Monday, May 16 , 1918 .
The Board of Public Works of the City of idchmond , Indiana
met in regular session at the office of said Board , Monday
May 16 , 1918 at 9 :00 o' clock , A. M. All of the said Board
being present , Messrs. Johnson, Taylor and Peltz . The fol-
lowing proceedings were had to-wit :
The minutes of previous meeting read and were approved.
The Clerk read a letter from Dickinson Trust Company con-

cerning the dumping of tin cans and trash in �eeveston. The
Board ordered City Engineer to have The Street Commissioner
to look this matter up.
The Board approved and signed contract and bond of The Central
Auto Station, to construct a gssclene , oil and air disc_ encer
front of 1115 Main St . (See Contract and Bond)
Board approved and singned contract and bond. of O. H. Little
tc place a gasolene , oil and air dispenser in front of his
place of business at 14 _aichmcnd Avenue . ( See Contract and Bond)
The Board meets to hear all-persons interested in or whose
property is affected by resolution 551-191e , providing for
the construction of cement roadway the full width in Aliey be-
tween S. 2d & Z. 3d Sts. , running from south"A"3 . north to
first alley South of Hain street , the ace east to S. 3d St . ,
and west to 2d . A remonstrance having been filed signed
by a nn ;crity of resident property owners whose prepert7 abut-
ting on the above improvement . The Board can proceed no fur-
ther with said improvement unless authorized b.y ordinance pas
sod by the Common Counsi 1 and approved by the Mayor . Mr. Pelt:
moved that the matter of above improvement be referred to the
Common Council. Seconded by Mr . Taylor . so ordered .
The Board meets to hear all persons interested in or whose
property is aff ected by improvement resolution 548-1916 , for
the imrsrovement of Td. 2d St . from Main St . to a poi at where
the C . & 0. it. Li. crosses said street also N. " " St . from
N. 2d to N. "A" St . by constructing cement curb & gutter en
both sides of said street also paving the roadway the full width
with one o,` the modern city paving , to-wit : Bituminous Mac-
adam on concrete base ; brick , concrete or wood block. After
_ hearing all pe--scns i.ntere-s`ed , who, appeared , Mr. Feltz moved
that all rrevious action on said i.mrrovement be rescinded .
Seconded by Mr. Taylor, so ordered .
The Board meets to hear all persons interested in or whose
property is effected by declaratory resolution 119-1918 , for
the t',idening of N. 3d . St. (See rLesolutiori) after hearing all

persons interested , who appeared, Mr. Taylor moved that all

-Mr. Johnson presented to the Board a request of Mr. Louis Knopf
to haul cinders and glace on N. Nest 5th. Street . Mr. Feltz
moved . that the Clerk notify Mr . Knopf that he would be granted
the privilege of rutting cinders on said street providing that
I/ he would not leave them in riles but would spread them without
any expense to the city. Seconded by Yr. Taylor.
The Board ordered The Street Commissioner to clean alley between
13 & 14 South of "A" Street .
The Board ordered the building inspector to look after roof on
The Detention Hospital and report its condition to the Board .
Mr. Dill, appeared before The Board -in regard to the U. S. trucks
going through the City and that they camred at the athlotic park,
stating that he thought that some lights should be put upat this
place. Mr. Johnson moved that Sup' t . of the Light Pant rut
up n_ecessar-; lights at this place , free of charge , for the dura-
tion of the War, also the Park Sup' t . look after turning out these
lights. Seconded. by .Er. Peitz .
Mr. Johnson stated to the Board that complaints had been made to
him of the Home Guard Company drilling in South Tenth Street Park .
The Board unanimously declared no complaints in regard to this
Company drilling in this Park would be considered. Any complaints
against this Company drilling in this park in the future would
be referred to the Council of "Defense .
Mr. Peltz moved that the Cit7 would not consider the proposition
of the M. E. L. P. P. furnishing steam to the L. H. & P. Co.
Seconded Plir. Taylor .
Mr. Peitz moved that Mr. Billion, Sup' t . of The Light Plant be
allcwed to purchase a new motor chassis and trade in his old chass-
is on same . Seconded by Mr. Taylor , so ordered.
Mr. Peitz moved that Mr. billion, Sup' t . of the Light Plant fill
( :•_ u- ) coal bins in the City Building and also rut in 10 Ton of coal
at the detention Hospital . Seconded by Mr . Taylor .
Following an order to appear before the Board , Mr. Graham arpear-
ed . The Board informed him that a complainthad been made against
him for not paying his bill. Mr. Graham informed the Board that
he was paying on this bill as much as he possibly could afford .
The Board set Monday May 20, for the day of hearing on this matter
:•4, • The Clerk was ordered to notify Mr. Cutter , the complainthnt , in
regard to the action of the Board.
Following an order to appear before the Board , Yr. Coyle appear-
' ed. The Board informed him that a complaint had been made against
him for non-payment of a bill contracted by him for Fire Insur-
ance . Mr. Coyle stated to the Board that he thought that he had
no protection and had just left the matter drop , thi Yvine: that was
proper, but that he would make satisfactory arrangements with Mr.
Bailey, The Insurance Agent .

Mr. Hollarn appeared before the Board in regard to getting
permission to take some old brick at the Crematory to be used
at the Glen Miller Park. The Board granted Mr . Hollarn per- .
mission.
Mr. Dillion, Sup' t . of the Light Plant asked permission of the
Board in regard to selling old scrap iron and copper . Mr.
Peltz moved that Mr. Billion be allowed to gather up old scrap
iron and copper and sell to highest bidder. Seconded by Mr.
Taylor .
Mr. Billion asked permission from the Board to purchase an 1
electric drill . Mr. Peltz moved that Mr. Billion, Sup' t of
the Light Plant , be allowed to buy an electric drill for use
of the Light Plant . Seconded by Mr. Taylor , so ordered .
Mr . Davis , City Engineer reported to the Board that the Con-
tractor, Mr. Burkhart , had started the alley between N. 15th
and 16th Streets . and that some .bui.l(?irngs stood out in the •
alley. The Board decided to investigate this matter .
The Board then adjourned.
