LEWIN, W. SHARP, D. GULLICKSEN, J. DEMENT, L.KELLY OTHER$ PRESENT: M. V, J. P. D. R. PUSINELLI - ADMINISTRATOR KRNAC - VILLAGE CLERK HARVEY - ATTORNEY WALDOCK - PLANNER BENNETT -.POLICE CHIEF HAMILTON - ENGINEER At 6:32 p.m. Mayor Latta opened the meeting with the pledge to the flag. Roll call was taken, all members were present. J. Dement moved to approve the New/Old Business Section of the • Agenda with the addition of an Executive Session on possible litigation and land acquisition, not to reconvene. Also, the Mayor will. make an appointment. Seconded by D. Lewin. Voice vote. 6 yes, 0 no. Motion carried. Mayor Latta appointed Tony Consola of 407 Illinois Street to the Plan Commission effective immediately and his term will run until April, 1991. He will replace Ran Mentzer on the Plan Commission. Administrator Pusinelli spoke in reference to the Frederick Street (Plainfield Acres) Water/Sewer Extension Project. He supplied the Board with a memo of Cost Considerations dated November 19, 1990 from Hamilton Engineering; map "A" results of survey (December 7, 1990); "B" results of December 7, 1990 plated on the Stage map; "C" results from survey of November 15, 1990. We opened bids November 15,1990 as a result of our cost was lower than the engineer's estimate. The Village has not, to date, decided what stages they intend on completing. The letters that went out to residents explained the casts of tap-on fees and the pro-rata share o£ construction fees, which was the low bid price divided among the various lots that would be affected. Also the additional fee to pay a contractor to hook each residence to water and/or sewer if they choose. Mayor Latta also explained due to the future rebuilding of St. Mary's School, there must be enough water pressure in the area for a sprinkler system. Also due to the damage in the area, same property owners might want to tap-on to the utilities at this time. She explained we went out i• I• PLAINFIELD VILLAGE BOARD OF TRUSTEES DECEMBER 10, 1990 PAGE TWO for bids in four (4) areas: Stage 1 - from Renwick on Frederick to Julie and Getson (water and sewer); Stage 2 - Frederick north of Julie and Robert (sewer only); Stage 3 - Norman, water and sewer & Route 59 sewer only; Stage 4 - Julie and Benson (sewer only). A question from someone in the audience - what was the response from the survey? Administrator Pusinelli stated we had 34 no, 18 maybe, 25 yes and about 24 no responses. D. Gullicksen stated he feels it is almost cost prohibitive to the homeowners. He suggested the .Village recover the construction costs and waive the tap-on fees and annex the area. We have to have 85 to 90~ to do the entire project (Stages 1, 2, 3 and 4). Engineer Hamilton stated the combined cost of Stage 1, 2, and 3 Norman only would be approximately $208,000. Mayor Latta stated if we go with this suggestion, the only thing we are not doing is Route 59, Benson and Julie with sewer extension. D. Gullicksen stated we would. do these extensions if we had the interest from the property owners. He stated we need to reallocate the .cost and send out another letter to these people with actual figures of cost. There were some concerned property owners in the audience. A property owner questioned the cost per property. Mr. Hamilton stated, figuring we could serve 38 water users and 72 sewer lots, it would break down to $1,863 sewer and $1,956 water, plus the contractors cost for the lines to the house. The Board committed to Stage 1, 2 and Norman Street. Chief Bennett spoke in reference to some houses in the Village and some out. It could create a big problem. There was some discussion on a time limit an the waiver of the tap-on fees. It was the consensus of the Board that June 1, 1991 would be the end of waivers of tap-on fees. There was some discussion on how these people could pay the line charges. D. Gullicksen stated we could finance these charges with interest of 10 1/2~ to 11~ over five (5) to seven (7) years. It was the consensus of the Board that the Engineer contact the first three (3) bidders far a list of municipalities they have worked for in the past. Mayor Latta stated we will hold off