2. 91 Express Lanes Operating Contract

Overview
When the Orange County Transportation Authority acquired the 91 Express
Lanes, an agreement with the prior owner's operating partner was negotiated as
an integral part of the transaction. This was to ensure service quality and a
smooth transition to public ownership. The agreement's three-year initial term
expires January 3, 2006 and a process to re -bid the contract is underway.
Recommendation
Receive and file as an information item.
3. 91 Express Lanes Monthly Status Reports

Overview
The 91 Express Lanes status reports for the months of April 2004, May 2004 and
June 2004 have been prepared for State Route 91 Advisory Committee review.
The reports highlight operations, maintenance activities, finance, and external
communications. Year-to-date traffic, revenue and financial information for April
2004, May 2004 and June 2004 are provided.
Recommendation
Receive and file the 91 Express Lanes Monthly Status Reports for the months of
April 2004, May 2004 and June 2004.

4. Riverside Freeway (State Route 91) Eastbound Auxiliary Lane Chokepoint
Project Update

Overview
The Orange County Transportation Authority, Riverside County Transportation
Commission, and the California Department of Transportation have been
working together to identify improvements to bottlenecks along the Riverside
Freeway (State Route 91). One key near -term project will add an eastbound
auxiliary lane from the Eastern Transportation Corridor (State Route 241) to the

Corona Expressway (State Route 71). With a Project Study Report recently
completed, the project is being advanced to the next stage of development using
$2.5 million in toll revenues.
Recommendations
A. Direct staff to continue to develop and advance the Riverside Freeway
(State Route 91) Eastbound Auxiliary Lane Chokepoint Project.
B. Direct staff to initiate discussions with the California Department of
Transportation, Riverside County Transportation Commission, and the
Foothill/Eastern Transportation Corridor Agency on a joint funding
strategy.
5. 91 Express Lanes Revenue Commitments and Options

Overview
Options and guiding principles for the use of 91 Express Lanes toll road
revenues beyond operating, capital and debt service expenses have been
prepared for Board of Director review.
Recommendation
Direct staff to forward the guiding principles for the use of excess toll revenues to
the State Route 91 Advisory Committee for comment.
6. 91 Express Lanes 2004 Customer Satisfaction Survey
Jose Solorio, OCTA Marketing Program Administrator
Overview
The 91 Express Lanes Customer Satisfaction Survey helps the Orange County
Transportation Authority better understand the needs of its toll road customers,
as well as provides insights for marketing, outreach, and customer service
activities. This staff report summarizes the results from the 2004 Customer
Satisfaction Survey.

The June 4, 2004, meeting of the State Route 91 Advisory Committee was called to order at
9:02 a.m. at the Orange County Transportation Authority, Headquarters, 600 South Main
Street, First Floor — Room 154/155, Orange California. Chairman Tavaglione called the
meeting to order.
Pledge of Allegiance
Chairman Tavaglione led the assembly in the Pledge of Allegiance.
Consent Calendar (Items 1 through 3)
1. Approval of Minutes
A motion was made, seconded, and declared passed by the Committee members
present, to approve the minutes of the March 5, 2004, meeting of the State Route 91
Advisory Committee.
Chairman Tavaglione and Committee Member Keenan abstained from voting on this
item.
2. 91 Express Lanes Status Report
A motion was made, seconded, and declared passed unanimously by the Committee
members present, to receive and file the 91 Express Lanes Quarterly Status Report for
the periods ending March 31, 2004.

