Mayor Latta opened the meeting at 6:34 p.m. with the pledge to
the flag.
Mayor Latta spoke in reference to the help received by Plainfield
and Will County in clean-up from the disaster from the tornado of
August 28, 1990. Thank you to the Trustees, Village employees,
volunteers from other communities. Without all of these people,
the clean-up would not be at the point it is today. At this
time, Mayor Latta requested a moment of silence for those who did
not survive the tornado. L. Kelly stated he would like to
compliment the Trustees, Office Staff, Water/Sewer Department,
Planner, Street Department, Police Department and Fire/Ambulance
Department far the excellent job they did and are doing. J.
Dement stated he wants to thank all the municipalities that
assisted and the churches that opened ,their doors to assist
everyone. W. Sharp stated he always thought Plainfield was a
caring town, but this disaster showed how caring they really are.
D. Gullicksen stated he would like to thank the Red Cross and
Salvation Army for the great lift they gave everyone. D. Lewin
stated he always knew everyone in Plainfield had a great spirit
and this proved to him that it will take more than a tornado to
kill Plainfield's spirit. W. Sharp stated he would like to thank
NCDO for allowing us to use their warehouse to store the
donations of food and clothing.

D. Gullicksen moved to approve the New/01d Business Section of
the Agenda with the addition of an Executive Session on personnel
and land acquisition, to reconvene. Seconded by J. Dement.

w. Sharp moved to make payout #7 to Joseph J. Henderson & Son,
Inc. be paid in the amount of $40,640.05 following submittal of
all applicable waivers of lien to the Village and that tha.s
amount be charged to our 1988 General Obligation Bond proceeds
(Wastewater Treatment Plan Expansion). Seconded by D. Lewin.

W. Sharp moved to approve Change Order #7 for the Wastewater

J. Dement moved to approve Change Order #8 for Wastewater
Treatment Plant Expansion in an additional $436.03 (to incase the

D. Gullicksen moved to approve Change Order #9 for Wastewater
Treatment Plant Expansion in an additional $78.19 (concrete stoop
at sludge station). Seconded by L. Kelly. Voice vote. 5 yes, 0
no. Motion carried.
D. Gullicksen moved to approve Change Order #10 far Wastewater
Treatment Plant Expansion in an additional $483.00 (bolted-on
plug). Seconded by D. Lewin. Voice vote. 5 yes, 0 no. Motion
carried.
Planner Waldock spoke in reference to Planning Case No. 280-
71390V. Applicant - New Lenox State Bank. Location - 601 North
Division Street. Request - Variance from the Sign Ordinance to
permit construction of two (2) freestanding business signs at a
setback of five (5) feet where ten (10) feet is required.

L. Kelly moved to concur with the Zoning Board of Appeals and
approve the sign variance for New Lenox State Bank as described
in Planner's Report of 9/13/90. Seconded by D. Gullicksen.

Planner Waldock spoke in reference to Case No. 26$-65902.
Application - Edward Welch, Attorney for landowners. Location -
Along the east side of Van Dyke Road west of Pheasant Chase
Subdivision. Request - Rezoning of approximately 44 acres from
Residential B, Single-Family and Residential A-4,.Multi-Family to
establish Residential A, Single-Family over the entire parcel.

L. Kelly moved to adopt Ordinance No. 1339 Variation To Zoning
Ordinance No. 674, Granted By Action Of The Village Of Plainfield
Board Of Trustees Regarding 700 West 143rd Street (Side Yard
Setback At Peterson Manufacturing). Seconded by J. Dement. Vote
by roll call. Lewin, yes; Kelly, yes; gullicksen, yes; Sharp,

