SHARP, D. GULLTCKSEN, M. LAMBERT, J. GAYLORD AND J. RAY WERE ABSENT. OTHERS PRESENT: D. V. J. P. D. At 7:02 p.m. Mayor Latta op the flag. VAN VOO KRNAC - HARVEY WALDOCK BENNETT ened the EtEN - ADMINISTRATOR VILLAGE CLERK - ATTORNEY - PLANNER - POLICE CHIEF meeting with the pledge to Roll call was taken, J. Gaylord and J. Ray were absent. W. Sharp moved to approve the New/Old Business Section of the Agenda. Seconded by J. Dement. Voice vote. 4 yes, 0 no. Motion carried. D. Gullicksen moved to approve the Consent Agenda to include the minutes of the Regular Meeting of November 18, 1991. Seconded by W. Sharp. Voice vote. 4 yes,, 0 no. Motion carried. Planner Waldock spoke in reference to Building Fermits and Inspection Fees. He stated staff has surveyed surrounding communities with regard to Building and Plumbing Inspection Fees, Contractors Licenses and Temporary Occupancy Permit regulations. We are looking far some ideas from the Board on possibly rasing the inspection fees. Presently, the plumbing inspection fee is $15.00 for residential and $20.00 for commercial. We feel it would be justifiable to raise residential to $20.00 per inspection and $25.00 for commercial. Per the survey on November 14, 1991 of surrounding communities, $20.00 per plumbing inspection is typical, not the highest and not the lowest. After some discussion, it was the consensus that more information should be given to the contractors as to procedure and requirements to be included with the building permit application. There was some discussion of registering contractors and a small fee of $25.00 per year is sufficient to handle administrative costs. If contractors are registered, this would allow the Village to keep these contractors up to date with any changes in Village's Plumbing Code. It was the consensus that the fees for plumbing inspections shall be raised from $20.00 to $25.00 for commercial and all contractors be registered with a $25.00 fee. The Attorney will compile an ordinance for the December 16, 1991 Board meeting. There was discussion in reference to temporary Certificate of Occupancy. After much more discussion, it was the consensus that staff would look into other communities as to haw they handle temporary occupancies, plan examination and building permit fees. The present code must be revised. Administrator Van Vooren spoke in reference to a response to IDOT on the SPA Report - Illinois Route 59. He has compiled a letter for President Latta's signature, to IDOT James C. Slifer PE, District Engineer. There was some discussion of concerns of traffic on Route 59. It was agreed that the Transportation Committee will look into the traffic problem. Planner Waldock spoke in reference to the proposed Tree Ordinance. He stated this is a model from the Department of Conservation. Attorney Harvey stated the Tree Board should only be an advisory Board. Planner Waldock stated the Park District is in full support of a tree ordinance. It was the consensus of the Board that Planner Waldock will review the ordinance with Attorney Harvey and compile another ordinance for the Board. Administrator Van Vooren spoke in reference to the Vista Lane property. He stated, with the input of Mayor Latta, he has prepared a letter to be sent to Representative Petka and Senator Hudson both representing the Plainfield Area. This is in regard to assistance in YDOT funding of the Vista Lane. We want them to know that the Village is continuing to pursue for assistance to this area. He also stated he has been in contact with Illinois Department of Transportation, Division of Water Resources. It's a matter of money, not that they want to overlook us. It was the consensus of the Board that a lettex should be sent to Representative Petka, Senator Hudson, Senator Dunn, Representative McGuire and Representative Weller asking them for their support. W. Sharp moved to authorize President and Village Clerk to execute the agreement between Wheatland Township and Village of Plainfield on a Siren Maintenance Agreement. Seconded by J. Dement. Vote by roll call. Dement, yes; Sharp, yes; Gullicksen, yes; Lambert, yes. 4 yes, 0 no. Motion carried. J. Dement moved to pay the bills of December 2, 1991. Seconded by W. Sharp. Vote by roll call. Sharp acknowledged receipt of Expenditure Report for November 30, 1991. Planner Waldock spoke in reference to a letter from Gary Lichtenwalter. He is asking for a waiver of one tap-on in the subdivision of "Back on James". The previous house at 505 James Street, prior to the tornado was tapped onto Village mains. They are assuming that .this tap-on can be used on one (1) of the three (3) houses they will build. He has paid all three (3) tap-on fees, so if the Board approves the request, this would be a reimbursement of one (1) tap-on. After some discussion, it was the consensus of the