On motion by Mr. Peltz and seconded by Mr . Taylor. That the
City Treasurer be directed to hold the fund arrising from
collections under the Barrett Law in his hands as Oily Treasurer
and not in his name as Trustee , and that he be further directed
not to retain , as his own property, any part of the interest
arrising or accruing on this fund. As the Citys position was
that all such interest legally belong to the City of Richmond
and its retention by the Treasurer, individually, would he illegal.
The City Attorney was directed to at once notify the City Treas-
urer to this effect and of this action by the Board. So ordered . ,
The Board then adjourned.

The Board of Public .forks of the City of Richmond, Indiana,
met in special session in the .bffioe_ df. the` said Board; Friday
January' 1$ , 1918 ; dt -9 :00 b'clock• A.:M. All the members of
said Board being present . Messrs . Johnson, Taylor and Feltz.
The following proceeding were had to ,v;it : -
Pursuant to call the Mayor,Board of Public Works and City
Attorney Robbins met in• the office of said Board to discuss
the Proclamation issued by The Federal Government. After
some discussion the Mayor issued the following Prpclamation.
PROCLAMATION OF THE MAYOR OF THE CITY Or RICHLMOND.
In compliance with the Federal Government order . Mayors Proc-
lamation. Board of .Public : orks called special meeting to
ratify action taken by manufactors , January 17 , 1918 . to wit :
1/ That all Factorys close for five days beginning Friday morning
January 18 , 1918 , and one day thereafter, Monday of each week
until further notified. Also places of amusements of all kinds ,
Card rooms , Saloons , Club rooms , Pool and Billiard rooms , for
i ve days, and one day each week, Monday. Aslo all churches
Lodge rooms be closed continuous until further notice .

All stores or businesses of 'all kinds , to close at four thirty
o' clock P. M. , and all stores close one day each week, Monday.
Unless otherwise ordered.
The exceptions being; Drug stores , Peal restaurants which
serve regular meals, Hotels and Bakeries. Confectionaries --_\
hot considered restaurants.

The Board of Public ;Jerks of the City of Richmond, Indiana,
met in regular session at the office of the said Board , Monday
January 21st . 1918 . at 9 :00 o° cloak A. M. All the members
of the said Board being present , Messrs . Johnson, Taylor and
Peltz . The following proceedings were had- to-wit :-
The minuets of the regular meeting of January 17 , 1918 and
special meeting of January 18 , 1918 read and approved.
The Board reviewed claim bills against City for the amount
of 46091.91 and allowed same .
The Board approved and allowed various pay-rolls up to and
including January 15, 1918 .
Moved by Mr. Feltz that proclamation adopted at the meeting d ;
held by Board of Public Works , Mayor and Fuel Administrator ,

Upcn the advice of the City Attorney, the Poard disallowed
