City of Richmond, Indiana,
Monday January 14th. 1918.
The Board of Public Works of the City of Richmond, Indiana,
met in regular session.at the office of said Board, Monday,
January 14th. 1918 . at 9 o' clock A. M. All the members of the
said Board being present , Messrs. Johnson, Taylor, and Feltz.
The following proceedings were .had,t o--wit :-

The minuets of the previous meeting were read,and on motion of
Mr. ' Peltz , were approved.
Mr. Davis, the City Engineer, stated that he was down at the
cr.emtory to see Mr. Wessel in regard to keeping tract of the
amount of garbage. consumed. ,and found that they did4nt have
a very good system. Mr. Davis also presented a plan fot collec-
ting the garbage by districts.
The Mayor suggested a plan of getting different parties to sub-
mit bids for hauling the garbage to the country, as several
different parties wanted it.
On motion of Mr. Johnson that Mr. Davis be instructed to get up
some kind of a form or plan for keeping an accurate record of
the amount and cost of the garbage collected. seconed by Mr.
Peitz . so ordered.
The Board took up the question of getting rid of the snow on the
streets and several plans were suggested.
On motion of Mr. Taylor that Mr. Davis get information on this
subject;.:so as to handle it in a practical way, seconded by Mr.
Peltz , so ordered.
The Board took up the question bf street repairing, Mr. Davis
suggested the patrol system, C
Qn motion of Mr. Taylor that the engineer look..up and get in touch
as to the proper equiptment needed. seconded by Mr. Peltz ,
so ordered.
Motion by ill". Peltz that this matter be referred to the City
Attorney to see if it would be legal and if so to see about
• drawing up an ordinance for reparing the streets where Public
Utilities and Plumbers put in pipes etc. for the street commis-
sioner & Engineer to repair same and charge to the Public Utilit- •
ies. Seconded by Ir. Taylor. so ordered.
Mr. Johnson stated that when South West 3rd. St. was improved
that the property owners agreed to pay for a binder on same but
it was not used.
- The Mayor suggested that the Property owners circulate a petition
for having this street oiled.
Monday, January, 14th. 1918 .
Et. Siekman, appeared befor the Board in regard to having cer-
tain lights cut out at 12 o'clock, the Board decided that this
could6nt be done as they would have to cut out a whole circuit
. and that some lights in the circuit were at railroad crossings.
ifr: "Taylor, instructed the Board .that he had sold the Fire
Company' s Horse-s for- $ .200.00.
There was quite a lengthy ' debate on the gas question but no
official action taken.
The Board then adjourned.

(Special Session. )
The Board of Public Works of the City of Richmond, Indiana,
met in special session in:the Council Chamber of said City,
Tuesday, January 15th. 1918 . at 2.30 o' clock P. M. All the
members of said Board being present, Messrs, Johnson, Taylor,
and Peltz, the following proceedings were had. to-wit :-
Pursuant to call the Mayor and Board of Public Works, together
with F. S. Bates, Fuel administrator, met with the virious
Manufactures and Lit.izens ,.interested, in conserving fuel,
After some discussion entered into by those present , The
following Proclamation was issued.
PR:OCLAMATION TO THE MANUFACTURERS; BUSINESS MEN AND CITIZENS
GENERALLY OF THE CITY OF RICHMOND.
The fuel situation in the City of Richmond is now acute
and of urgent importance. The immediate avaiable coal sup-
ply of the Municipal Electric Light &Power plant is sufficient
to operate the plant normally for about six days only.
Coal enroute to this plant is delayed by railroad congestion,
tecently greatly increased by heavy snow fall. The coal
supply of manufactureres and domestic consumers is also in-
adequate. It is to the imperative interest of the City and
all its citizens that the fuel supply be conserved. At a
meeting in the City Building today, of the manufacturers of
the City, called in conference by the Maymrrand the Fuel
Administrator for this District , the urgency of the situation
was recognized and co-operation in fuel conservation pledged.
