The Board of Public Works of the city of 11ichmond, Indiana • met iri ,regular session at the office of the Said Boai<d, Thursday . January 17, 191@ at •9-:00 o ' clock A. M. - All the members of the Board being present , Messrs. Johnson, Taylor and Peitz . - The following proceedings were had to 'w t : - I/ The min. nets of-the ,previous meet-ing read , and en motion cf Mr. Feltz , were approved. Mr. Davis , the City Engineer, presented his report on the .Garbage Plant Forms, saving that the forms were in use . Mr. Davis, the City Engineer, then submitted a Maintenance Patrol System for Pavements ,, in full detail as to maintenance , working force , tools ,and daily report sheet, Mt. Taylor moved that the report be adopted, seconded by Mr. Peitz , so ordered. Mr. Johnson brought ur the ' question of maintaining a stock room for the supplies of the, .Fire Department . After some • discussion it decided' to leave for futur action. The Clerk presented a petition oigned by Mr. Win. H . Peterson • and i'i Te: others for a -cement roadway in the alleys from (south A Streets north to the first alley south of Main Street; thence east to South 3d. Street , arid west to South 2nd. Street . efered to City Engineer. • Zwissler, speaking for the bakers , ask for the privilege oT using electricity at three o' clock A. , M. , in order to run their bread. mixers. Mr. Kleinknecht was called andreported that the: .load on the plant at that time was 'low and would work advantages to plant and he would suggest that concession be made to allow the .bakers to •tart to use electricity at 12:00 o°clock A. M. or any time thereafter. Mr . Johnson suggested taking it up with Mr. Bates, which he , , did over the phone . Mr. Bates saying that, what ever the board' did was satisfactory to him. Mr. Peitz moved that the concession given by the Mayor, over , the phone to Mr. Quigg, allowing bakers to use electricity after 3:00 o ' clock A. M. be granted: Seconded .By Mr. Taylor, • so ordered. , Mr. iobbins, the City Attorney, reported that the City Treas I/ - urer he.d no right to hold funds or assesments ,collected under the Barrett Law, under his own name as Trustee. The. Treasurer has no right to collect interest on that fund. ( Continued on next page ) - Thursday January 17, 1918 . 101 On motion by Mr. Peltz and seconded by Mr . Taylor. That the City Treasurer be directed to hold the fund arrising from collections under the Barrett Law in his hands a.s Oily Treasurer and not in his name as Trustee , and that he be further directed not to retain, as his own property, any part of the interest arrising or accruing on this fund. As' the Citys position was that all such interest legally' belong to the City of Richmond -/ and its retention by the Treasurer, individually, would he illegal. The City Attorney was directed to at once notify the City Treas- urer to this effect and of this action by the Board. • So ordered. , The Board then adjourned. I.' P. All the members of • • said Board being present . ' Messrs . Johnson, Taylor and Peltz. The following proceeding were had to.wit : -' - Pursuant to call the Mayor,Board of Public Works and City Attorney Robbins met in. the office of said Board to discuss the Proclamation issued by The Federal Government. After some discussion the Mayor issued the following Prpclamation. • PROCLAMATION OF THE MAYOR OF THE CITY OF RICHMOND. In compliance with the Federal Government order . Mayors Proc- . lamation. Board of .Public : 'forks called special meeting to ratify action taken by manufactory , January 17 , 1918 . to wit : That all Factor;ys close for five days beginning Friday morning January 18 , 1918 , and one day thereafter , Monday of each week until further notified. Also places of amusements of all kinds , Card rooms , Saloons , Club rooms , Fool and Billiard rooms, for five days, and one day each week, Monday. Aslo all churches Lodge rooms be closed continuous until further notice. • (Continued on next page )
