BENNETT - POLICE CHIEF J. DJERF - ENGINEER At x:00 p.m. Mayor Latta opened the continued meeting from Monday, September 23, 1991. Roll call was taken, J. Gaylord and D. Gullicksen were absent. M. Lambert arrived at 6:45 p.m. Planner Waldock spoke in reference to Case No. 326-9591SPR. Applicant - Richard Snyder, Architect and Diocese of Joliet, Owner. Location - 129 South Division Street. Request - Site Plan Review for St. Mary's Elementary School. St. Mary's is in the process of rebuilding the school and church which were destroyed by the August 28, 1990 tornado. Presently, St. Mary's. has a new rectory under construction on a newly acquired lot north of the school./church site and an administrative office in a converted house south of the proposed development area. St. Mary's proposes to construct a 47,000 square foot elementary school. The building has a brick facade and wall be on one (1) level. The layout includes thirteen (13) classrooms, a library with a learning resource center, a gymnasium, locker rooms, storage areas, mechanical area, and various offices. The building is oriented toward the west where administrative offices and main entrance is located. The gymnasium and storage is on the east side of the building along with four (4) classrooms. The site layout orients the buildings west toward parking areas and Division Street. This provides maximum usage of parking area for special events, daily playground and parking uses. The orientation tends to limit traffic on Frederick Avenue to the greatest extent practical. In this way, traffic for school will primarily be buses and delivery vehicles. Other traffic may utilize Route 59 access. With the proposed layout, the rectory and convent/administrative buildings are treated as separate accessory uses. Existing curb cuts on Division Street. are to remain unchanged (temporarily) until the church can be developed. PLAINFIELD VILLAGE BOARD OF TRUSTEES SEPTEMBER 24, 1991 PAGE TWO At that time, access points on Division Street will be widened to the north and south ends of the total frontage area to provide circular traffic flaw through the lot. The Division Street access is in compliance with site plan review criteria. Access for the school (to be developed initially) is provided via a curb cut (and long drive) between the convent and school. A service access drive is provided at the north end of the building, and the bus lane will have two (2) access cuts to Frederick Avenue. In all, the Elementary School will have four (4) curb cuts to Frederick Avenue. All parking and drive areas are of bituminous. The church area provides gravel paving, as a temporary surface. This parking is to be paved upon construction of the church at a future date. Zoning regulations do not specify a requirement far the number of parking stalls for this zoning. district or land use. However, accepted standards would indicate that fifty one (51) parking spaces will be necessary (based on the size of the gym and' number of employees). The number of parking stalls provided is eighty eight (88). Therefore, parking is felt to be adequate at the site. St Mary's is requesting a time frame extension for landscaping. They hope to do the landscaping for . the school in conjunction with the construction of the church. They hope to complete the church within two (2) to three (3) years. The Plan Commission recommends approval of the site plan for St. Mary's Elementary School with stipulations as follows: 1) Compliance with Village Engineers requirements; 2) Allowance for extended time frame for implementation of landscaping program of up to five (5) years; 3) Compliance with Fire District stipulations. Engineer Djerf stated the detention area is large enough to handle any run off. W. Sharp moved to approve the Site Plan for St. Mary's School with stipulations as follows: 1) Compliance with Village Engineers requirements; 2) Allowance far extended time frame for ,implementations of landscaping program of up to five (5) years; 3) Compliance with Fire District stipulations. Seconded by J. Ray. Vote by roll call. Ray, yes; Sharp, yes; Dement, yes; Latta, abstain. 