Thursday, March 28 , 1918
The Board of Public `forks of the City of Richmond, Indiana
met in regular sessi on at the office of the said Board, Thurs-
day, March 28th, ' 1918 at 9 :00 o' clock , A. M. All of the mem-
bers of the said. Board being present , Messrs. Johnson, Taylor
• and Peitz . - The following proceedings were had to-wit :
The minutes of previous meeting read and were approved..
The Clerk read a letter from the Standard Oil Co. stating they
could not furnish road ' oil for the oiling of streets for 1918 .
The Board ordered this placed on file.
The Board approved and signed bond. and contract of D. G. Bur--
hardt contractor under improvement resolution 544-J918 .
Mr. Johhson brought up the matter of setting the clocks ahead.
one hour beginning Sunday , March 31st, 1918 and ending the last
Sunday in October . The Mayor informed the Board he would issue
a proclamation.
Mr. Johnson stated he had a request from the Building Inspector
to buy a new_bicycle for his use. Mr. • Pelt z moved that the
Board buy Mr. Pinnick a bicycle for his use , seconded by Mr.
Taylor, so ordered..
A petition was presented by the Clerk signed by Mrs. Daniel ,
McManus, Daniel McManus and Mrs. Bridget Conniff for the pas-
sage of a resolution providing for the vacation of the second.
alley West of Sheridan street running from Laurel street to
the first alley north, running east and west between lots,
20 and 21 , Railsback addition. The Board decided to invest-
igate this before taking any action on this resolution.
Alice Forkner appeared before the Board in regard to Sewer at
lot 155 Haynes addition, claiming she had paid her assessment
for this improvement end there had been no "Y" placed in this
sewer. Mr. Peitz moved. that this material be purchased and
this "Y" be installed and all charged to the city, seconded by
Mr. Taylor , so ordered .
Mr. Davis stated. that Mr. Bailey, Supt. of Telephone Co. would
remove the pole on South West 7th and A. street if instructed
by letter from the Board. Mr. Johnson moved that the Clerk
notify Mr. Bailey to remove said pole , put wire on pole right
west of this pole, seconded by Mr. z'eltz , so ordered .
Mr. Davis brought up the question of buying a preparation to
put on. the Doran Bridge and stated there was no money in the
fund for this purpose. Mr. Peitz moved that it be recommended
to council that money be transferred from the Crushed. Stone fund
for this purpose , seconded by Mr. Taylor , so ordered .
Thursday, March 28th , 1918
Mr. Davis brought up the matter of putting a sand catch basin
on east side in culvert at Glen Park. Mr. Peitz moved that
Mr., Davis, City Engineer look after putting in this catch
basin, seconded by Mr. Taylor, so ordered. •
Mr. Taylor presented the complaint- of Mr. Moore stating ,the •
Gas Company had dug a trench at West fifth and Richmond , Ave .
which had not been grope rly r'efi lied. ; The Board referred . th is
to the' atreet Commis si oner and the City. Engineer.
Mr. Miller , presented bids on heater and E ange Boiler for No.l.
Hose House as follows:

Chas. Johanning bid:- 44. 00
John Niewoehner bid: - 46.50
Mr. Johnson moved that the bid of Chas. Tangemaa be accepted,
seconded by 'vir. Taylor ; so ordered. .
The Board received bids for road oil for the year 1918. The
Eaton Oil Works, Covington, Ky. bid: - 4.10 per gallon .
F.U.B. Richmond , Indiana , for May, June or July Del'y.
,Oil we are quoting on is 18/20 gravity and 50/60 Asphalt _Base.
We are sending you a sample of this oil today via Adams £xp:•ress.

The Board took this under adviserrent until a test of sample.
is made.
The question of employing, a man to take charge of the road
- roller was taken up and 111r. Peitz moved that Rube Rich be
employed to run the road roller, seconded. by Mr. Taylor , so
order ed.
"Comes now the Hackman-Klefoth Company, a partnership, of said
City, and files and. presents to the Board of Public Works , at
a regular meeting of said. Board, all the members thereof being
present , a tentative draft of contract which it desires to
make with said. City, and under and pursuant, to and in accordance
with the laws of the state of Indiana.
"Said Board having seen and examined said proposed contract.,
now unanimously determine the exact form in which such contract
is to be finally adopted and approves the same in such form,
and expresses a willingness and desire to enter into such
contract with said company, as follows : ( here insert ) see
contract.
And said. Board now fixes 1Ionclay, April 15th , 1918 at 9 o ' clock
A.M. at its office in the city Building in said City , as the
time and place that a public hearing shall be had to finally
consider such contract, at which time and place any taxpayer
of such city may appear and file protest against any or all
of the provisions of said. contract .

And the Board orders that the full and complete text, of said
contract be published by said company at its m n expense , one
time at least one week before April 15th, 1918 with the Richmond
Item and in the Palladium and Sun Telegram, daily newspapers
of general circulation printed in the english language in this
city, and that said company shall likewise post a copy of such
'contract and notice in 10 public places in such city , as pro-
vided by an "Act of the General Assembly of the State of Indiana
approved March 6th, 1913 Chapter 108 , pages 286-287 and 288 of
Acts of 1913.

The Board of Public Works of the City of Richmond, Indiana met
in regular session at the office of the said Board , Monday, ; pri1
1, 1918 at 9:00 o'clock A. M. All of the members of said Board
being present, Messrs. Johnson Taylor and Peitz. The following
proceedings were had to-wit : -
The minutes of previous meeting read and were approved.
The Board unanimously adopted Declaratory Resolution #118-1918
for the vacation of the second alley West of Sheridan Street
running from Laurel street to the first alley north, running
east and west between lots 20 and 21 , Railsback addition.
The Board rejected the bid of the Eaton Oil Works for Oil fnr
the seascon of 1918 , and ordered the Clerk to return their cer-
• tified check for 100.00.
The Clerk read. a proposal from the Barrett Co. , of Cincinnati ,
Ohio on Tarkia "B" . After some discussion this was referred to
City Engineer and City Attorney.
Mr. Johnson stated that the Board went over to the Letention
Hospital and investigated the possibility of taking gravel out
near the hospital . In order to get gravel it would be necessary
to move the pest house. It was referred to City Attorney to
see how close it can be placed away from the residence.
