The Board of Public Works of the Vity of Richmond , Indiana , met in regular session at the of`'ice of. said Board , Monday June 3, 1918 at :00 O' clock A. M. hll the members of the - said Board being present , Messrs . Johnson, Taylor and Peitz . The follwing proceedings were had , to-wit : The minutes of the previous meeting were read. and approved.. Mr. Murphy, City Gardener, and Mr. Liman, Secretary of the Commercial Club , appeared before the Board in regard to • holding war markets at the Market House and at the East End Market . Mr . Pelts moved that Mr. Murphy and Mr. Ulman and their committee take this matter up with Mr. Hunt , Market Master , to arrange for these markets so as not to interfere • with the regular markets . The Committee which holds these markets shall also clean up the trash and garbage and leave the Market house in a clean a condition as found in. Sec- onded by Mr . Taylor , so ordered. The Board approved and. ' signed the contract for the lease of 'Lots 5 & 6 in the P.&F. .add. at the corner of 17th and Main from Elizabeth Jones , agent , for market purposes from. June 1 , 1918 to June 1 , 1919 , for the sum' of $50.00 . The Board approved and signed contract and bond of B. G. Burkhardt , contractor ,-under Improvement Resolution No. 1 550-1918 . The Clerk read a letter from the Improved Sewer Cleaning Machinery Co . in regard to making a demonstration with their V� -machine. (See Letter) The Board ordered this placed on file . . Mr. Louis Salzcrulo appeared before the Beard in regard to the alley between N. 13th & 14th on "G" from "G" to "H" in regard to a fence along his property line , stating that if he put up this fence under the present conditions it would block the traffic . the Board referred this mai..ter to the City Civil Engineer. ' Mr . Hunt , Market Master , appeared before the Board in regard to rules regulating Markets. The Board instructed Mr . Hunt • to make the necessar7 changes in the rules as he desired and present to the Bc_ rd for rati fi ca. i i on. Br . G° B. Hunt , Health Officer recommended to the Board that a cement garbage con- tainer, one side for dry garbage and the other side for wet - garbage , be installed at the Market House. Mr . Peitz moved that it be built under the supervision of the city Civil Engineer. Seconded by Mr . Taylor , so ordered. Mr. Hunt , Market Master , complained to the Board of the Vault at the market House . Mr. Peitz moved that this be placed in good condition, which work to be u_- er the supervision of the City Building inspector . The Board referred this to the City attorney. • The Board took up a bill of I. A. Parke for ,5. 20 against the City Fire Department for the repairing of No . 1 hose truck which was damaged by the street railway Co. , by .one of their cars . Mr. Peitz moved that this bill ce referred to the City Attorney to take up with the Street Car Co . for set • - tlemerit. Mr. Feltz moved. that the matter of the Street M.ailway Co . speeding th :i r cars in front cf the Hose Houses , be referred to the Ordinance Committee . " Seconded by Mr. Taylor, so order- ed. ?fir. Lcuck appeared before the Bo, rd in the interests of the Pythian Temple Associati on i n regard' to the drainage of roof water into the sanitary sewer in the alley east of their new building. After quite a discu.esion in regard to this matter in which Mr . Davis , :r. Louck Mr. Starr and Mr. Hughes , the architect presented different ideas and plans for the taking . • care of the roof water. The Mayor , sic . 4`d. nmmerman moved • that The Pythian Temple Association be allowed to turn their roof water onto the surface of the alley in the rear of thei building until such time as the city will be required to build the storm sever . It is also ordered that an elbow be placed to divert the water south. in the alley. Seconded by Mr. Taylor . The Moticn prevailed . • The City Civil Engineer reported the completion of Contract • under Improvement l,,esciut I on No. 544-1918 . The Board on moil on accepted the same and ordered the aosessmer.t roll -prepared . . • The Board approved and signed contra ct of the Barret Cc of Cincinnati , Ohio for the furnishing of Tarvia to the City of itic b ond_ , I dfsna for the ;year 1918 . • Mr . Peitz brought up the matter of 'boats be re •ted to Tou ng boys at the Lake at Glen Miller Park. Mr. Peitz moved that a man be stationed at the boat-house to rent and to safeguard the lives of the persons renting the boats and not to permit any one under 16 years of age in the boats unless acco.:nanied • by a responsible person. Seconded by Mr . Taylor so ordered . The Board also took up the matter in regard. to Mr. Miller Fire Chief, attending the Fire Chi e' „'oeve_ti on at Chicago . The Board ordered Mr . Miller to attend said Convention and to pay hi s own expenses and present hi s bill to the Board and they would a; low the same. Mr. riobbins read a etter to the Board in regard to the Inter- national Convention of Chiefs of Po! ice to be held at K:= nsas •City. Mr. Peitz moved that on av:propriati on be asked of the Council for the defra j i rig cf Chief of :soli ce Gormon' s expense at said Convention. Seceded by Mr . Taylor , so ordered . The Board ordered the Clergy, to advertise for bids for City advertising. • I � _ Monday, June 3, 1918 1 77 The Board took t -) the matter of rar,erina- at the Detention Hos- pital. Mr. Peitz moved that lO re-r roll be allowed as the . limit to be paid for paper and_ that Mrs. Shinn be allowed to pick out the paper for ,papering the hall and the 1i vi i:M room. Seconded by Mr. Taylor , so ordered. M. All members of the said Board being present , Messrs. Johnson, Taylor and Peitz. The fol- lowing proceedings were had, to-wit : The minutes of the previous meeting were read and approved. Mr. Johnson brought up the matter in regard to renting boats in the Glen Miller .Park. Mr. Peitz moved to rescind previous action on this matter and - that it be referred. to the Sup't of the Parks to look after it. Seconded by Mr. Taylor so or- dered. The Clerk read a letter from H. J. Gebhardt Co. On motion this letter was placed on file . The Clerk read a letter from the Barret Co. of Cincinnati , 0. in regard to Tarvia. On motion it was referred to The City Engineer. The Clerk read a communication from"The American City. " On motion this was placed on file . The Clerk called the Boards' attention to the specifications for bide for city advertising of the year 1914. Mr. Taylor moved that the Clerk advertise for City advertising according to these specifications. Seconded by Mr. Peitz , so ordered. I• •