3 yes, 1 abstention. Motion carried. Planner Waldock spoke in reference to Case No. 323-9391SPR. Applicant ~ Plainfield School District #202. Location - Fort Beggs Drive and James Street. Request - Site Plan Review for Plainfield High School. Plainfield School District is proposing to reconstruct the High School facility lost to the August 28, 1990 tornado. The construction is to occupy the previous site of the High School facility. Orientation of the new structure is toward Fort Beggs Drive. The facility will access Fort Beggs Drive via two (2) approach drives of twenty four feet (24') in width and continue access to James Street at its current location PLAINFIELD VILLAGE BOARD OF TRUSTEES SEPTEMBER 24, 1991 PAGE THREE north of the football stadium. The tennis courts, track and football field will remain in their current locations. On-site driveways circle the building. The majority of parking is provided north of the school building. Additional parking is located east of the tennis courts near Fort Beggs Drive. A bus staging area is located along the west drive. Schaal Drive is to be shortened to mid-point of site. The 270,000 square foot building has a brick facade .and will have two (2) floor levels. Storm detention is provided on site. New parking and drive areas are paved with bituminous and concrete curb and gutter. Parking is provided via four hundred forty six (446) new paved spaces. Additional parking in an existing gravel lot is also provided north of the athletic field near James Street. Current zoning ordinance does not specify a parking requirement for this zoning district. Staff has determined the number of stalls to be sufficient by comparison with American Planning Association Cade models for High School parking standards. Plans suggest that the Fox River Street access is to be abandoned. In this case, the pavement south of Commercial Street should be removed and the site restored with grass and black dirt as necessary. A pedestrian walkway is suggested in place of the street surface. No landscaping plans have been issued, however the School District has provided us with a letter addressing that issue regarding the school sites. They state they are planning to landscape each of their sites and are seeking time frame extensions and Staff has no objections. They also stated they will comply with the Village's landscaping ordinance. The Plan Commission recommends approval of the site plan for Plainfield High School, subject to the following stipulations: 1) Provision of Landscape Plans, with such plans to be implemented within an appropriate time period. Said plans are to be in accordance with. Village standards excluding athletic fields from area calculations; 2) Compliance with requirements of the Village Engineer; 3) Provide trash enclosures for outdoor dumpster locations in accordance with Village regulations; 4) Screen or direct all exterior lighting to avoid glare an adjoining residences. Attorney Todd Faulkner spoke stating the schools appreciation of the speed of which the Staff and Plan Commission have reviewed the School District submittals. Mayor Latta. questioned if the access to Fox River Street will be closed? Mr. Stanfield stated the School Board is still discussing to determine if that entrance will be closed. Planner Waldock stated if they plan on closing that entrance, the Village would require them to remove the pavement. Mayor Latta stated she feels the School District should meet with the Fire District as to the pros and Cons of an existing exit that could be eventually removed. Mr. Stanfield stated the entrance will be removed but we have not determined if we will leave a sidewalk in PLAINFIELD VILLAGE BOARD OF TRUSTEES SEPTEMBER 24, 1991 PAGE FOUR that area. There will be athletic fields directly south of that entrance and we have another entrance off of Fort Beggs that we did not have before. Engineer Djerf spoke in reference to the storm detention the .site. The entire area is drained to lower south west corner .and released into an existing twenty four inch (24") storm sewer on Fart Beggs Drive which leads to the river. They have provided for detention for all the new improvements of the building and parking areas. J. Dement questioned if the parking is comparable to what the school had before? Mr. Healy stated there should be more parking. J. Dement moved to concur with the Plan Commission recommendation and approve the site plan for Plainfield High School subject to he following stipulations: 1) Provision of Landscape Plans, with such plans to be implemented within an appropriate time period. Said plans are to be in accordance with Village standards excluding athletic fields from area calculations; 2) Compliance. with requirements of the Village Engineer; 3) Provide trash enclosures for outdoor dumpster locations in accordance with Village regulations; 4) Screen or direct all exterior lighting to avoid glare on adjoining residences. Also, the letter dated September 24, 1991 from the School District #202 on the High School Site Plan. Seconded by J. Ray. Vote by roll call. Lambert, yes; Ray, yes; Sharp, yes; Dement, yes. 4 yes, 0 no. Motion carried. Planner Waldock spoke in reference to Case No. 325-9391SPR. Applicant - Plainfield School District #202. Location - Northwest corner of Route 30 and 135th Street. Request - Site Flan Review for District #202's new Elementary Schaal. The Plainfield .Elementary School is located on vacant farm land. The fifteen (15) acre site has access to 135th Street and U.S. Route 30. Development east of Route 30 includes a cement plant, vacant farm land and a publishing plant. All other land area is vacant farm land. Utilities are planned for extension to the site. The School District proposes to construct a 61,000 square foot elementary school. The school will have an estimated capacity of 500 students with twenty (20) classrooms. The building has a brick facade and has one (1) floor level. Drive and parking areas are paved with bituminous. Driveway systems circle the building providing access to all sides. Road access is provided off of 135th Street via two (2) curb cuts. No drives to Route 30 are planned. The building, parking and drive areas occupy the south six hundred twenty feet (620') of the site. The remaining site area is planned for athletic fields and play area. The layout orients the structure toward 135th Street. Building placement reserves sufficient area for future widening of Route 30 and collector street development of 135th Street. Traffic PLAINFIELD VILLAGE BOARD OF TRUSTEES SEPTEMBER 24, 1991 PAGE FIVE circulation is well serviced by the on-site driveway systems, Facade is tastefully designed and will be compatible with anticipated development of the surrounding area west of U.S. Route 30. Access meets code provisions as proposed. Two (2) twenty-four feet (24') wide driveways access 135th Street. They are separated from each other by aver five hundred feet (500'). The east access is over one hundred feet (100') from U.S. Route 30. Therefore, all access provisions of Village codes are satisfied. Bituminous parking and driveway areas provide spaces for eighty (80) cars. Zoning regulations do not specify a parking requirement for this district or use. However, when national model requirements are compared to this development, parking for about seventy (70) cars is warranted based on gym size and estimated number of employees. Therefore, parking is felt to be adequate for this site. A significant amount of additional (uncounted) parking is also available in the rear bus turnaround area for special events. Exterior lighting details have been provided. Trash enclosures were identified for a dumpster location. Landscaping is similar to the plan identified in Dr. Smith's letter dated September 24, 1991 and it is acceptable. The Plan Commission recommends approval of the site plans far Plainfield Elementary School on 135th Street and Route 30 subject to the following stipulations: 1) Compliance with requirement of the Village Engineer; 2) Direct all lighting to avoid off-site glare; 3) Provide landscaping plans in accordance with Village code requirements excluding grassy play area and athletic field from area calculations. An extended time period for full compliance may be provided to avoid development delay and save costs; 4) Compliance with requirements of the Plainfield Fire Protection District as listed in the review form dated September 16, 1991. Engineer Djerf explained the storm detention. His, only concern is if future development of ball fields in the north open area. There should be some planning done to preserve the storage that is being provided at this time. He also stated the Village needs plans for the off-site improvements plans to the Staff for review by October 1, 1991. He stated during the Plan Commission meeting, one (1) of the members .questioned if any of the walls will be reinforced. At the School Board meeting they did approve a change order in the amount of $35,000 to reinforce some of the corridor walls as have been done at the High School and Grand Prairie School. W. Sharp moved to concur with the Plan Commission and approve the site plan for the new Plainfield Elementary School on 135th Street subject to the following stipulations: 1) Compliance . with requirements of the Village Engineer regarding storm water management; 2) Direct all lighting to avoid off-site glare; 3) Provide landscaping plans in accordance with Village code PLAINFIELD VILLAGE BOARD OF TRUSTEES SEPTEMBER 24, 1991 PAGE STX requirements and with the letter from Dr. Smith dated September 24,.1991 on the new Elementary School plan; 4) Compliance with requirements of the Plainfield Fire Protection District as listed in the review form dated September 16, 1991; 5) If the grading o£ the ball fields changes, the need for compensatory storage shall be added elsewhere; 6) Approval of the Village Engineer for the Off-site Sewer and Water plans.
