The Board of Public Works of the City of Richmond , Indiana, met in regular session at the office of said -Board Monday November 5th , 1917 , at 9 o'clock A. M. All the members of said. Board being present , Messrs , Bavis , Marlatt 8c McMinn. The fo ll owing proceedings were had , to-wit :The Board directed the Street Commissioner to scrap North 8th Street north of railroad and to fill the holes with gravel , and to clean the gutters . Claims to the amount of 6'6257 .53 were allowed & ordered paid . Payrolls of the various departments were approved. The Board then adjourned, Attest . M. All the ..members of said Board being present , Messrs , Bavis , Marlatt & McMinn. The following proceedings were had , to-wit : - A petition was presented signed by The 'McConaha Company, for permission to construct an underground passage way from the basement of present building on South 4th Street to new build- ing to be constructed from 4th to 5th Street said passageway to be under the 1st alley south of 1vlain Street; also for permission to construct an overhead passage way from new building into 2nd story of present building at same place , same to be not less than eleven feet above the surface of the alley , the Board on motion grant the request to construct the underground passage way provided the same will riot interfere with the sewer in said alley, on motion the Board holds the permission of granting the privilege of overhead construction in abayemce for legal_ opinion of the City Attorney as to the Boards right to grant said request. q! The Board directed the Finance Department to pay the reserves .' '' due under improvement resolutions named to the fo ll owing Con- tractors , to-wit : F. E. Slick, Contractor, Improvement Resolution No. '512-1916 re serve due 653.58 W. R. Payne , Improvement Resolution No. 525-1916 , reserve due 65.52 8 J Thursday November 8th , 1917 . The City Civil Engineer, presented the following : Board of Publ is Works , Gentlemen : - Concerning the Reserves due the Andrews Asphalt Paving Company ,on the contracts for Richmond ; Ave, from Doran Bridge to •West 5th Street , and also on South 17th-18th "B" "C" Street and Reveeston Road in Reeves- ton, I beg leave to make the following report and request that it be recorded. On all these streets , those in Reeve stop possibly more than Richmond Ave , cracks have developed in the Asphalt surfac e. Cracks in asphalt streets may due to a variety of causes , and may or may not be evidence of future disin- tregration. But most certainly the cracks constitute a defect to some extent , although we hope not a serious one ,but this can only be told in future years. However you wilirre.meinber that this company has given a maintenance bond to maintain. these streets for a period of five years , in addition to the amount retained in cash . for one year . In view of the fact that the city is thus protected for five years , giving ample opportunity to observe the effects of these cracks , and have them remedied if neces- sary, the suggestion is made that the Board might order the payment of the said reserves at this time , as the de- fects are small, and otherwise the streets are in good condition. • But this payment :.should be so made as not to release in any way the Andrews, Asphalt Paving Company or its bonds- men from the five years maintenance duty. - - Fred R.
