Mr. Siekman, appeared befor the Board in regard to having cer- tain lights cut out at 12 o'clock, the Board decided that this could4nt be done as they would have to cut out a whole circuit and that some lights in the circuit were at railroad crossings. SIT. Taylor, instructed the Board that he had sold the Fire Company' s Horses for ,200.00. There was quite alengthk . debate on the gas question but no official action taken. Tuesday, January 15th, 1916. (Special Session. ) The Board of Public Works of the City of Rihmond, Indiana, met in special session in;the Council Chamber of said City, Tuesday, January 15th. 1918. at 2.30 o' clock P. M. All the members of said Board being present, Messrs, Johnson, Taylor, ' and Peltz , the following proceedings were had: to-wit :- Pursuant to call the Mayor and Board of Public Works , together with F. S. Bates, Fuel administrator, met with the virious Manufactures and Citizens interested, in conserving fuel, After some discussipn entered into by those present , The following Proclamation was issued. PROCLAMATION TO THE MANUFACTURERS; BUSINESS MEN AND CITIZENS GENERALLY OF THE CITY OF RICHiOND. The fuel situation in the City of Richmond is now acute and of urgent importance. The immediate avaiable coal sup- ply -of the Municipal Electric Light &Power plant is sufficient to operate the plant normally for about six days only. Coal enroute to this plant is delayed by railroad congestion, recently greatly increased by heavy snow fall. The coal supply of manufactureres and domestic consumers is also in- adequate. It is to the imperative interest of the City and all its citizens that the fuel supply be .conserved. At a meeting in the City Building today, of the manufacturers of the City, called in conference by the Maymrrand the Fuel Administrator for this District , the urgency of the situation was recognized and co-operation in fuel conservation pledged. (Cont 'd. )on"next page. ) • Tuesday January, 15th, 1918. 99 The extraordinary conditions present an emergency which it is - hoped will be relieved within a few days. The City Officials and the Fuel Administrator are useing their best efforts to relieve it as quickly as possible. It is necessary, however, that for some days all citizens co-operate in the emergency. For these reasons the Fuel Administrator for this District acting by virtue of the authority of the State Fuel Adminis- trator, and joined by the Mayor and the Board of Public Works of the City, issues the following order, to-wit :- It is hereby ordered and directed that electric light and electric power shall be used and consumed by manufacturers in their several manufacturing plantsiin the City of Richmond, only between the hours of 7 :00. A. M. and 4:00 P. M. daily except Sundays, and that electric light and electric power shall not in any event , untill further order, be used or consumed by any of the said manufacturing plants on Sundays, nor on other days between the hours of 4:00 P. M. and 7:00 A. M. • i It is further ordered that all merchants and business men in their several places of business of whatever nature in said City, including all merchantile establishments, saloons, theaters and moveing picture theaters, and business places generally, except as hereafter mentioned, refrain from the use or consump- tion of electric light or current on Sundays and on all other • days except between the hours of 7 :00 A. M. and 4:30 P. M. ; that electric light and electric power shall not be used or consumed at any of the public schools and churches of said City except between the hours of 7 :00 A. M. and 4:30 P. M. nor by restaurants except from 5:00 A. M. to 9 :00 P. M. daily; nor by lodges and fraternal organizations except from 7 :00.. A.M. to 9 :00 P. M. ; nor by drug stores except from 7 :00A.M. to 8:00 P.M. nor by barben.shops except between the hours of 7 :00 A.M. and 6:00 P.M. This order shall not apply to hotels, except as to restaurm ants therein, nor. to, offices, newspaperor printing plants, telephone, or telegraph companies, common carriers , or places of residence, but all citizens generally are urged. in.-:every reasonab- le way possible , to co-operate in this emergency by conserving as much as possible the use of electricecurrent and fuel.
