The Common Council of the City of Richmond, Indiana met in a Regular Meeting February
6, 2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WRIGHT
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Ian Vanness, Infrastructure and Development; Interim Fire Chief Tim Brown; Pat
Smoker, Sanitary I)istrict; Police Chief Mike Britt; Denise Retz, Park Department; Tracy
McGinnis, Deputy Controller; Dustin Purvis, City Planner; Jerry Purcell; Emily Palmer,
Controller; additional representatives of the Fire Department; and, Media.
APPROVAL OF MINUTES
Councilor Oler moved to approve the minutes of the Regular Meeting on January I 7,
2023, supported by Councilor Parker. Upon a vote viva voce, the motion carried.

The Finance Committee recommended approval.
Councilor Oler moved to approve, supported by Councilor Locke, Resolution No. 2-
2023 was adopted with an 8-1 roll call vote. Dissenting was Councilor Wright.

Resolution No. 2-2023 will be returned to the Fact Finding committee.
REPORT OF THE .BOARD OF PUBLIC WORKS AND SAFETY
The minutes of the January 5, 12 & 19, 2023 meetings were accepted as presented.

DEPARTMENT OF PARKS AND RECREATION — Mrs. Retz presented the top 10
Park projects for 2022.

Councilor Goss moved to suspend the rules and read Ordinance Nos. 2, 3, 6, 7, 8, 9, 10 &
11-2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote
viva voce, the motion carried.

Councilor Oler moved to advance Ordinance No. 2-2023 to second reading and public
hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried.

Councilor Oler moved to amend the agenda and have Ordinance No. 3-2023 added to the
agenda, supported by Councilor Parker. Upon a vote viva voce, the motion carried.
ORDINANCE NO. 3-2023 — AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 24-2022 KNOWN AS TIIF 2023 SALARY ORDINANCE (Fire)
The Clerk read Ordinance No. 3-2023 on first reading by title only.
Councilor Oler moved to amend to indicate two Social Workers and delete the reference
to Community Paramedic, supported by Councilor Bumbalough. Upon a vote viva voce,
the motion carried.
The Finance Committee recommended approval.
Councilor Oler moved to advance Ordinance No. 3-2023 to second reading and public
hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried.
