D. Gullicksen moved to approve the Consent Agenda to include the
Minutes of the Regular Meeting of October 7, 1991.. Seconded by
J. Gaylord. Voice vote. 6 yes, 0 no. Motion carried.
Planner Waldock introduced Sharon Hart as the Village's new
Planning Secretary. She started employment with the Village
Monday, October. 14, 1991.
Planner Waldock spoke in reference to Case No. 331--101591SPR.
Applicant - Plainfield School District #202. Location -- 500 Fort
Beggs Drive. Request _ Annexation and Site Plan Review for the
Plainfield School District Administration building and storage
building site. The site is on the south side of Fort Beggs
Drive, across from the High School site and is about seventeen
(17) acres. The site plan involves two (2) structures and a
parking area. The principal structure is an 8480 square foot
Administration/Office Building and a Maintenance/Storage Building
which was to be 8000 square feet, but has been down graded to
6000 square feet (they illuminated the ,east bay). The parking
area is providing far ninety (90) cars and a series of athletic
fields. The facade of the principal structure is brick. The
storage building is a metal building which should be of earth
tone color buffered by landscape planting from the north and
east. No landscaping plan has been designed at this time. The
District seeks to develop plans over a two (2) year period and

implement approved plans as soon as possible there after. Access
is provided off of Fort Beggs Drive. They are providing for
ninety (90) parking spaces. Drainage plans are now being
devised. Stormwater detention facilities shall be in accordance
with Village Engineers report dated September 5, 1991, piping
system or Swale system. The location of dumpsters is proposed
for the parking lot south of the Administration Building.
Exterior lighting plans show lighting fixtures that are focused
downward and meets ordinances. The Plan Commission recommends
approval of the site plan with six (6) stipulations. D.
Gullicksen questioned how the Stormwater would be handled. Mr.
Healy stated the School District has committed to meet the
requirements of the Village as stated in Engineer Djerf's Report
(September 5, 1991). These plans will come back to the Board for
approval.
W. Sharp moved to concur with the Plan Commission to approve the
site plans for Plainfields Schaal District Administration Center
with the following stipulations: 1) Approval of Annexation of
the seventeen (17) acre site; 2) Provision of an
intergovernmental agreement related to site development provision
and annexation; 3) Screen and direct all exterior lighting to
avoid glare on neighboring residential home sites; 4) Provide
trash enclosures as required; 5) Screen and buffer the
Maintenance/Storage Building with evergreen planting and shrubs;
6) Utilize a neutral or earth tone color for the exterior of
Maintenance/Storage Building. Seconded by D. Gullicksen. Vote
by roll call. Dement, yes; Ray, yes; Gaylord, yes; Gullicksen,
yes; Sharp, yes; Lambert, yes. 6 yes, 0 no. Motion carried.
Administrator Van Vooren questioned when the Stormwater
management would be submitted and complied with. The School
District stated the Stormwater management would be done in the
Fall of 1991 or the Spring of 1992.
W. Sharp moved to authorize the Village President to sign and the
Village Clerk to attest to the approval of the Intergovernmental
Cooperation Agreement Regarding School District #202
Administration Center And Storage Facility Site contingent upon
receipt of the: 1) Annexation petition; 2) School Board
Resolution; 3) Plat of Annexation. Seconded by J. Gaylord.

carried.

