Thursday January 24,1918 .
The Board of Public Works of the City of Richmond, Indiana
met in regular session at the office of the said board,
Thursday, January 24. _ 1918 . at . 9 :00 o' clock A. M. All the
members of the said being present. Messrs. Johnson, Taylor
and Peitz. The following proceedings were had to-wit : -
The Street Commissioner ask about the advisability of run-
ning the street .grader over the streets in order to clear
the gutter openings. After sone discussion it was decided
to shovel the snow away from the gutter openings.
The Street Commissioner then brought forth the complaint of
his men having to carry ashes from the rear of houses where
`. there were no alleys. Mr . Peitz asked for the ordinance on •
the carrying away of ashes. After reading same , the Board
ordered the Clerk to have Section 5 , of an ordanance , in re-
gards'=to-ashe-s, Drinted in the daily papers .
Idr. Johnson read a letter from the- Common Council in regards
to the buying or building of a gas plant. Also in regards
to the Dity paying for its own lights. No immediate action
was taken.
The Board granted The Challenge Tire Company permission to
place a gasoline dispensary in front of there place of business.
Mr. Dillon, Supt . Light Plant , ask how, they could get per-
mission to have continuous metre readings. He stated that by
doing so it would c.ut down both the office force and working
force. Mr. Robbins, City Atty,, .Said he would look up the
ruling by the Public Utility Commision and see :; f there were
provisions regarding reading of metres and payments of state-
ments. .
Mr. Johnson called Mr. mi th , asking him what he had to pro-
pose on the coal . situation. Mr. Smith stated that he could
secure them coal under the following conditions: The owner of
a certain mine had had most of his coal confiscated by the
government and therefore was running short on working capital.
And that if the City would pay 41 ,000 or 402,000 in advance , this
mine owner would ship them coal until the Ql,000 or 2,000 was
taken out in coal, and then he would shin them one car a day,
providing they pay every two weeks . He stetted that this was
number 4 Hazzard, good quality coal and would be offered at
government prices, but that it would have to be shiped to a
dealer in order to get the preferrence and keep from being
confiscated.

Thursday January 24 , 1918 .
Mr. Bobbins , City Attorney, said that they could not make
such an advancement as it would be the same as loaning the
City funds, which is ilegal.
The Board then adjourned.

The Board of Public Works of the City of Richmond, Indiana
met in regular session at the office of the said Board, Mon-
• day, January 28th. 1918 .. at 9 :00 o' clock A. M. All the mem-
bers of the said Board being present . Messrs. Johnsn, Taylor
and Peitz . The following proceedings were .had to wit : -
The .minuets of the previous meeting. read and ,on motion. of
Mr. Pelt z , were approved.
Superintendent of Police Department , - :Tr. Gorman , ask for in-
formation as to what places were to be opened to-day and what
Places were to be closed to-morrow. Mr. Gorman was instructed
to act in accordance with the proclamation issued by Mr. F. S.
Bates , Fuel Administrator , and published in the Richmond Item.
Motion by Mr . Peitz , seconded by Mr. Taylor that the "Ordin-
ance for the collection of Garbage" be printed so that the
• Street Commissioner would have them to hand out to the differ-
• ent parties who violate said ordinance. So ordered.
The Board gave The American Telephone and Telegraph Company
permission to trim trees along their lines ,umder the super-
