The Board of Public Works of the City of Richmond , Indiana , met in regular session at the office of said Board , Monday, May 13, 1918 at 9-:00 o ' clock, A. M. Two members of said Board being present , Messrs. Taylor and Feltz , absent., Mr. Johnson. The following proceedings were had to-wit : The minutes of previous meeting read and were approved. The Clerk read a communication from Mr. Wampler in regard to the sewer on North 7th Street . Mr. Feltz moved that this matter be taken up at the next meeting when Mr. Johnson would be present . Seconded by Mr. Taylor , so ordered . Complaint was made to the Board that water backed up on Butler Street . The Board referred this matter to the street Com- missioner. .The Board took up the matter of Ora Monger driving up on the sidewalk at 523 North 18th Street . Mr. Pelt:', moved that the clerk instruct Mr. Monger to appear ,before the Board next Thursday morning. The Mayor instructed the Board that Mr. Graham of the Fire Department had not payed the bills that he had contracted for. The Board was also instructed that Mr. Coyle had not paid his bill contracted by him for fire insurance . Mr . Feltz moved that £lr. Graham and Mr. Coyle be notified to appear before the Board Thursday" Morning , May 16 , 1918 Mr. Taylor presented to the board a request of Walter Doan for appropriation of 200 .00 for coal for the Home of the Friendless. Mayor advised that 100.00 be arpropriated. Mr. Peitz moved. that100.00 be donated to the Home of the Friendless. Seconded by Mr . Taylor, so ordered.; Upon advise of the Mayor that a salary of 31Cfl.00 be creat- ed . , for the City Forester for his services . Mr. Feltz moved ' that the city attorney draw up an ordinace creating a sal- ary of 100.00 a year to be paid to the City Forester for his services. Seconded by Mr . Taylor , so ordered. Mr. Feltz informed the Board that Mr . Holz,apfel wanted 400 .00 for the two cannons, one at the corner of 8th and Main Streets . and the other on the corner of N. 9th and "A" Streets. The Mayor advised against spending money for these cannons at. this time . Mr. Little presented a contract and bond to the board - for placing gasolene , oil and air dispenser in front of his place of business Oil Michmond Avenue . Mr. Feltz moved that Mr. Little ' s contract and bond be referred to the city Attorney for his apl royal . Upon advice of the City attorney Mr. Feltz moved that all bonds given for placing of gasolene , oil and air di.,pensers should be surety bonds . Pelt2 moved that the vouncil be asked for arrropriati.on of 55,000.00 for the building of a darn, furnishing screen and boilers for the City Light Plant . Seconded b:% Mr. Taylor so ordered. Mr. Ga~'c7,ner appeared. before the Board and laid in a complaint that a drain was needed at the for of the hill on the Corner of 1st and Kinsey Street . The Board referred this matter to the Street Commissioner . Mr ._ Pescher appoared before the Board in regard to the sink- fund for the Light Plant Bonds , stating that there was 4:51000.00 placed in this fund every month for that purpQse, w,hich would not take care of these bonds.
