Public Works , 1 85 City of Richmond , Indiana, Thursday, June 20, 1918 The Board of Public Works of the City of Richmond, Indiana - met in regular session at the office of the said Board; Thurs- day,' June 20, 1918 at 9 :00 A. M. .TviO of the members of said Board being present, Messrs. Johnson,. Taylor and absent Mr. Peitz. The following proceedings were had to-wit : -11 The minutes of previous meeting read and were approved. The Board meets to hear all persons interested in or whose property is effected by the vacation of the first alley South of North "A" Street between Lots 10 & 11 , James K. Dugd.ales Add. , running from North 3d Street to the first Alley West run- fling North and South, also the alley between North 2d and 3d Streets running from North "A" Street South to 'the alley run- ning East to North 3d Street, as provided for under Declaratory Resolution No. 120-1918. After hearing all persons interested who appeared and no remonstrances having been filed the Board now takes final action on said Resolution, the same being con- firmed without modification and the Board orders that a roll be prepared of all owners or holders of property and a valuable interest therein sought to be injuriously effected, which list or roll shall also describe the property beneficially effected. The Board directed the finance Department to pay the following contractors the 5% reserve retained on the following Improve- - ments: Daniel G. Burkhardt , Resolution No . 532-1917,-- 50.12 Schneider Brothers , Resolution No. 536-1917 •-•-- 30.67 Schneider Brothers , Resolution No. 538-1917 -- 11.57 J. F. iiipskind, Resolution No. 541-191.7- • 20.40 The Clerk read a letter from The Turbine Sewer Machine Co. of Milwaukee, Wisconsin. On motion the letter was ordered placed on file. The Clerk read a letter from the Improved Serer. Cleaning Machine Company of Milwaukee, Wisconsin. On motion the letter was order- ed placed on file and the Clerk instructed to write this Company giving them the desired information. The Clerk presented to the Board from The Richmond Coal Company the acknowledgment of their order for 150 Tons of Coal for the City Building. Mr. Johnson moved that this be cut down to 100 • Tons and the Clerk instructed to notify 'The h,ichmond Coal Co. Seconded by Mr. Taylor , so ordered. -1[ The Board instructed Mr. Dillon, Sup' t of the Light Plant to have a boiler inspector come and inspect the boiler in the City Build- ing. The Clerk read _a letter to the Board from C. M. Kirkpatrick, the Contractor , that wa-s_awarded the City' s portion of the improvement of South 8th Street . (See Letter ) Mr. Kirkpatrick being present at the meeting stated. that as he had not been awarded the contract for the County' s portion of the improvement , which was awarded to The James E. McNamara Construction Co. of Indianapolis and for the best interests of the City he was willing to turn his contract over r ' 86 Thursday, June 20, 1918 to the McNamara Construction Company so as to have the same contractor make all of the improvement as he thought it would be more satisfactory and the City would get a better Street than if two contractors did the work as it would eliminate - one longitudinal seam on each side of the Street . Mr. McNamara of the McNamara Construction Co. being present at the meeting stated to the Board that he was perfectly willing to take over Mr. Kirkpatricks' contract at the same price of 2.12 per Sq. Yard. The Board referred this matter to the City Attorney to draw up the Contract in legal form binding Mr. McNamara and I/ releasing Kirkpatrick from his contract and the City from any legal action. The Board received bids for the Improvement of both sides of South 3d Street from Main Street to South "A" Street by con- structing a cement curb , gutter and sidewalk ( 6) foot wide on both sides of said Street , between the points named under Improvement Resolution No. 554-1918, as follows, to-wit : Daniel G. Burkhardt , Bid : Cement Walk ( 6) foot wide , per sq . foot 00.19 Straight Curb and gutter , per lineal Foot .95 Circle Curb and gutter , TV " 1.05 Alley intersections , per square foot .19 No other bids being received and Mr. Burkhardt'S bid being withing the Engineer' s estimate, Mr. Johnson moved that the contract be awarded to Mr. Burkhardt . Seconded by Mr. Taylor. The Board received bids for City Printing for the year ending June 30, 1919 , as follows, to-wit : Palladium Printing Company, Bid : First insertion, • per inch $0.30 Each additional insertion " " 0.30 No other bids being received , Mr. Johnson moved that the bid of the Paladium Printing Company be accepted and the contract awarded to them. Seconded by Mr. Taylor , so ordered. Mr. Dillon brought up the matter of raising wages of the em- ployees of the Municipal Electric Lighting and Power Plant . The Board informed Mr. Dillon that they would take this up Monday, June 24, 1918. Mr. Davis brought up the matter inregard to putting on a man on the Street Department especially fitted for sewer work and letting another man off from the Street Department . The Board instructed Mr. 'Davis to get a man that was adapted to this I/ class of work. Dr. George B. Hunt , Health Officer brought up the matter that was referred to him from Council in regard to the South 5th St. Dump, stating that some one had dumped several loads of manute on the dump, and he had spoken to Mr. Backmeyer , the gardener, who agreed to haul this away. Also he had instruct- ed the St . Department to spread some good dirt over this part of the dump, which he thought would eliminate the stench. Thursday, June 20, 1918 1 87 Mr. Dillon brought up the matter in regard to the discontinuing of the 500 volt direct current circuit at the Light Plant . Mr. Johnson moved that the Sup' t of the Light Plant discontinue the 500 volt direct current circuit . Seconded by Mr. Taylor. M . Belcher. brought `:up the -matter in ,regard- to...the :purchase of lot No. 7 as laid out on the plat of the Richmond trading and Manufacturing Company, containing .0972 acres more• or less, also part of the South-west quarter of Section 2, Range 1 West , con- taining .0226 acres more or less. Mr. Bescher stated that this I/ property was bought of Elizabeth C . Marmon on Dec. 29, 1915 with out incumbrence of any kind and he finds that there is a del- inquent assessment for an improvement against this property. This matter was referred to the City Attorney. The Board approved the various payrolls up to and including June 15, 1918 . Claims to the amount of 4 6,163.09 were allowed and ordered paid.
