REGULAR MEETING

Mayor Latta opened the meeting at 7:30 p.m. with the pledge to
the flag.
Roll call was taken, all members were present.
D. Gullicksen moved to approve the New/Old Business Section of
the Agenda - move (E) American Diabetes Association from Consent
Agenda to New Business Section; Executive Session on personnel,
not to reconvene. Seconded by J. Bootz. Voice vote. 6 yes,
0 no. Motion carried.
J. Dement moved to approve the Consent Agenda to include the
minutes of June 6, 1988. Seconded by L. Kelly. Voice vote. 6
yes, 0 no. Motion carried.
M. Pusinelli reported at the July 11th Workshop, representatives
from Baxter and Woodman presented the Radium Compliance Report.
This report recommends that the Village of Plainfield proceed
with Alternate 4: "blending of shallow well water with the deep
well water to achieve a radium concentrate of less than 5 pCi/1
in the finished water". The Village currently possesses a radium
variance petition from the Illinois Pollution Control Board. This
variance contains several provisions. One of the provisions
states that the Village must investigate radium compliance methods
and prepare a detailed compliance report. This has been
accomplished via Baxter & Woodman's Report. In addition, the
Compliance Report must be submitted by the Village to the I.E.P.A.
by October 15, 1988. If this does not occur and if the Village
"has not filed a variance petition on or before October 15, 1988,
this variance shall terminate". Staff recommends that it be
directed to compile a radium variance petition and submit it to
the I.E.P.A., The steps for this process would be as follows:
1) the Village Attorney and Village Administrator compile a draft
variance petition. This petition would propose the following
time frame far compliance: a) shallow well exploration, drilling
and testing completion by December, 1988; b) authorize project
design July, 1990; c) design project improvements, including

wells, transmission main, treatment facilities, and water
distribution sytem improvements, completion by December, 1990;
d) project review by I.E.P.A. and construction bidding by April,
1991; e) construction of improvements by April, 1992; and f) full
compliance achieved by April 15, 1992. This schedule does not
comply with the current intermediate deadline for the submission
of the permit application and the plan documents for the necessary
improvements. This schedule proposes changing the submission
date from January, 1989 to December, 1990 to allow the Village
additional time to complete the project design and to arrange
the necessary financing. The final completion date would not
be changed. 2) Baxter & Woodman would review the draft variance
petition and edit as necessary; 3) the Variance Petition would
be presented to the President and Board of Trustees for approval;
4) upon approval, it would be submitted to the I.E.P.A..
K. Callanan moved to concur with staff's recommendation on the
July 14, 1988 Variance Petition memo from Administrator Pusinelli.
Seconded by L. Kelly. Vote by roll call. Callahan, yes; Dement,
yes; Bootz, yes; Lewin, yes; Kelly, yes; Gullicksen, yes. 6 yes,
0 no. Motion carried.
Darryll Bauer representative from Baxter & Woodman spoke in
reference to the informal proposals they have sent to the well
drilling companies that have the equipment and experience to do
the shallow well testing. We should have responses from these
companies and a recommendation to the Village in about two (2)
weeks.

reference to the water ban and water usage in the Village during
the drought. The Village is pumping about 800,000 gallons per
day. If the largest well went out today, we could still pump
854,000 gallons per day from the smaller well. If you did have
a well down, you should consider banning sprinkling completely.
With both wells working, then the Village has the capability of
producing 1.8 million gallons per day, and, you are currently using
800,000 gallons. Other communities facing the same problem, from
the drought, has request the public cut down on their water usage.
H. Countryman stated at present, we do not have a problem, but
if a well went out, we would have a problem because it would be
a strain an the equipment. We are trying to prevent a problem
before it happens. Mayor Latta stated she would like the time
for watering to be from 7:00 p.m. to 10:00 p.m., sprinkling by
permit only, otherwise watering plants and shrubs with a hand-held
hose from 7:00 p.m. to 10:00 p.m. and no new landscaping to be
installed until September 15th until further notice and no car
washing.

