LEWIN, CALLANAN PUSINELLI - ADMINISTRATOR KRNAC - VILLAGE CLERK HARVEY -- ATTORNEY BENNETT - POLICE CHIEF COUNTRYMAN At 7:33 p.m., Mayor Latta opened the meeting with the pledge to the flag. Roll call was taken, all members were present. J. Dement moved to approve the New/Old Business Section of Agenda with the removal of No. 10 and the addition of appointments and a request for soliciting. Seconded by L. Kelly. Voice vote. 6 yes, 0 no. Motion carried. J. Bootz moved to approve the Consent Agenda, including the minutes of June 20, 198$ and a request from Plainfield Junior Cats for annual Tag Days. Seconded by D. Gullicksen. Voice vote. 6 yes, 0 no, Motion carried. Administrator Pusinelli spoke in regard to our purposed General Obligation Bonds Ordinance. If this ordinance is adopted tonight, there would be a public question in the form of a Referendum at the general election to be held on November 8, 1988 regarding the issuance of General Obligation Bonds in the amount of $2,325,000.00. A representative from R.V. Norene & Associates • is at our meeting to answer any questions. D. Gullicksen questioned how much would the Village save with G.O. Bonds in comparison to Revenue Bonds? Administrator Pusinelli stated: 1) G.O. Bonds have a better rate of interest; 2) less money would have to be borrowed by the Village for the expansion of our Sewer Plant; 3) it would mean a savings of borrowing approximately $2.3 million instead of borrowing $2.7 million; 4) there would be an annual savings of $53,080.00 a year. Therefore, the less expensive way for the Village to borrow money is General Obligation Bonds as opposed to Revenue Bonds. J. Callanan moved to adopt Ordinance No. 1168 Providing For The Submission To The Electors Of The Village Of Plainfield, Illinois Of A Question Authorizing The Issuance Of General Obligation Bonds Far Financing Waterworks And Sewage System Purposes. Seconded by D. Gullicksen. Vote by roll call. Gullicksen, yes; Bootz, yes; Kelly, yes; Dement, yes; Lewin, yes; Callanan, yes. 6 yes, 0 no. Motion carried. K. Callanan moved to adapt Ordinance No. 1169 Amending Chapter 10, Article. 9, Section 9-6 Limiting The Usage Of Water During Certain Periods Of Time. Seconded by D. Gullicksen. Vote by roll call. Gullicksen, yes; Bootz, yes; Kelly, yes; Dement, yes; Lewin, yes; Callanan, yes. 6 yes, 0 no. Motion carried. K. Callanan moved to adopt Ordinance No. 1170 Providing For The Use Of Administrative Citations For Certain Additional Ordinance Violations. Seconded by J. Dement. Vote by roll call. Gullicksen, yes; Bootz, yes; Kelly, yes; Dement, yes; Lewin, yes; Callanan, yes. 6 yes, 0 no. Motion carried. M. Pusinelli reported we had a "Bid Opening" at 11:00 a.m. today (8/1/88) for the 1988-89 Motor Fuel Tax Road Repairs. Engineers estimated cost $129,453.50. - Crown-Trygg Construction, Joliet, IL - $106,192.09 - P.T. Ferro Construction, Joliet, IL - $123,932.83 - Vixen Construction, Downers Grave, IL - $125,066.65 - Gallagher Asphalt, Thornton, IL - $145,424.40 • This work entails resurfacing of Corbin Street from Dillman Street to end; Union Street from Center Street to the E.J.&E. Railroad Tracks. Curb and gutter work is also included on Lockport Street. Staff is recommending the bid for the 1988-89 Motor Fuel Tax Road Repair be awarded to Crown-Trygg Construction of Joliet in the amount of $106,192.09 and this be charged to MFT and Street Department. J. Dement moved to approve the bid from Crown-Trygg of $106,192.09 for the 1988-89 Motor Fuel Tax Road Repairs. Seconded by D. Gullicksen. Vote by roll call. Gullicksen, yes; Bootz, yes; Ke11y, yes; Dement, yes; Lewin, yes; Callanan, yes. 6 yes, 0 no. Motion carried. Mrs. Heiman and Mrs. Hill, residents of Ambpy Street, questioned if repairs will be done to Amboy and Evans Streets this year? Administrator Pusinelli was directed to look into the request. J. Dement questioned if we were looking into extending the sidewalk on Lockport Street on the MFT Project. Administrator Pusinelli stated he has already directed the engineer to look into it. PLAINFIELD VILLAGE BOARD OF TRUSTEES • AUGUST 1, 1988 PAGE THREE K. Callanan moved to ratify a complete ban on outside water usage at this point until restriction has been removed. Seconded by J. Bootz. Voice vote. 6 yes, 0 no. Motion carried. Mayor Latta appointed a temporary Plumbing Inspector, Robert Bundy, during Melvin Dralle's absence for the period of July 27th through August 7, 1988. She also appointed Joe Jania to the Police Commission and Ron Mentzer to the Planning Commission as a regular voting member. Mayor Latta reported we have received a request from Illinois Public, Action Council requesting permission to conduct a canvas in the Village between August 1st and August 31, 1988. With no objections from the Board, the Clerk was directed to send a letter of approval. D. Gullicksen moved to approve payment of the Bills Payable for July 13th through July 31, 1988. Seconded by L. Kelly. Vote by roll call. Gullicksen, yes; Bootz, yes; Kelly, yes; Dement, yes; Lewin, yes; Callanan, yes. 6 yes, 0 no. Motion carried. K. Callanan expressed sincere thank you to the public for being so cooperative in our water emergency. D. Lewin moved to hire a full-time Police Dispatcher Pamela Pucel, effective 8/8/8$ at $6.36 per hour. Seconded by J. Bootz. Voice vote. 6 yes, 0 no. Motion carried. D. Lewin reported the Police Department received a grant of $120.00 from Sears-Roebuck Foundation for our Office Friendly (McGruff) Program. The Board directed Chief Bennett to have some of the officers work on some recommendations far a "Traffic Enforcement Program", also involve the Street Department and Administrator for their input. Administrator Pusinelli reported we were awarded a Community Development Block Grant from Will County in 1986 for the West Norman Drain Project in the amount of $50,000.00; in 1988 we were awarded a Community Block Grant from Will County in the amount of $45,000.00 for the .Vista Lane Project. The letter in your packet to Will County in essence says, because our progress on the .Vista Lane Project is moving faster than on the West Norman Drail Project. The Village requests to be allowed to proceed on the Vista Lane Project before the West Norman Drain Project. Tf the Board approves, this lettex, it will be sent tomorrow. Pusinelli reminded the Trustees of a possible rescheduling of Board Meetings due to Labor Day Holiday. It was the consensus of the Board to cancel the meeting of September 5th. If it is necessary, have a meeting on August 22nd before the Workshop to handle any projects. The next scheduled Board Meeting will be September 19, 1988. Chief Sennett reported the Police complaints in reference to early in Indian Oaks Subdivision. It that Attorney Harvey should check on the time construction can begin J. Dement moved to adjourn. 6 yes, 0 no. Motion carried. 8:16 p.m. Department has received numerous morning starting of construction was the consensus of the Board our ordinances for restrictions in the Village in the morning.
