Village Clerk to attach the
motion/findings of disapproval of the request for preliminary
plat to the River Ridge Estates file.

D. Gullicksen moved to pay the bills from 12/1/88 - 12/6/88 as
presented. Seconded by L. Kelly. Vote by roll call. Callanan,
yes; Dement, yes; Bootz, yes; Gullicksen, yes; Kelly, yes; Lewin,
yes. 6 yes, 0 no. Motion carried.
J. Dement reported the street and alley projects are almost
completed some sidewalks have been installed and more will be
done in the Spring.
Planner Waldock reported the items on the agenda for Plan
Commission 12/6/88 - Sign Variance for Phillips 66; Sign Variance
for Preferred Risk Insurance; Lakeside Manor Unit III.
D. Lewin reported Cynthia Jones of 23319 West Leach, Plainfield,
Illinois, was hired as a part-time Dispatcher at $6.36 'per hour,
effective December 5, 1988.
L. Kelly moved to give Christmas Bonuses

It was the consensus of the Board to hold the regularly scheduled
meeting of December 19th at 7:30 p.m.; the December 26th Workshop
is cancelled; schedule a Special Meeting on December 8th at 7:00
p.rn. regarding acceptance./issuance of the General Obligation
Bonds; Parking Committee meeting on December 8th at 7:30 p.m.