Mayor Latta received a letter from Diabetes Association requesting
permission to conduct a Tag Day on Saturday, October 8, 1988.
Due to Plainfield Homecoming being scheduled on the same weekend,
it was the consensus of the Board to deny the request and directed
the Clerk to write a letter of denial.
Mayor Latta reported the Illinois Municipal League Conference
is scheduled for October 7 - 10, 1988 at Chicago Hilton. and
Towers. Anyone wanting to attend, contact the Clerk to make
reservations.
D. Gullicksen moved to adopt Ordinance No. 1165 Regulating The
Use Of Public And Private Sewers In The Village Of Plainfield.
Seconded by K. Callanan. Vote by roll call. Callanan, yes;
Dement, no; Bootz, yes; Lewin, yes; Kelly, yes; Gullicksen, yes.
5 yes, 1 no. Motion carried.
L. Ke11y moved to adopt Ordinance No. 1166 making Appropriations
For The Village Of Plainfield For The Fiscal Year Beginning July
1, 1988. Seconded by J. Dement. Vote by roll call. Callanan,
yes; Dement, ,yes; Bootz, yes; Lewin, yes; Kelly, yes; Gullicksen,
yes. 6 yes, 0 no. Motion carried.
J. Bootz moved to announce the estimated Tax Levy is $369,830
for the year 1988/89. Seconded by K. Callanan. Voice vote. 6
yes, 0 no. Motion carried.
M. Pusinelli reported we have received a letter (6/20/88) from
Community and Economic Development Corp. of Will County, relating
to our Vista Lane Project. We were awarded $45,000 of a $50,000
project. It is far the resurfacing of the street (Vista Lane)
and installing storm sewers. We are recommending the President
be authorized to sign the agreement. J. Harvey stated we must
be sure the contractor complies with the many insurance
requirements.
J. Dement moved to authorize the President to sign the C.D.B.G.
Contract and the Clerk to Attest to the same. Seconded by D.
Gullicksen. Voice vote. 6 yes, 0 no. Motion carried.
K. Callanan moved to approve Ordinance No. 1167 Adopting And
Enacting A New Code For The Village Of Plainfield, Illinois;
Providing For The Repeal Of Certain Ordinances Not Included
Therein; Providing A Penalty For The Violation Thereof; Providing
For The Manner Of Amending Such Code; And Providing When Such
Code And This Ordinance Shall Became Effective, however page 477
- Section 8-60 and 8-61 shall be stricken. Seconded by D.
Gullicksen. Vote by roll call. Callanan, yes; Dement, yes;
Bootz, yes; Lewin, yes; Kelly, yes; Gullicksen, yes. 6 yes, 0
no. Motion carried.

Attorney Richard Kavanagh spoke representing Rousonelos Farms
- County Case - requesting Special Use Permit for spinach
processing involving washing and packaging of fresh spinach.
There were two (2) questions raised previous; (1) what is done
with the trim/waste? Basically, it is hauled off site onto
another Rousonelos Farm and composted and used for fertilizers;
(2) what is done with the water? The water is pumped to a deep
pool on the Rousonelas Farm site. The site flows to the bottom
and the water is used for irrigation and the overflow goes into
a second pond on the Rousonelos Farm. In reference to the roads,
Mr. Kavanagh stated he spoke to the highway commissioner and he
assured us that Steiner and 143rd Strees (80 rods in front of
the farm) are all weather roads, if any problems with other roads
the commissioner will see that they are posted and enforced.
D. Gullicksen moved not to object to the Special Use Permit
(County) for Rousonelos Farms (143rd & Steiner Road) on 23 acres
for the purpose of spinach processing, washing and packaging of
spinach. Seconded by K. Callanan. Voice vote. 6 yes, 0 no.
Motion carried.
D. Gullicksen moved to approve payment of the bills of July 1st
through July 12, 1988. Seconded by L. Kelly. Vote by roll call.

Administrator Pusinelli introduced the new Village Planner Peter
Waldock. He was the City Planner for Sidney, Ohio and we are
very happy to have him on board. Mr. Waldock stated he is pleased
to be here and appreciates the opportunity to work for the
Village.
D. Lewin acknowledged the Police Operations for May & June, 1988.
Corporal Byland and Office Draksler has completed 40 hours of
Truck Weight .Enforcement. Also, Carla Perez has completed 40
hours of Illinois Law Enforcement Telecommunicator Training.
Administrator Pusinelli reported a resident has requested
permission to park a car overnight on the street from the present
time until November 1, 1988. It was the consensus of the Board
to allow the car to be parked overnight because it is a dead-end
street, and it would not create a problem.
Administrator Pusinelli reported he is going to a meeting (Friday,
7/27/88) with I.D.O.T. on the Route 30 project east of downtown
toward Crest Hill. If the Board has any concerns, please contact
him prior to the meeting.

J. Harvey suggested a proclamation on watering ban include no
new grass, planting of shrubs or any type of vegitation should
be installed since our policy not to allow any watering for such,
as opposed to making it a crime to plant something. After much
discussion...
Mayor Latta stated it is now proclaimed by the President and Board
of Trustees that watering permits previously issued have been
further restricted only to allow sprinkling from the hours of
7:00 p.m. to 10:00 p.m.. Watering is allowed with a hand-held
hose far trees, shrubs, flowers and gardens from the hours of
7:00 p.m. to 10:00 p.m.. No one is permitted to wash cars with
a hose or bucket. No new permits shall be issued until further
notice.
J. Dement stated we should write a letter to Plainfield Fest
Committee of the success of the Fest.
A resident from Indian Boundary Road requested a street light
between Route 126 and Heritage Drive. It is very dark. Mayor
Latta directed the Administrator to check into this request.
J. Bootz moved to adjourn into Executive Session, not to
reconvene. Seconded by D. Lewin. Voice vote. 6 yes, 0 no.
Motion carried.
