Sharp was absent. Planner Waldock spoke in reference to the closing of 135th Street. The Village Staff has met with Larry See and Andy Angelos, Highway Commissioners for Plainfield and Wheatland Townships. At issue was the closing of 135th Street, between Naperville-Plainfield Road and 224th along the boundary between Wheatland and Plainfield Townships. The road closing is being consa~dered as a means of combatting illegal dumping in the right- of-way. The road is in poor condition, and not greatly used. Each of the Commissioners stated their agreement, that closing the road would not be objectionable. Sufficient street lighting and barricades will be required to make the closing safe and unpassable. Staff does not have a current traffic count available for this road section. However, in Light of the poor road condition, traffic is estimated to be extremely sparse. Staff feels that a joint cleanup for this right-of-way should be pursued. The cost of this effort could be shared by Plainfield Township, and perhaps the Lakelands Corporation. Staff recommends closing 135th Street, east of the Lake Subdivision and west of the driveways accessing the fishing club (north of 135th) and service yard (south of 135th). It was the consensus of the Board, that the poor condition of the road and the right-of-way warrants the closing. Administrator Van Vooren stated the road would be checked annually. As development occurs and as traffic patterns and needs for a collector street in that area, we wa.11 look for resources available to the Village to maintain the road. There are no plans to close this road indefinitely. Larry See, Plainfield Township Road Commissioner stated this road is not in Plainfield Township jurisdiction, we do not receive Motor Fuel Tax for this road. He stated he does not know if it is a dedicated road. Mayor Latta stated the first half of the road PLAINFIELD VILLAGE BOARD OF TRUSTEES AUGUST 19,1991 PAGE TWO (from Naperville Road east to the east side of the Lakelands Subdivision) has been dedicated to the Village on Lakelands Subdivision Plat. Jerry Clark, Lakelands Subdivision Developer, spoke stating he will not be involved in the clean-up of 135th Street. Lakelands Corporation will improve that portion of the street (135th Street) which .they agreed upon, but they will not clean-up the garbage that has been dumped on that street. Several people from the area spoke, Gary Gulchick from 224th Street; Chuck Von Ryan from the Bass and Gill Club and Bernie Stonich from Du Page Drive & Naperville Road. Administrator Van Vooren stated Wheatland has indicated they would close their end only, from the entrance west of the Bass and Gill Club to allow the club to use that entrance on 135th Street. Also, he received a request from a resident Dave Pauly, that this closing would be temporary and that the Board would look at the road annually for the needs of traffic. Mayor Latta stated as the properties develop east of the Lakelands Subdivision, and they are annexed into the Village, the road will be opened, road improvements would be done. Planner Waldock stated in the Village's Comprehensive Plan, it is the intention that 135th Street will run from I-55 west to Naperville Road as an east/west collector street.