L. Kelly moved to adapt Ordinance No. 1340 Authorizing The
Execution Of A Certain Annexation Agreement Between The Village
And Andrew S. Sari And Bertha L. Sari. Due to a mix-up at the
County level, who gave Sari's a building permit in error for this
property, Mr. Kelly withdrew his motion. The Board directed
Planner Waldock to contact the County to correct this error.
Father Bill Dewan spoke in reference to St. Mary's and the need
for the extension of the sewer line from Renwick Road down
Frederick Street to St. Mary's property. Tt is necessary by
codes existing today, we do not have a choice but to have the
Village sewer for our property. A year ago, the Village annexed
both our Ministry Center and Convent and we were told haw
critical it was to the Village's annexation plans. We were told
sewer would be available in the near future and the tap-on fees
would be waived. Due to the problems that have occurred, the
tornado, we are asking you to address this tonight. Without this
answer, we cannot start to process any plans until we know.
Engineer Hamilton provided a plan to the Board of running a sewer
line from Renwick Road north to Julie Avenue which would provide
St. Mary's the sewer line they need. D. Gullicksen suggested to
run the line from Renwick Road to Julie Avenue as needed and in
the next couple of weeks, contact the property owners in the area
of. Robert Avenue, Benson, Julie, Getson and Norman Avenue to see
how many would be interested in sewer tap-ans. If there is

enough property owners interested, we could work out financial
arrangements. Administrator Pusinelli stated he could talk to
Rufffolo Construction to see if they would be interested in doing
the extension. L. Ke11y stated we should apply to EPA for an
emergency permit and direct the engineer to extend this drawing
to show how e can run this line to serve the balance of this area
(Plainfield Acres). Father Bill stated the Fire Department has
always been of the assumption the water pressure is not adequate
to service for a fire at St. Mary's School. They would have to
use tankers. The Board agreed the water lines should be looped
in the Plainfield Acres area. The water, at this time, runs from
Route 59 east to Benson Avenue and south on Benson. Mayor Latta
reiterated the Board's decision stating our engineers will
estimate costs starting at Renwick Road north to Robert Avenue;
Robert Avenue east and west; Benson/Julie Avenue; Getson from
Frederick east to end of street; and Norman Avenue from Frederick
east to Route 59. This shall be done in segments for estimated
costs. Administrator Pusinelli will .check with Mr. Ruffolo and
ask if he is interested or will we have to put it out for bids.
After more discussion, it was agreed that St. Mary's can go with
their plans to include sewer. The Village will run sewer line
from Renwick .Road north to Julie Avenue. This meeting will be
continued to Monday, September 24, 1990 at 6:30 p.m. for
sewer/water extension in Plainfield Acres and the Library issue.
The Workshop to follow immediately on the Tornado and how to
handle any other disasters in the future.
L. Kelly moved to pay the bills far the period of September 1,
1990 thru September 17, 1990. Seconded by W. Sharp. Vote by
roll call. Lewin, yes; Kelly, yes; gullicksen, yes; Sharp, yes;
Dement, yes. 5 yes, 0 no. Motion carried.
J. Dement stated he would like to reiterate the fact that the
Street Department and the .Village itself did an excellent job and
he is very proud of everyone.
W. Sharp stated he has a similar comment of the Police
Department. Our people, especially Chief Bennett who did an
excellent job of coordinating the Police Departments from other
communities, and the Police Officers directing traffic far all of
the curious on-lookers driving through the Village. Chief
Bennett requested the purchase of four (4) new portable radios to
update their equipment at a cast of $811.00 each and a mobile
radio for Street Department at a cost of $634.00.

