BENNETT - POLICE CHIEF At 6:33 p.m. Mayor Latta opened the meeting with the pledge to the flag. Roll call was taken, W. Sharp was absent. D. Lewin moved to approve the New/Old Business Section of the agenda with the addition of an Executive Session on pending litigation, not to reconvene. Seconded by J. Dement. 5 yes, 0 no. Motion carried. D. Gullicksen moved to adopt Resolution No. 975 Authorizing A Change. Order In the Contract Between The Village Of Plainfield And Joseph J. Henderson & Son, Inc. (Change Order #21 - Wastewater Treatment Plant increase of .$12,427.95). Seconded by J. Dement. Vote by roll call. Dement, yes; Gaylord, yes; Gullicksen, yes; Kelly, yes; Lewin, yes. 5 yes, 0 no. Motion carried. J. Dement moved to adopt Resolution No. 976 Accepting Subdivision Improvements In Indian Oaks Subdivision, Unit I. Seconded by J. Gaylord. Vote by roll call. Dement, yes; Gaylord, yes; Gullicksen, yes; Kelly, yes; Lewin, yes. 5 yes, 0 no. Motion carried. Planner Waldock spoke in reference 1114905. Applicant - Jeffrey and Southeast corner of Route 59 and Street). Request - Site Plan Re commercial/retail center (refer 11/20/90). to Plan Commission Case #288- Carolyn Dement. Location - Roberts Avenue (101 Division view far a 4600 square foot to Planner's Report dated PLAINFIELD VILLAGE BOARD OF TRUSTEES NOVEMBER 26, 1990 PAGE TWO L. Kelly moved to concur with the Plan Commission and approve the Site Plan for Jeffrey and Carolyn Dement (Case #288-1114905) at the southeast corner of Route 59 at Robert Avenue with the following stipulations: 1) Provide storm detention in accordance with Village Engineer's approval; 2) Screen east wall mounted lighting fixture to avoid glare onto adjacent residences; and 3) An evergreen landscape planting may be used on east side instead of the fence buffer to provide a 75~ visual screen. Seconded by D. Lewin. Vote by roll call. Dement, excused himself from participating; Gaylord, yes; Gullicksen, yes; Kelly, yes; Lewin, yes. 4 yes, 1 no, 1 excused. Motion carried. Engineer Robert Hamilton reported on the water/sewer extension in the Plainfield Acres area. He explained this extension has four (4) stages. Stage 1 - water and sewer lines installed from Renwick Road north on Frederick Street to Julie, also water and sewer on Getson Avenue. Low bid - $107,0$4.65; Stage 2 - sewer to be extended from Julie Avenue north to Robert Avenue and from about 150' east of Route 59 east to the eastern most boundary. This is a 10" sewer from Julie north and east and west on Robert Avenue so that in the future, it could be extended to Route 30 to . serve commercial property. The extension to the west will serve the Gehrke Food Store and the Dement commercial property. Low bid for 1 & 2 - $155,508.02; Stage 3 - includes an 8" water main loop or tie that would extend from Frederick along Norman and tie into existing water main on west side of Route 59 and sewer on Norman extending north on the east side of Route 59 to lot 17. Low bid for 1 & 3 - $193,723.00 and low bid far 1, 2 & 3 - $242,146.37 for water and sewer; Stage 4 - this area has water existing. It would run sewer across Julie Avenue. and north on Benson Avenue to Robert Avenue. Low bid for 1 & 4 - $82,112.00. Trying to figure an estimated cost per tat, he figured 2/3 sewer and 1/3 water. In stage 1 with 32 lots, cost of sewer per lot is $1,876.66 and water $1,469.73. Stage 1 & 2 with 64 lots, sewer $1,694.95 and 32 lots water $1,469.73. Stage 1 & 3 with 53 sewer $2,252.27 and 41 water, $1,813.47. Stage 1 & 4 with 54 sewex $1,520.60 and 32 water $1,469.73. Stage 1, 2, 3 & 4 with 107 sewer $1,748.71 and 41 water $1,$13.47. There was some discussion by the Board of the cost to the homeowners for this service. It was suggested that the property owners could pay an additional charge on their water bills, like installments, After some discussion, it was the consensus of the Board to send another letter outlining all the costs to each property owner. It was agreed that in the letter, it would quote an approximate $2,000 for sewer and $2,000 for water for each property owner and that if the people want the service, they must annex. Also, if • they don't want the service, would they still like to annex? The letters should go out this week stating this will be discussed at the December 10, 1990 Board meeting. Location - Taylor Music, 609 Lockport Street. Request W Special Sign approval for a projecting sign in the Central Sign District (refer to Planner's Report dated 11/20/90). L. Kelly moved to concur with the Plan Commission and approve the Special Sign approval for Taylor Music at 609 Lockport Street subject to the following stipulations: 1) The sign shall not extend more than seven feet (7') from the front building wall; and 2) The sign shall not be placed less than nine feet (9') above grade. Seconded by J. Dement. Vote by roll call. Dement, yes; Gaylord, yes; Gullicksen, yes; Kelly, yes; Lewin, yes. 5 yes, 0 no. Motion carried. J. Gaylord reported Silver Harvest is having a meeting Wednesday, November 28, 1990 at 7:00 p.m. J. Dement reported he has contacted the Township Supervisor requesting permission to store our street sweeper in .their barn. Their only request was that we send them a letter stating the Township would not be held responsible for fire, theft, vandalism or whatever. The Administrator will check with the insurance to make sure we are covered, then write a letter absolving them of any loss. Chief Bennett reported on 911 Communication Center. The 911 Committee is looking into the feasibility of consolidation of same 911 services. They are setting the standards far a PSAP (Public Service Answering Point). Our existing facility will not handle the added equipment far a 911 center. He requested the Board set up a Building Committee to look into space needs of the Village departments. He spoke in regards to tornado sirens. Commonwealth Edison will replace the siren that was at the High School which was destroyed by the tornado and will relocate it to any area we choose. It was the consensus of the Board to have the siren placed at the Well Site on Renwick Road. L. Kelly moved to authorize the purchase of three (3) 1991 Chevrolet Police cars through the State Purchasing Contract at a price of $11,718.65 per vehicle and to waive the bidding process. Seconded by J. Dement. Vote by roll call. Dement, yes; Gaylord, yes; Gullicksen, yes; Kelly, yes; Lewin, yes. 5 yes, 0 no. Motion carried. Chief Bennett displayed an emergency light for homes. It is connected to the front porch light .and in an emergency, it can be turned on and any emergency vehicle can locate your home immediately. It will be sold by different organizations. Chief Bennett reported that Dispatcher Lisa Wilson received a Commendation for her dedication and professional attitude while performing her duties on November 4, 1990. Administrator Pusinelli inquired if the .Board ha.d any problem with the Building and Planning Departments being moved downstairs? The Board had no problem with investigating this move. J.