Valley Press plans for reconstruction of 135th Street as a

J. Dement moved to authorize the Village President and Village
Clerk to sign the Dedication Plat for the north forty feet (40')
of the right-of-way for 135th Street (filcher Road) after the
wording has been changed "dedicate for roadway purposes" -
"dedicate far Public or Municipal purposes". Seconded by D.
Gullicksen. Vote by roll call. Dement, yes; Ray, yes; Gaylord,
yes; Gullicksen, yes; Sharp, yes; Lambert, yes. 6 yes, 0 no.
Motion carried.
Planner Waldock spoke in reference to Case No. 303-4191V.
Applicant - First Baptist Church. Location - 400 west Lockport
Street. Request - Sign Variance. This request was brought to
the Board on June 3, 1991 and was tabled due to the thirty-two
square foot (32') sign being too large for the site. They have
reduced the sign to twenty-four square feet (24') (as per Planner
Report of October 17, 1991).
D. Gullicksen moved to concur with the Zoning Board of Appeals
and approve the variance for the First Baptist Church ground site
for a twenty-four square foot sign (24') in area, and five feet
(5') in height, subject to the following stipulations: 1) The
sign must be located so as not to cause an impediment to traffic
sight lines. This is to match the south building line of the
church; 2) The sign shall be set back two feet (2') from the
sidewalk. Seconded by J. Dement. Vote by roll call. Dement,
yes; Ray, yes; Gaylord, yes; Gullicksen, yes; Sharp, yes;
Lambert, yes. 6 yes, 0 no. Motion carried.
Administrator Van Vooren spoke in reference to a request from the
Plainfield Fire District to allow Village Employees (Volunteer
Firefighters)) to respond to certain emergency calls for the Fire
District during working hours. Administrator Van Vooren compiled
a list of guidelines as the Board requested, which includes six
(6) conditions (memo October 16, 1991).
J. Dement moved to adopt the Guidelines For Plainfield Village
Employees Participation In Plainfield Fire Protection Emergency
Calls as outlined in Administrator .Van Vooren's memo of October
16, 1991. Seconded by J. Gaylord. Voice vote. 6 yes, 0 no.

Howard Hamilton and I recommend the following tap-on procedures
for the Plainfield/Naperville Road sewer trunk line; 1) Those
properties that have frontage on the sewer line, excluding the
Lake Subdivision, could connect directly to the line; 2) Those
properties that are on the opposite side of the street in
relation to the sewer line discharging into an existing man-hole
on the trunk line; 3) The Lake Subdivision would also be
serviced by a distribution system discharging into an existing
manhole on the trunk line. Based upon the above procedure, there
exists approximately twenty (20) lots that could be serviced off
a direct connection to the trunk line. Due to the depth of the
trunk line, connection to the line .after installation would be
significantly more expensive than completing it at installation.
Mr. Hamilton has estimated that the cost per service drop would
be approximately $325 to $400/Unit for a total of $6,500 to
$8,000. The Village could recover these costs. at the time of
connection by establishing an additional connection fee for the
lots in question. We have same interest from property owners
south of St. Mary's Cemetery. He suggested they come from a
manhole on the west side of the road and put a manhole (on the
east side) and put in a parallel distribution system to service
the home in question, (approximately five (5) or six (6) property
owners) at their cost and subject to their annexing to the
Village.
W. Sharp moved to authorize the Administrator to investigate and
obtain service drops as outlines in his October 11, 1991 memo,
not to exceed a cost of $8,000. Seconded by J. Dement. Voice.

Planner Waldock spoke in reference to Case No. 328-82$91V.
Applicants - Steven and Julie Puntney, Business owners. Location
- 101 S. Division Street. Request - Sign Variance to allow a
forty-two square foot sign (42') where thirty-four square feet
(3~') is the maximum allowed by ordinance. Administrator Van
Vooren stated he feels this should be discussed because all the
wall mounted signs in the strip malls comply with code. After
some discussion, Planner Waldock stated the Plan Commission
decided the original interpretation was the best, that this sign
should be considered as a forty-two square foot (42') sign. If
it were to be allowed, a variance would be necessary. The Plan
Commission is recommending approval of the variance due to their
findings: 1) Traffic speed an Route 59; 2) Added size does not
cause negative impacts to surrounding properties; 3) The
variance would result in promoting symmetry .and improve
aesthetics of the site. This is the first request for a variance
for a wall mounted sign. After much more discussion it was the
consensus of the Board to allow the variance with stipulations.