W. Sharp moved the approval of purchase of four (4) MT Portable
radios ($3,244.00) for Police Department and a Martrac 300 Mobile
Radio for Street Department ($634.00) at a total cost of
$3,878.00. Seconded by D. Lewin. Vote by roll call. Lewin,
yes; Kelly, yes; Gullicksen, yes; Sharp, yes; Dement, yes. 5
yes, 0 no. Motion carried.
D. Gullicksen stated he would like to compliment Water/Sewer
Department Harry Countryman and his men who didn't have as many
problems as the other departments but worked well with all the
other Village departments.
L. Kelly introduced Chuck Burnham from Continental Cablevision.
Mr. Burnham stated the people that have lost their homes should
give the Cable Company a call and they will stop their billing.
We are trying to connect the cable to those that can be
serviceable in the areas that the damage is not as severe. If
the people will contact our office, credit will be given for
unused services.
After some discussion, it was the consensus that not only Cable
but all the utilities have done a fantastic job of trying to give
service to the people.
D. Lewin stated he would like to compliment Pete, Vera and the
staff for trying to deal with peoples building concerns without a
Building Inspector.
Planner Waldock introduced Attorney Selfridge who spoke in
reference to a Golf Course Development. He stated he represents
the Fry family, Russ Breitwieser and the Dowlner family who are
putting together a joint venture development of a 225 acre parcel
located at the northwest corner of Pilcher Road and Route 30,
presently outside Village limits. After speaking with various
members of the Village staff, we were asked to coincide this as a
Village development. We are now trying to get this property
contiguous to the Village. He explained the developers intend to
develop a 27 hole golf course. He then explained a drawing of
the course and the club house. Also included in the future could
be some commercial development .use along Route 30. To annex to
the Village, they request that the owners/developers would not be
required to extend Village water and sewer to either their north
boundary line or the west boundary line as part of the
development. Although, if Fox Valley Press runs the lines to the
corner of Route 30 and Pilcher Road, they would agree to bring
the lines across Route 30 to their club house. Due to the
Village's ordinance not including golf courses, we would be
willing to bring this property in as a blanket Residence A with a

special use permit for the type of uses envisioned there. Namely
- a club house, golf course and we would need a liquor license
for sale of beer and wine. In the future, they might construct a
small miniature golf facility next to the club house. If in the
future the developers did develop the commercial use fronting
Route 30, they would run sewer and water to the northern boundary
of their property. Mayor Latta stated there is concerns of
Pilcher Road. Attorney Selfridge stated they see the demands
from Route 30, not on Pilcher Road. They would be prepared to
add some stone to present road and perhaps tar and chip as
needed, but to rebuild the road, the dollars are not there for
this kind of a project. D. Gullicksen stated he has no objection
to this development. He would rather it be a golf course than a
subdivision because it has alot of wet land in the area. Mayor
Latta stated she still has concerns about the road (Pilcher).
She would like more investigation done. Stone is not acceptable.
Attorney Selfridge stated they will get together with Wheatland
and the Birkett family and get back to the Village.
W. Sharp requested a five (5) minute recess.

Planner Waldock spoke in reference to older homes hit by the
tornado. Some of these homes were built at non-conforming
setbacks, most of which were side and rear setbacks. We are
concerned today in complying with present regulations. For
example, houses along Ottawa and James Street. Some are with
built 7' or 5' setbacks where 10' is now required. According to
the code now, a house that is more 50~ destroyed should be
reconstructed in conformance to present regulations. L. Ke11y
stated he feels if the foundation is inspected and approved, he
sees no reason to hold these people up from rebuilding. D.
Gullicksen stated he would not want them to add to the side of
their homes but if they want to enlarge to the rear, he would
have no problem with that as long as it does not cause problems
with a back yard setback, but this should have a time limit.
Mayor latta stated we should have a list of the property this
should apply to and the Fire District should be contacted to see
if it meets their codes. Planner Waldock agreed to try to have
the list and contact Fire District by next Monday (9/24/90). D.
Gullicksen stated we must require all lead piping in and to these
houses must be removed and also we must require back-flow valves.

L. Ke11y moved to allow reconstruction on existing foundations or
locations of homes destroyed by the tornado of August 28, 1990,
unless Plainfield Fire District objects,. that side, rear and
front yard variations are approved for these structures if they
correspond with original construction on site. This variation is
valid through September 1, 1991. Seconded by D. Gullicksen.