3. 91 Express Lanes Projects and Initiatives
A motion was made, seconded, and declared passed unanimously by the Committee
Members present, to direct staff to return with a status report on the 91 Express Lanes'
projects and initiatives at the December 2004 State Route 91 Advisory Committee
meeting.
Regular Calendar
4. Draft 2004 State Route 91 Implementation Plan
Kurt Brotcke, OCTA Section Manager, presented the draft 2004 State Route 91
Implementation Plan and discussion followed:
• OCTA, RCTC, and Caltrans were commended for working together.
• A legislative presentation of the plan was recommended to highlight the results,
successes, and emphasis the elimination of the "non -compete" clause.
• Data needs to be reviewed regarding the increase in westbound a.m. trips before
forwarding to the Committee.
• Requested clarification on the advanced toll revenue for the eastbound auxiliary
lane.
A motion was made by Committee Member Keenan and seconded by Committee
Member Buster, and declared passed unanimously by the Committee Members
present, to recommend the Orange County Transportation Authority Board of Directors
approve the 2004 update to the State Route 91 Implementation Plan.
5. 91 Express Lanes Marketing Activities
Jose Solorio, OCTA Marketing Program Administrator, presented an update on 91
Express Lanes marketing activities.
A motion was made by Vice Chairman Campbell and seconded by Chairman
Tavaglione, and declared passed unanimously by the Committee Members present, to
receive and file as an information item.
6. Vollmer Update on Traffic and Revenue
Laura Brennan Feeley, P.E., Vollmer Associate LLP, presented the Vollmer update on
traffic and revenue projections for the 91 Express Lanes and discussion followed.
Due to concerns of the Committee, Orange County Transportation Authority (OCTA)
Chief Executive Officer, Arthur T. Leahy, suggested future discussion regarding policy
implications of the annual inflation factor in context with revenue growth.

Vice Chairman Campbell requested reviewing the toll policy assumptions: compare
Vollmer assumption of 3 percent versus 3.64 percent; look at a new forecast without the
Cost of Living Adjustment (COLA) this year; look at a new forecast with no COLA; redo
cash flow plus coverage ratios.
Committee Member Miller requested the westbound volume chart since the lane
addition and re -stripping.
The Committee requested consideration to the impact of the toll road improvements and
impact of raising the fees, toll fee incentives, as well as an update on peak hour traffic
congestion in the general-purpose lanes.
A motion was made by Committee Member Brown and seconded by Committee
Member Keenan, and declared passed by the Committee Members present, to receive
and file as an information item.
Committee Member Miller opposed this item.
7. 91 Express Lanes Pavement Management Report
Dipak Roy, OCTA Principal Civil Engineer, presented the 91 Express Lanes Pavement
Management Report and discussion followed:
• Staff is looking at new technology for the replacement of channelizers, adding
cameras for violation enforcement, which would be incorporated with the monitoring
of fees and travel time. It was suggested adding warning signs to deter violators.
• The concrete was thinner than the specification, and we only had one year from
purchase to retrieve costs.
• Staff was complimented for having a pavement management plan.
A motion was made by Vice Chairman Campbell and seconded by Committee Member
Buster, and declared passed unanimously by the Committee Members present, to
receive and file the Pavement Management Report for the 91 Express Lanes.

8. Status on Westbound State Route 91 Re -Stripping Project
Anne Mayer, Caltrans District 8, and Cindy Quon, Caltrans District 12, provided an
update on the State Route 91 construction projects.

Eric Haley, Executive Director, Riversid
presentation on the major transportation projects currently underway in Riverside County,
as well as the future projects that will be funded by the recent extension of Measure A.
10. General Manager's Report

Transportation Corridor Agencies met and discussed issues of technology and
legislation.
Cofiroute Global Mobility provided a hand out of additional information on the A86
tunnel in Paris, per the Committee's request at the March 5, 2004, meeting.
An Executive Summary of the Riverside -Orange County tunnel project concept
assessment was distributed.
11. Committee Members' Reports
Vice Chairman Campbell reiterated his understanding of our commitments, as well as
his request for review of the toll policy forecast without the COLA.
Chairman Tavaglione stated again thank you for this strong partnership.
12. Adjournment
The June 4, 2004, meeting of the State Route 91 Advisory Committee adjourned at
10:35 a.m.
The next regularly scheduled meeting of the State Route 91 Advisory Committee will be
held at 9:00 a.m. on September 10, 2004, at the Eagle Glen Golf Club Meeting
