Gaylord moved to approve the New/Old Business section of the agenda with the addition of an Executive Session on possible litigation, land acquisition and personnel, not to reconvene. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. J. Dement moved to approve the Consent Agenda to include the minutes of the Public Hearing and Regular Meeting of May 7, 1990 and the Continued Meeting of May 7, 1990 to May 14, 1990. Seconded by J. Gaylord. Voice vote. 5 yes, 0 no. Motion carried. A letter from Plainfield Ambulance Department requesting permission to conduct a door-to-door fund raiser in lieu of the previously held Pork Chop Dinner. The only stipulation the Board had was to restrict the time far canvassing from 10:00 a.m. to 7:00 p.m. Planner Waldock spoke in reference to a County Case. Applicant - John and Roxanne. Bays. Request - Special Use Permit for a residential use (1.6 acres) in a County C-1 zone district. Location - R.R. #3, Box 1, Plainfield, I-55 west side frontage road about 1/4 mile south of Caton Farm Road. The applicants desire to convert a tavern/restaurant building to a residence for their occupancy. Zoning at the site is C-1 Commercial far the tavern use. No other structures are found on the property. Surrounding parcels are agriculturally zoned and occupied. The application, if .approved, would allow the owners to keep the commercial zoning intact for future use. The residential use is not out of character with. surrounding uses and would be less PLAINFIELD VILLAGE BOARD OF TRUSTEES AUGUST 6, 1990 PAGE TWO intense than present allowed uses. The applicants do not intend to use the site for commerical purposes while residing there. The site is located beyond the Village's planning area south of Caton Farm Road. The City of Joliet is between the Village boundary and the subject site. The Plan Commission had no objections. J Gaylord moved to concur with the Plan Commission and not object to the County Special Use Permit request from Jahn Bays. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. W. Sharp moved to authorize the purchase of the generator from Advanced Energy, Inc. at a cost of $20,530 and waive the bidding process, proposals were requested and received. Seconded by J, Gaylord. Vote by roll call. Sharp, yes; Dement, yes; Gaylord, yes; Gullicksen, yes; Lewin, yes. 5 yes, 0 no. Motion carried, D. Gullicksen reported we have received a letter from Baxter & Woodman informing us that the well has basically been completed and we authorized them to drill another 56 feet which cost us another $5,824.00 to get through the dolomite limestone and into the shale, and now they are doing the acidation treatment to make the veins larger and hopefully that will allow more water through. J. Dement moved to authorize payment to Harry W. Kuhn, Inc. (1990 MFT road/sidewalk work) in .the amount of $71,477.89 upon submittal and approval of all necessary waivers of lien. Seconded by W. Sharp. Vote by roll call. Sharp, yes; Dement, yes; Gaylord, yes; Gullicksen, yes; Lewin, yes. 5 yes, 0 no. Motion carried.. D. Gullicksen moved to approve Change Order #5 in the amount of $2,304.85 for Wastewater Treatment Plant. Seconded by D. Lewin. Vote by roll call. Sharp, yes; Dement, yes; Gaylord, yes; Gullicksen, yes; Lewin, yes. 5 yes, 0 no. Motion carried. D. Gullicksen moved to authorize Change Order #6 in the amount of $425.00 for Wastewater Treatment Plant additions. Seconded by D. Lewin. Vote by roll call. Sharp, yes; Dement, yes; Gaylord, yes;Gullicksen, yes; Lewin, yes. 5 yes, 0 no. Motion carried. J. Gaylord moved to authorize Mr. Harvey, Mr. Thomas (Baxter & Woodman), Mr. Pusinelli, Village President and Village Clerk to compile and execute a petition to be sent to the Illinois EPA, no later than August 15, 1990, in regards to the Radium Petition Case No. PCB88-134. Seconded by J. Dement, Vote by roll call. Sharp, yes; Dement, yes; Gaylord, yes.; Gullicksen, yes; Lewin, yes. 5 yes, 0 no. Motion carried. PLAINFIELD VILLAGE BOARD OF TRUSTEES AUGUST' 6, 1990 PAGE THREE J. Dement moved to adopt Resolution No. 970A Creating A Class "F" Liquor License For St, Mary's Family Picnic on September 9, 1990. Seconded by D. Gullicksen. Voice vote. 5 yes, 0 no. Motion carried. Mayor Latta announced the Illinois Municipal League's 77th Conference will be held September 14, 1990 at the Chicago Hilton and Towers. D. Gullicksen moved to pay the bills for the period of August 1st thru August 15, 1990. Seconded. by W. Sharp. Vote by roll call. Sharp, yes; Dement, yes; Gaylord, yes; Gullicksen, yes; Lewin, yes. 5 yes, 0 no. Motion carried. Mayor Latta commended the Sewer/Water Department for the good job they did on landscaping the Village sign in front of the Village Hall. W. Sharp acknowledged receipt of the Treasurer's Report for July, 1990. W. Sharp moved to hire William Perkins as Police Sergeant at a starting salary of $27,714. His first day of work will be August 20, 1990. Seconded by D. Gullicksen. Vote by roll call. Sharp, yes; Dement, yes; Gaylord, yes; Gullicksen, yes; Lewin, yes. 5 yes, 0 no. Motion carried. W. Sharp introduced Sergeant Perkins, his wife Peggy and daughter Jenna. D. Gullicksen reported we hope in a few mare weeks the sewer plant expansion will be completed. D. Lewin acknowledged receipt of the letter of resignation from Building Inspector John Black effective August 13, 1990. He has accepted a position as Director of Building and Zoning at the Village of Woodridge. Mayor Latta expressed the Village's disappointment in his leaving. He was a positive asset to the Village. W. Sharp suggested a resolution or a letter of objection for the way the gas companies have gouged our citizens on the gas prices. Send the letter to Senator George Sangmeister and copy Department of Transportation Secretary Skinner and Senators Paul Simon and Alan Dixon. Also Mayor Latta stated her concerns of what is happening to the trees in the Village. She also noted she has written to Commonwealth Edison. J.
