Monday, June 24, 1918. •
The Board of Public Works of the City of Richmond, Indiana
met in regular session at the office of the said Board , Mon-
day, June 24 , 1918 at 9 :00 A. M. Two of the members of said
Board being present, Messrs. Taylor and Peltz, absent, Mr.
Johnson. The following proceedings were had , to-wit :
The minutes of the previous meeting read and were approved.

. The Board approved and signed the contract and bond of D. G.
Burkhardt , contractor under Improvement Resolution No. 554-1918.
Mr. Peitz brought up the matter in regard to the Street Car
Company having the trouble with cars at the North "D" Street.
C & 0 Crossing, stating that it was hard to keep the -trolley
on the wire, which caused the car to stop on the Railroad tracks
This was referred to the City Attorney and the City Engineer to
• take up with the Street Railroad Company. and the C & 0 Ry. Co.
The Clerk presented a petition to the Board for the Improve-
ment of the alley between South 5th and 6th Street from,. Ago- B by paving
with concrete, signed by Mrs. May Lennard and five others. The
Board referred this to the City Engineer for plans .
Mr. Taylor brought up the matter in regard to Mr. Twigg wanting
to place a sign at the edge of the sidewalk at his place of bus-
iness on North 8th Street , as there is an ordinance against
placing signs on sidewalks the Board refused the grant the re-
quest.

The toard now takes up the matter of the increasing of the wages
of the Municipal Electric Lighting and Power Plant employees.
Mr. Dillon presented the following schedule to-wit :

Mr. Peltz moved that the hbov e schedule be approved by the Board
and take effect July 1, 1918. Seconded by Mr. Taylor so ordered.
Mr. Davis brought up the matter in regard to the Richmond .Street

Railway Co. paving between the tracks on south 8th Street under
Improvement =,esolution No. 552-1918 . The Board referred this
to the pity Attorney for immediate action.
Mr. Campfield appeared before the Board in regard tc the water
mains and hydrants being established on South 8th Street in
Beallview. Mr. Peitz moved the the Board recommend a branch

for a hydrant be placed at South 8th and N Street in the ant-
icipation of being taken into the city at some future time.
Seconded by Mr. Taylor.
The Board approved and signed a contract of C . M. Kirkpatrick
for the Improvement of South 8th Street under Improvement Reso-
lution No. 552-1918 . The Board now approves and signes an
agreement for the transfer of C . M. Kirkpatrick contract to the
James E. McNamara Construction Co. of Indianapolis , as follows,
to-wit :
Richmond, Indiana, June 24, 1918
IN CONSIDERATION of the assumption by Jas. E. McNamara
Construction Co. , of Indianapolis , Indiana , . of the obligations
and 'agreements of C . M. Kirkpatrick under the annexed contract
of even date herewith, executed by the City of Richmond and said
C . M. Kirkpatrick for the improvement of South Eighth Street in
said City from the north line of South "H" to the South
Corporation Line of said City as provided for by Improvement
Resolution Number 552-1918 of the Board of Public Works of said
City of Richmond, the said C. M. Kirkpatrick hereby assigns and
transfers to said Jas. E. McNamara Construction Co. all of his
'rights under said contract without - recourse on him, and said
Jas. E. McNamara Construction Co. hereby assumes and agrees to
perform all the obligations and agreements of said C . M.
Kirkpatrick under said annexed contract , and to faithfully per-
form and discharge as contractor all the terms and agreements of
said contract , and the said Jas. E. McNamara Construction Co.
agrees to execute a-construction bond conditioned that it will.
faithfully comply with the terms of said. contract.
The Said City of Richmond by and through its Board of
Public Works hereby consents to the assignment of said annexed
contract to said Jas. E. McNamara Construction Co. In consider-
ation of the assignment of all the rights and interests of said
C . M. Kirkpatrick in said annexed contract to said Jas. E.
McNamara Construction Co . and .the `assumptiorlby -said James E.
McNamara Construction Co. of all the obligations of said C . M.
Kirkpatrick thereunder , the said C . M. Kirkpatrick is hereby
released from hs obligations to perform the agreements on his
part, as set forth in said contract.

Mr. 2e1tz moved that as two members of the Board of Public
Works would be absent on Thursday, June 27 , 1918 that the
said meeting be dispensed with. Seconded by Yr. Taylor.
The Board then adjourned.