D. Gullicksen moved to concur with the Zoning Board of Appeals to
allow a forty-two square foot sign (42') facing Route 59 where a
thirty-four square foot sign (34') is the maximum allowed by
ordinance for property on 101 South Division Street, and the sign
(in the future) that will face Roberts Street will never be
larger than forty-two square feet (42'). Seconded by J. Gaylord.
Vote by roll call. J. Dement, removed himself from the room;
Ray, yes; Gaylord, yes; Gullicksen, yes; Sharp, yes; Lambert,
removed himself from the room. 4"yes, 0 no. Motion carried.
Administrator Van Vooren spoke in reference to Plainfield
Facility Plan Area. Approximately six (6) months ago the Village
submitted a request to 'the E.P.A.. for approval to amend our
Facility Planning Area to include a full section west of our
existing FPA from Caton Road to 115th Street. We have been given
conditional approval, contingent upon drafting of an Agricultural
Preservation Ordinance. We are looking at forty (40) acres as
the smallest for Agricultural Preservation.
D. Gullicksen moved to employ Kevin Graham as an employee of the
Water/Sewer Department, at an annual, salary of $17,500 or $8.42
per hour, upon successful completion of an employee physical.
Seconded by W. Sharp. Voice vote. 6 yes, 0 no. Motion carried.
W. Sharp moved to approve payment of the bills for October 21,
1991. Seconded by D. Gullicksen. Vote by roll call. Dement,
yes; Ray, yes; Gaylord, yes; Gullicksen, yes; Sharp, yes;
Lambert, yes. 6 yes, 0 no. Motion carried.

M. Lambert acknowledged receipt of Halloween cards for the
Nutrition Center from Mayor Latta's Third Graders.
Planner Waldock spoke in reference to Lakelands Unit #1 (Revised
Plans). Hamilton Engineering has reviewed the revised plans and
found them acceptable and consistent with requirements of the
approved Final Plat for Unit #31. The sanitary sewer on 135th
Street has been revised from ten inches (10") to fifteen inches
(15") to provide oversizing, to allow service to additional
development in that area. The change. in size and depth allows
the future lift station on 135th Street, west of Lily Cache
Creek, to be eliminated.
Administrator Van Vooren reported that in the packet is a draft
of the Recapture Agreement with Friendship Baptist Church
regarding Utility Construction Costs. It was the consensus of
the Board to send this agreement to the Church for their
comments.
Administrator Van Vooren stated he received a letter from a
resident requesting a waiver from sewer rates during the .draught
this last summer. Mayor Latta and the Board agreed if they used
the water they have to pay far the sewer.
Administrator Van Vooren reported the Street Department has
informed him that the old blue dump truck (salt truck) is no
longer serviceable and they should junk it and acquire a new
hydraulic Z-body spreader for one of the smaller one-ton trucks.
The Administrator was directed to look into a spreader.
Administrator Van Vooren reported the employee health insurance
comes due November 1, 1991. Currently we are with Blue
Crass/Blue Shield. They are indicating an increase in premium
from November 1, 1991 to October 31, 1992 of 34~. For family
coverage it would be $659.00 per month. After some discussion,
it was the consensus of the Board that Administrator Van Vooren,
Mr. Gullicksen and' Mr. Sharp will meet and try to work something
out. before November 1, 1991.
W. Sharp moved to cancel the meeting for October 28, 1991 and
call a Special Meeting for October 30, 1991 at 6:00 p.m. to
discuss Health Insurance. Seconded by J. Gaylord.. Voice vote.

Attorney Harvey reported Police Chief Bennett received a proposed
release from Tri-River Police Training Region, Incorporated wha.ch
provides training for Police Officers in our region. They are
asking the Village to sign a release executed by the Village as

to any of our employees who were injured while they are receiving
their training. After some discussion, it was the consensus of
the Board not to sign the document now, wait to see a.f it is
necessary.
Mayor Latta reported Tom Gargrave will be sending the Village a
Tree Ordinance so we can begin the process to apply for an
application to become "Tree City U.S.A".
J. Gaylord moved to adjourn. Seconded by W. Sharp. Voice vote.