Board to waive one (1) tap-on. J. Dement moved to charge "Back on James" two (2) tap-on fees, the third tap-on shall be waived due to the tornado house at 505 James Street (formerly the Knowles house). Seconded by W. Sharp. Vote by roll call. Dement, yes; Sharp, yes; Gullicksen, yes; Lambert, yes. ~ yes, 0 no. Motion carried. Planner Waldock spoke in reference to a letter from the Park District. They would like an Intergovernmental Agreement between the Village of Plainfield and Plainfield Park District far storm water maintenance .and responsibility for Winding Creek Subdivision. They would like to have a dual use of detention areas for park .areas and storm water drainage. They are concerned about maintenance and repair of storm drainage facilities if they were to acquire that property as district ownership. They would like the Village to maintain the storm system on that property that would be designed and built as part of the subdivision, without the Park District being responsible for the maintenance of the storm system. They would mow and maintain the property and the Village would be responsible if there were a failure in the storm system. It was the consensus of the Board to request the Park District to compile an agreement and bring it back to the Board. Planner Waldock spoke in reference to a letter from the Park District. They are requesting permission to place a residence in a trailer at Four Seasons Park to deter vandalism and Four Wheel Drive off-road vehicle use at the Park. After some discussion it was the consensus of the Board that it will be a quality trailer and a limit of time will be placed on the duration of the trailer, such as three (3) years. Dement .moved to allow the Park District to place a mobile home trailer at Pour Seasons Park for a limited time of three (3) years, and after that period if a residence is still needed, the Park District will construct a permanent structure. Seconded by M. Lambert. Vote by roll call. Dement, yes; Sharp, yes; Gullicksen, yes; Lambert, yes. 4 yes, 0 no. Motion carried. Administrator Van Vooren reported on: 1) Five year (5) analysis correction on estimated liquor licenses for fiscal year 1993 - 94 and 1996 - 97; 2) Most recent plans far ornamental lighting along Downtown Lockport Street, we have applied for IDOT permit (memo November 22, 1991); 3) Memo dated November 25, 1991 - Christmas Bonuses given last year were $50.00 for full-time employees, part-time employees $25.00. It was the consensus of the Board to go with the bonuses given last year; 4) As of November 22, 1991, Lockport Street lighting system is under Village maintenance; 5) Kerr Glass Manufacturing Corporation has been purchased by Ball Corporation on November 25, 1991 for approximately $70 million; 6) Received a letter from Marian Gibson, Administrator far Village of Channahon stating their . Village Clerk Krnac requested the Board to determine the meeting schedule for 1992.. It was the consensus of the Board to schedule Regular Meetings for the 1st and 3rd Mondays and a Workshop for the 2nd Monday of the month. There was some discussion if the meeting schedules should be in a resolution and Attorney Harvey will check into the Statutes. W. Sharp moved to cancel December 9th Regular Meeting and schedule a Workshop for December 9th and cancel December 23, 1991 Regular Meeting. Seconded by D. Gullicksen. Voice vote. 4 yes, 0 no. Motion carried. Mr. Leonard Kubinski, who lives on 135th Street across from the Lakelands Development, spoke in reference to the way Clark is raising the road (135th Street) in front of his house. He is also interested in getting sewer and water. Mayor Latta stated the Village will not allow anyone to tap-on to Village water and sewer without an annexation agreement. Planner Waldock stated we have been seeking a pre-annexation agreement from Mr. Kubinski for some time. Also, there is a problem with the road system in that area. Attorney Harvey stated before the Board can consider L.J • PLAINFIELD VILLAGE BOARD OF TRUSTEES DECEMBER 2, 1991 PAGE FIVE acting on an agreement, you must go through the publication process, which has not been initiated. No drafts of an agreement have been submitted to the Plan Commission to be forwarded to the Village Board. The Soard has no legal authority because not even a hearing has been published. There was some discussion of a possible manhole on 135th Street. It was the consensus that the Village request Clark and the Lakelands Corporation to install a manhole. This would be agreed upon by Mr. Kubinski's engineer and our (Village) engineer as to the location. It will be the property of the Village. Mr. Kubinski will place, on deposit, sufficient cash to facilitate the construction. There are many legal steps that we are required to follow. W. Sharp moved to adjourn. Seconded by D.
