PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WRIGHT President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Ian Vanness, Infrastructure and Development; Interim Fire Chief Tim Brown; Pat Smoker, Sanitary I)istrict; Police Chief Mike Britt; Denise Retz, Park Department; Tracy McGinnis, Deputy Controller; Dustin Purvis, City Planner; Jerry Purcell; Emily Palmer, Controller; additional representatives of the Fire Department; and, Media. APPROVAL OF MINUTES Councilor Oler moved to approve the minutes of the Regular Meeting on January I 7, 2023, supported by Councilor Parker. Upon a vote viva voce, the motion carried. Councilor Oler moved to approve, supported by Councilor Locke, Resolution No. 2- 2023 was adopted with an 8-1 roll call vote. Dissenting was Councilor Wright. REPORT OF THE .BOARD OF PUBLIC WORKS AND SAFETY The minutes of the January 5, 12 & 19, 2023 meetings were accepted as presented. REPORTS FROM 11)EPARTMEN-17 HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS DEPARTMENT OF PARKS AND RECREATION — Mrs. Retz presented the top 10 Park projects for 2022. MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READINC; Councilor Goss moved to suspend the rules and read Ordinance Nos. 2, 3, 6, 7, 8, 9, 10 & 11-2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 2-2023 — A SPECIAL ORDINANCE AUTHORIZING Till: CITY OF RI( HMOND "1.."0 RECEIVE DONATIONS FOR RI( HMOND FIRE DEPARTMENT PROGRAMS The Clerk read Ordinance No. 2-2023 on first reading by title only. The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 2-2023 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 2-2023 on second reading by title only. There being no comments for or against Ordinance No. 2-2023, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 3-2023 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 24-2022 KNOWN AS TIIF 2023 SALARY ORDINANCE (Fire) The Clerk read Ordinance No. 3-2023 on first reading by title only. Councilor Oler moved to amend to indicate two Social Workers and delete the reference to Community Paramedic, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 3-2023 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 3-2023 on second reading by title only. Ordinance No. 6-2023 was referred to the Plan Commission. ORDINANCE NO. 007-2023 AN APPROPRIATION ORDINANCE AUTIIORIZING 'IlIE CITY OF RICHMOND TO RECEIVE DONATIONS (Park) The Clerk read Ordinance No. 7-2023 on first reading by title only. The Finance Committee recommended approval. Councilor Goss moved to advance Ordinance No. 7-2023 to second reading and public hearing, supported by Councilor I3umbalough.
