Park Plan Update - Andy Laidlaw
SEE ATTACHED ARTICLE "A"
1. Committee advised Belts & Associates to create a one(1) sided
4'x8' display board and deliver it to the City Recreation Program to
be installed.
2. Committee recommended to the city council that belts and
Associates consult with City Administrator concerning City Attorney
checking into the legalities of. Banking the Gentry Property.
3. See # 4 & 5 on attached article "A"
Staff Reports
1. Gentry: Negotiation continue on acquisition of this parcel.
2. Kalman:. City representatives met on July 10 with Mr. Kalman.
Some progress has been blade allowing the land trade to proceed.
3. Park Development: The City Council approved city crew work on the
Brown parcel, as recommended, but on a nor. -prioritized basis. The
Public Works crew will proceed as time is available.
Max Williamson moved to advise City Council to order the blocking
off of further parking, put up a no camping sign, and mow the grass
immediately. Seconded by Dean Martens, unanimously passed.
4. Tennis courts:
Dean Martens moved to recommend to the City Council to exceed the
$7500.00 limit and accept terms from Stager Fencing(see attached
article "B") for installation of fencing, net posts, and backboards.
Seconded by May Williamson, unanimously passed.
Park Use Plan
Current directive is, "no commercial, sectarian or political use
of parks."
The perceived goal is to prohibit activities that would interrupt
the public's quiet enjoyment of its parks and recreation facilities.
Committee advised staff to create an ordinance to be presented at
the next meeting. Furthermore, committee advised staff to include the
following in the ordinance;
1. Fee structure - Flat fee
2. Licencing - must meet all codes
3. Removal due to cause
4. Approval prior to installation and use.
5. Clean up - deposit money
Budget Preview
Committee requested to see the Parks Budget, to insure that it
reflects the goals set forth in the master plan calling for Quality
Maintenance.
Staff will bring a copy to the next meeting.
Net Pen Rearing Update
Fish and Game has acquired a $10,000 grant.
Fish and Gaze still undecided as to location, however direction
is toward Mill Park.
Forest Service Fitness Trail
U.S.F.S. has agreed to put up a public welcome sign.
U.S.F.S. has approached neighbors of proposed site and has their
permission.
Committee has agreed to contact Optimist, Rotary, and other
groups, and ask them to put a group together to construct one station
each. If the group is willing, committee will give Tom French their
name so he can contact them.

1. Final Plan - Not complete until next week. Will send up prints of final
drawing prior to coloring for yourretew.
2. Project Sign - Sign Board(s) finished in Boise and sent up to McCa11
for support frame construction and installation by others (City Crew?).

3. Gentry Property: Have contacted Idaho Foundation for Parks & Lands.
The Foundation does not purchase land with it's own money. Land is usually
donated to it which is held in trust until it can be used for park development
or grant purposes. Money could be donated to the Foundation to purchase
land. Sharon Hubler, Executive Director of the Foundation has cautiously
indicated that if the Foun ation were to receive money from the City
of McCa11_to urchase the Gentry Property, the -Oa -petty -could beheld__
y6 e Foundation for 'Faure grant match purposes by theCity. Her assessment
is based upon discussions- with R l-- daCus-t; --Deputy-Attorney General for
Idaho Department of Parks and Recreation.
However, there appears to be an even greater hurdle. Bud has indicated
that it is not legal for the cities within Idaho to gift money. Should
the City Attorney be contacted to find out if there is some means by
which this can be accomplished? If it can not be accomplished we may
not be able to bank the Gentry Property through the Idaho Foundation
for Parks and Lands.

4. Corporate Contacts: As requested, we are preparing a list of contacts
for Albertson's, Morrison Knudsen, Boise Cascade, and Simplot Corporations
responsible for corporate donations. We are exploring procedures and
timetables as well. Names, procedures, and timetables will be completed
by the end of July.
5. Environmental Assessment: We are continuing to work on the Assessment.
A11 form letters have been sent to the required governmental agencies
requesting input on the proposed trade of land. Four of the nine agencies
contacted have sent responses to us as of July 10, 1990. We gave them
a July 12, 1990 deadline for responding. The Army Corps of Engineers
is the only agency to express any concern at this point. Their consternation
is in regards to wet -lands on the proposed park site. We will work with
them further to clarify their position. (We may have to prepare a 404
application which deals with the Clean Water Act.) We will keep you
appraised.
