PRIVATE SECTOR PROPOSAL SPLIT FOR SB 45 FUNDS Return to source (RIP only), the following based on Measure A language: Example: West 72.23% = 96.087 million, Coachella 26.39% = 35.106 million, Palo Verde 1.38% = 1.836 million. Fifteen percent of total funds of each area to be transferred by each area to a discretionary fund to be allocated to special projects based on safety, economics and congestion priorities, exclusive of rail. The fifteen percent recommendation is based on changing the distribution of transit portion of funds from the SB 45 funds to return to source also. The discretionary dollars would be allocated by RCTC based on the recommendation of a committee representative of the various areas and political subdivisions of Riverside County. For this year only, $4.214 million of past RIP funds which were spent on Highway 86, would be deducted from the Coachella Valley share and retained by RCTC for Western County use. Committee members: Gary Albaugh Garry Grant Ed Kibbey Bob Krieger Larry Markham Clayton Record Dan Silver Joan Sparkman Mike Sterns John Yasment WRCOG EXECUTIVE COMMITTEE Special Meeting of February 19, 1998 ACTIONS from the Special Executive Committee Meeting: The WRCOG Executive Committee supports the development and implementation of a "daughter of Measure A" as soon as it is feasible to pass such a measure. The WRCOG Proposal on the STIP funding formula is that: — The formula chosen must be consistent with the provisions of Measure A; — 10% of STIP funds would be made available as a discretionary funding pool which would be allocated to non -Measure A projects on a competitive basis County -wide. Transit funding is not part of the charge of the Special Committee and should not be part of this discussion or any resulting funding formula. Implications and application: The implementation of this formula would make some $14.7 million dollars available to projects, county -wide, in this current STIP cycle ("1998 STIP"). These funds could not be expended on Measure A named projects. Over the life of the Measure, some $40 million would become available for non -Measure projects. RIP Funds be allocated by Return to Source per Measure A ballot language which means 72.23% for the west, 26.39% for the Coachella Valley, 1.38% for the Palo Verde Valley. [The Desert will not protest the proposed use of IIP funds, all of which are programed in west County. The ballot "Return to Source" formula, as opposed to the formula passed by RCTC in December, drops the desert share of the RIP funds from 29.4% to 27.78%.] 2. Ten percent (10%) of each of the three regional RIP shares will go into a discretionary pot for RCTC distribution based on safety or congestion priorities.
