Special Meeting
DATE: October 30, 1991 AT: Village Hall
BOARD MEMBERS PRESENT: Mayor Latta, W. Sharp, J. Ray,
M. Lambert, D. Gullicksen.
ALSO PRESENT: D. Van Vooren, Administrator
P. Waldock, Planner
D. Bennet, Police Chief
C. Jania, Deputy Clerk
Mayor Latta called the meeting to order at 6:00 p.m Roll call was
taken. J. Dement and J. Gaylord were absent.
Administrator Van Vooren reported to the Board regarding the Village
Group Health Insurance renewal which is due November 1, 1991.
Blue Cross, our current health carrier, submitted a renewal as
outlined in Exhibit A of this packet. The rate renewal indicates
an approximate 34~ rate increase on both employee and family coverage.
The new rates translate into an annual cast to the Village of
$2,690.28 per single employee, and $7,908.4$ for family coverage.
Mr. Dean Cass of Baldwin & Company was asked to market our group
health insurance. Mr. Cass did complete the marketing and his results
are contained in his analysis attached to this packet.
Administrator Van Vooren stated he met with Trustees Sharp and
Gullicksen to review the analysis. In trying to determine what level
of contribution the Village was prepared to fund, $500 was mentioned.
Based on that amount, the only realistic options were to have the
employee financially participate in the monthly premium or modify
the current benefits under the health insurance plan.
Administrator Van Vooren then met with representatives of the Village
employees. As a result of this meeting, the employees preferred
not to participate in a monthly premium, they then concentrated on
what benefits they desired in a plan. The employees were informed
that the Village will continue to explore insurance alternatives in
the future.
On plans presented by Mr. Cass in his marketing, staff recommends
the Board contract with Blue Cross/Blue Shield's Million Max 2020
Health Plan. It has a renewal rate of $499.79 per month for family
plan and $170.02 per month for single employee. This includes a
prescription drug card. Tt does not include a dental plan. Has some
limited eye care, and has same emergency room benefits. This plan is
with our current carrier.

Mr. Dean Cass was present to answer any questions the Boord may
have. He briefly discussed the prescription drug card and the
eye care coverage under the Million Max 2020 plan.
D. Gullicksen moved to contract with Blue Cross/Blue Shield and
Dean Cass of Baldwin & Company for the Million Max 2020 Health
Plan effective Novembre 1, 1991. Seconded by J. Ray. Vote by
roll call.
Sharp, yes; Gullicksen, yes; Ray, yes; Lambert, yes. 4 yes, 0 no.
Motion carried.
Discussion followed on the 135th Construction - Fox Valley Press.
Mr. Waldock stated the bids have been received by Fox Valley Press
for construction of the balance of 135th Street. Phase II would go
from the railroad tracks east to the present pavement at the west
boundary of Golden Meadows. Bid costs are coming in considerably
below the original engineer's estimate for a full width pavement
with drainage ditches. However, the project is still over the
original budgeted amount of $459,631.00. Plainfield Construction
Company's total bid for this project comes to $537,334.00 for a
$77,703.00 shortfall.
Fax Valley Press has indicated .that they would share the cost of this
budgeted shortfall. They have indicated a potential contribution of
up to 50~ of this cost difference ($38,851.501 The balance would
be the responsibility of the Village.
Staff has concluded that construction costs for a full width street
surface with drainage ditches is a good alternative to the full
width urban profile street. The project is generating nearly
$140,000 in building permit fees and tap-on fees. This revenue may
help alleviate the additional costs of the roadway. Staff does not
object to a contribution of up to $38,851.50 for this project as long
as Fox Valley Press accepts responsibility for any casts related
to further budget overruns.
Administrator Van Vooren discussed funds received from building
permit fees and suggests we offer waiver of the $30,000 as our
contribution and not to go 50/50 but to offer the waiver to cover
our percentage of the cost and to guarantee that we will do our best
effort to eliminate the relocation costs of the utilities in question.
In discussion the Board authorized the Village Administrator to go
back to Fox Valley Press to talk about the road. The Board wants
full pavement width - 34 ft., and. Fox Valley accepts responsibility
for any costs related to further budget overruns.
W. Sharp moved to adjourn. Seconded by D. Gullicksen. Voice vote.