one (1) week from awarding the. bid so Mr. Hamilton can investigate the reputation of the low bidder. Tt was the consensus that the project will consist of Stages 1, 2 and Norman Avenue. On Norman, the water will run west from Frederick under Route 59 and connect with existing water line. The sewer will run from Frederick west and stop at the Baptist Church property. We will run the loop on Roberts across Route 59 (all of Stage 1 and 2). We will not proceed with Stage 4 (Benson Street area). There will be another letter be sent to Stage 4 property owners with more explanation. D. Gullicksen moved to take five (5) minute break. Seconded by W. Sharp. Voice vote. 6 yes, 0 no. Motion carried. 7:55 p.m. PLAINFIELD VILLAGE BOARD OF TRUSTEES DECEMBER 10, 1990 PAGE THREE 8:09 p.m. Attorney Harvey reported the IEPA has granted our Petition far a Variance Extension in relation to the combined radium standards. We have forty-five (45) days from November 29, 1990, the day of the order, to execute the variance and forward it to the IEPA for acceptance. This extends our variance to November 29, 1995. W. Sharp moved to authorize the Village President to execute the Certificate of Acceptance from the Illinois Pollution Control Board, Seconded by D. Gullicksen. Vote by roll call. Gaylord, yes; Lewin, yes; Sharp, yes; Gullicksen, yes; Dement, yes; Kelly, yes. 6 yes, 0 no. Motion carried. J. Dement moved to adopt Ordinance No. 1345 Amending The Plumbing Code Of The Village Of Plainfield, With Respect To Overhead Sewers. Seconded by D. Lewin. Vote by roll call. Gaylord, yes; Lewin, yes; Sharp, yes; Gullicksen, yes; Dement, yes; Kelly, yes. 6 yes, 0 no. Motion carried. J. Dement reported they are interviewing for Street Department employee. W. Sharp reported the Police Committee has interviewed fourteen (14) applicants for Patrolman and found eight (8) qualified for the list. We will bring two (2) to the Board for hiring next month. Mayor Latta requested a Workshop on January 7, 1991 from 6:30 p.m. to 7:30 p.m. for Mr. Andreasen in regard to tree replacement in the Village. The Regular Board Meeting will follow at 7:30 p.m. D. Lewin reported he has tested the Emergency Home Locator in his home and his family had no problem making it work. The concept is a good idea. L. Kelly moved to authorize Christmas Bonuses in appreciation for the hard work the employees .did after the tornado in the amount of $50.00 for full-time and $25.00 for part-time employees. The Village Clerk expressed a thank you from all Village Employees. • PLAINFIELD VILLAGE BOARD OF TRUSTEES DECEMBER 10, 1990 PAGE FOUR It was the consensus of the Board to schedule Regular Board Meetings for the first four (4) Monday's of each month at 6:30 p.m., cancel Workshops and schedule the Tree Program for the first item on the January 7, 1991 agenda. Planner Waldock reported he received a request from Golden Meadows to place a temporary sales trailer on Golden Meadow Estates property. After same discussion, the Board directed Planner Waldock to handle the request. i• Planner Waldock reported on a letter drafted to Governor Thompson that the Board directed him to write in reference to the Vista Lane flood hazard mitigation. It as the consensus of the Board to not send this letter, but in the future, the Village will send a letter to the upcoming Governor Edgar. Planner Waldock had prepared a letter for the Vista .Lane residents to advise them of the current regulations for flood plan, and flood hazard development. Planner Waldock spoke in reference to the numbering system in the Village and out-lining area. His suggestion was to go to the County numbering system north of 135th Street, all of Wheatland Township, south of Renwick Road, east of Plainfield/Naperville Road and west of Route 30, Section 5, 8 & 17. Chief Bennett reported the Bus Barn is now located on 143rd Street and that is the only property in the area that is not annexed to the Village. W. Sharp stated Clarence Schmitz owns the property. The Board directed W. Sharp to contact Mr. Schmitz. J. Dement moved to adjourn into Executive Session, not to reconvene. Seconded by W. Sharp. Voice vote. 6 yes, 0 no.
