Pla-it to see what they have and what is need&d in the way of repairs . Mr. Bradbury appeared before the Board in regard to insurance on the Light Plant . The Board agreed to consider::.and look up rates arid get re-inspection before taking any action -on this matter . The Board then adjourned. The Board of Public Works of the City of Richmond , Indiana met in regular sessi on at the office of the said Board, Thursday, February 28th, 1918 at 9 :00 o' clock A. M. All of the members of said Board Being present , Messrs . Johnson, Taylor arid Peltz . The following proceedings were had to-wit : The minutes of previous me eting read and. an motion. of Mr. Feltz were approved . The Board grant ed ,7r . Mills, Bond sman of the C ont ractor of , of P. Temlole permit to duinp good dot at the west end and south of the Doran Bridge . Mr. J. b. rethmeyer , 355 Richmond. ,Avenue appeared before the Board and asked permission to use a space of thirty-five ( 35 ) feet wi de and two hundred ( 200) feet long on Chettnut Street west of West 5th Street for a garden. On motion the Board granted permission to Mr. ethmeyer and Mr. Everett Haseltine to make a garden in this location, providing they keep the roadway open. The Clerk read a letter from the Indiana Inspection Bureau asking for a list of City Property so as to enable them to rate the property for insurance. After some discussion the Clerk was ordered to send a list of all city trorerties to the Indiana Inspection Bureau. Thursday, February 28 , 1918 The Clerk read a letter from 1). 0. Hodgin, 301 Nati onal Ave . , stating that the gut ter in front of his place of business was in bad condition. The Board referred th is to the Street Commissioner. • The Clerk/ read a letter from Mrs. $i . 0. i-;yan requesting the City to repair Street Light at corner of South 15th and C Street . This matter was referred to Supt . of Light Plant . Several letters were read by the Clerk from various cities in regard to the Artificial Gas - si tuati on. The Board ordered that the se be read at the next Council meeting. The Board rook up the matter of retuning the Street Flushe r • to the factory to be overhauled. Mr . Feltz stated that it would cost 43-2 cents per 100 lbs . minimum weight 4000 lbs . to send this back tnd it was moved by Mr . Peitz that this flusher be sent to the factory on a flat car as soon as in- formation is received by Mr . Davis , seconded by Mr. Taylor , so ordered. • Mr . Peitz stated that there was a tree on West 6th Strom at the Property of N. C . Heironomous that was dangerous to the yublic. This matter was referred to the Street Commissioner . • Mr. Johnson brought up the matter of Flush Tanks in connecti on with Sewers. He called on Mr . 'ill in regard to this matter. Mr . Dill "presented the meter s reading� ( of seven high meters ) showing a' gradual inc rease of water consumption due to wear on valves and advised putting in Brass di scs with a small hole: d±illed in the cent er to check the rr essure, instead of only opening the valve part way. He claimed that this would save the wear on the valve seat . Taylor, so, ordered. • The Board or der ed tha t an invo i c e of all equipment aid the value of the i_uildings of the city be taken and each depart- ment take care of their ow invoice. • Mr. Miller handed in the resignation of Mr. -Loy Dye to become effective Larch 4, 1918 , stating that Mr . Dye was leaving the department to take a position at the Davis Motor Car Co. rafter looking ever several anplicati ores the Board decided to investigate before aa.king an appointment to fill this vacancy. Mr . The Board left this matter for further investi gation. 1 24 Thursday, . ebru ary 28 th , 1918 • The 'Board received bids for Boiler at Greenhouse at Glen Park, as follows , towit :- Kro eschell Bros . Co. , Chicago , bid : . No . 4 Kroeschell Boiler, new modelp643. 00 net . width 36 inches , Length 9 feet , Heighth 40 inches. No . 4 Kroeschell Boiler will heat 10500 sq. ft. of glass to 60 degrees at 15 degrees below zero . This boiler has a net guaranteed working capacity of 3500 lineal ft . of 4-inch Hire in additi on to the mains • or 5600 lineal ft. of 2-inch pipe in additi on 'to the mains or 7000 lineal ft . of l2 inch pipe in addition to the mains . The above boiler is su-]plied with: two ( 2 ) four inch (4" ) flows two ( 2) four inch (4" ) returns . On motion of Mr. Peitz the Clerk was ordered to notified the Kroeschell Bros . Co .- , Chicago that their• bid was acceroted and to ship Boiler at once . by Mr . Kleinknecht T.ir. i.11on_ in regard to the Deal made/wi th Henry lclzapfel in which v:as traded Piling in old well at Light Plant for some I Beams , and then traded the I Beams and some scrap • iron and Copper and seven old transformers for 230.00 and Mr. Dillon stated the city was loser by considera':1e amount . The Board took s matter under advisement a _d ordered Mr . Holzapfel to put up bond of 4'05000.00 for protection against any damage to building in pulling this wilirg out of old. well . Mr. Lillon asked the Board in regard to the Light plait charg- ing the Utreet Dept . a s'rrall rent for the use of the Old Light Plant Building for a store room for their equipment . The Board,.tock this matter under advisement . • Mrs. Shinn appeared before the Board to have an under- standing as to her duties and the reason for her being sub- peened before the grand -nr-,r. Mr. Johnson stated that she • should- look to Dr . iinut for her instructions as the board held. him .responsible for everything that was done at the Detenti on - Hospital, and as for Iitr being subpoened before the grand jury that was a matter entirely out of their hands , also stating that the Board had been called befer e the Grand Jury the same as she had. • 125 Thursday, Pebruary 28 , 1918 • lir. Hunt inf ormed Mrs. Shinn that whenever he had five or more patients at the Detention Hospital at any one timc that he would furrsh a nurse but if he bad less than five patients for her.- to go ahead and do as she had been doing , only for her to be more specific in itemizing her bills. Mrs. Shinn alto asked the Board to have the Walks fixed and Electric -Lights put in. The Board informed -her that they would look this matter up as to what was needed and would have i t at - tended to. Mr . Feltz moved that the Supt . of light Plant be instructed to wire the Detention Hospi Dal Buildings for lights , seconded by Mr. Taylor, so ordered . The Board then adj ourned . All the members of the said' Board being present , Messrs. Johnson, Taylor and Peitz . The following proceedings were had to-wit : - The minutes of previous meeting read and on motion of Mr. Peitz were approved. The Cler$ read a letter from the Indiana Inspection Bureau in regard to recommends icns for rating for insurance on City Property. The Board ordered this placed on file .The Clerk read a letter from Lir. A. J. Harwood withdrawing petition for sidewalk on the North Side of South "B" Street from tract 511 , Official Map to South 21st street . Upon this withdrawal of Mr. narwood the Board rescinded previous action taken on Improvement Resolution no. 546-1918 . Mr. Peitz brought up the matter of repairing forth "C" Street and suggested Oiling same this summer. There was no action taken on this matter .
