City of 'Richmond , Indiana,
Thursday December 20th ,1917 .
' The Board of Public works of the City of Richmond , Indiana,
met in regular session at the office of said Board , Thursday
December 20th , . 1917 , at 9 o' clock A. M. All the members of
said Board being pre sent , Messrs , Bay is , Marlatt and McMinn.
The following- proceedings were had , to-wit :- '
The Board on motion decide to assist Fuel Administrator ,
• Mr. F. S . Bates , in having at least two nights a week, to
be known as lightle ss nights , ( Thursdays & Sunday nights )
to have all uneccessary lights , such as signs , ornamental
lights and others turned off for the night , and endeavor
to have the citizens comply with this order , and the Sup't . ,
of Light to be instructed to cut off unece scary lights t on
these nights . -
The City Attorney, Wm. A. Bond , made the following report
as to the city' s liability in matter of paying nurse , guard
and meals of nurse , guard and prisoner A. Hirsh , pri soner .
from the County Jail charged with murder as follows, viz: -
Mr. Bond, advised the Board of tJorks , that the City was
probably liable for paying for nurse , also for meals Turn-
- • ished. said nurse and. prisoner. But in his opinion the City
is not liable for payment of Guard for guarding prisoner
or for payment of.' his meals . Upon the above advi ce the Board ,
disallowed the bill of Mrs . Nellie Shinn, in the sum of
43.00 , for meals furnished Guard , Geo. H. Strayer ; the Board
. also di sallow ed the- claim of Geo . H. Strayer , for guarding
said prisoner 45 days �, $2.50.. per day total $112 .50 .
In matter of bills filed by City Physicians , Huffman &
Mendenhall , charging the City ' 3.00 per vi sit to small pox
patients . The Board consider the maximum pri ce $3.CO a vi sit ,
exorbitant and prohibitive in case of epidemic- as at present ;
' and take same under advisement , for further investigation
and consideration.
The Board approved the maintenance bond filed by John P. .
Hipskind , contractor under Improvement Resolution No . 521-
1916 , for 5%0 of the aggregate cost of. work for the unexpired
period 7 months . and directed the Finance :Depart meat to pay
said contractor the 5) reserve $220 .44 , in lieu of the above •
maintenance bond .

The Board approved the various payrolls to Dec . 15th ,1917 .
. Claims to the amount of $6840 .79 were allowed and ordered paid .