Sharp, yes; Dement, yes. 5 yes, 0 no. Motion carried.
Planner Waldock stated due to the emergency situation, we had
suspended Building Permit fees for the first couple of days after
the Tornado and those were in cases for houses being closed up to
protect from weather: shingles, windows and siding; electrical
fees were waived temporarily in order to get the houses
reconnected, although building permits were required. We have
since suspended this practice and are back to normal building
procedure. It is our feeling that in cases where there is no
insurance to cover these fees, they should be waived. Otherwise,
he feels we should go back to regular building permit fees due to
the Village incurring expenses to inspections and enforce the
ordinances for construction practices. The Board would review
any waiver before waivers are granted.
L. Kelly moved to waive all sewer and water tap-on fees far
reconstruction of houses damaged by the tornado of August 28,
1990. Seconded by D. Lewin. Voice vote. 5 yes, 0 no. Motion
carried.
L. Kelly moved to waive the quarterly water/sewer bills covering
July, August and September, 1990 for those destroyed in the
Tornado of August 28, 1990. Seconded by D. Gullicksen. Vote by
roll call. Lewin, yes; Kelly, yes; gullicksen, yes; Sharp, yes;
Dement, yes. 5 yes, 0 no. Motion carried.
Planner Waldock stated some homeowners are asking to allow a
trailer on their property to live in until their homes are
rebuilt.
L. Kelly moved to allow trailers on property to house owners of
property only during reconstruction period from today until
occupancy permit is issued. At that time, they have seven (7)
days to remove the trailer. Seconded by D. Gullicksen. Voice
vote. 5 yes, 0 no. Motion carried.

Planner Waldock introduced Molly O'Tool, Special Engineer with
the Department of Transportation, Division of Water Resources.
The Board is aware one of the hardest hit areas is in the flood
plain/floodway areas, that being along Vista Lane which borders
the DuPage River. Ms. O'Tool stated their agency is charged with
solving flooding problems and preventing future problems. The
National Flood Insurance Program standards far the flood fringe
that has been adopted by the Village of Plainfield, when it comes
to the floodway, that is the States project. There are three (3)
residential structures and one (1) commercial located within the
floodway. They are not allowed to be built upon. Since these
people are not allowed to rebuild, we are proposing to do a joint
project with the Village of Plainfield and joint funding from
Federal Emergency Management Agency and Small Business
Administration and Volunteer Agencies to acquire those
properties. We are also proposing to extend those acquisitions
into the flood fringe of which are about twenty (20) properties.
All properties purchased by the Federal Government are turned
over to the local unit of government to maintain it. The
property does not have to stay in the name of the Village of
Plainfield. It can go to the Park District, Forest Preserve or
any unit of local government who agrees to maintain it as open
space. Ms. O'Tool spoke in reference to the memo from TROT,
Division of Water Resources dated September 17, 1990. D.
Gullicksen stated he would not like to see the flood fringe area
rebuilt .but we have slot of people affected. What assurance can
we give these people that their payments aren't going to be
doubled? Ms. O'Tool stated that is why we are stressing a one-
on-one. It is going to be: what is the individual property going
to be appraised at; what a new lot would cost, what a new home
would cost with the existing insurance policy would pay for and
what SPA can loan. We are going to need support from elected
officials to help. L. Kelly stated he would like to reiterate
that is people do want to rebuild in this area, they must
purchase flood insurance. Ms. O'Toal stated the last day to
apply for Disaster Assistance is November 2$, 1990.

building permits until November 1, 1990. Seconded by D.

carried.
W. Sharp moved that the Village of Plainfield will serve as local
sponsor of the proposed Flood Hazard Mitigation Froject for the
Village of Plainfield. Seconded by L. Kelly. Vote by roll call.

The Board continued this meeting to September 24, 1990 at 6:30
p.m. for the purpose of the Library and St. ,Mary's water and
sewer.
