BENNETT - POLICE CHIEF At 6:30 p.m. Mayor Latta opened the Public Hearings on: 1) Appropriation Ordinance 1991/92; 2) Amendment to Lakelands Annexation Agreement; 3) Annexation Agreement and Establishment of Zoning on Fry Property. Roll call was taken, D. Guliicksen was absent. Administrator Van Vooren explained Ordinance for Fiscal Year 1991/92 $26,941,470.00. Tax Levy ("Exhibit Evaluation 1989 - $52,300,513; 1990 $05,000,000; Grand Total TAx Rate 1989 1991 - 0.9513. the annual Appropriation with a grand total of A") Estimated Assessed - $59,787,792; 1991 - $1.1304; 1990 - $1.0030; Planner Waldock spoke in reference to the Lakelands Corporation request for an Amendment to their Annexation Agreement. They are requesting a time extension for the annexation of Phase II and Phase III. Currently, the agreement requires the annexation of Phase II on or before June 26, 1991 and Phase III on or before June 26, 1992. The proposed amendment would allow a one (1) year extension on each Fhase II and Phase ITT. The Plan Commission finds no objection to this time frame extension. After some discussion regarding Pitcher Road and loss of interest for the Village, due to non-development, Planner Waldock was directed to contact Wheatland Township and Plainfield Township and see what can be done to clean up 135th Street. Planner Waldock spoke in reference to the Annexation Agreement and Establishment of Zoning of the Fry property. This property is approximately 225 acres. Annexation Agreement calls for the site to be developed as a golf course with provisions .for future B-1, B-2 and B-3 commercial. Subject site is located at the northwest corner of 135th Street and U.S. Route 30. Applicants last year submitted a plan for a 27-hole golf course. Site has frontage on U.S. Route 30 and 135th Street. Commercial area would face U.S. Route 30. This proposal is in conformance with PLAINFIELD VILLAGE BOARD OF TRUSTEES JUNE 3, 1991 PAGE TWO the Village's Comprehensive Plan. That consists of golf course, driving range and club house. Their plan is not to extend Village water and sewer, but to go with well and septic for the club house. The agreement does include improvements to the north 1/2 of 135th Street. The Plan Commission has found no objections to the annexation agreement. There was some discussion in reference to the road (135th Street). Should be rural design, full width pavement, but shoulders would be gravel and a ditch system for storm water management. After some discussion to the type of street that will be installed on 135th Street, Attorney Selfridge stated the developers idea was, in effect to keep this a rural profile because we know what is going in immediately. The rural profile for the road will cost from $70.00 to $90.00 per lineal foot. After much more discussion in reference to possibly, in the future, that a portion of this property could develop into residential and the Board was concerned of a rural road. It was the consensus of the Board, if homes are developed, there must be curbs and gutters on the road and this should be addressed in the Annexation Agreement. There was concerns from the Board on water run-off and what kind. of road should be constructed. The Fry's agreed to put money up-front for an urban profile road and the attorneys will find the language for the agreement to protect the Fry's if an urban road is not constructed. Fry's Engineer, Chris Burke, and our Engineer John Djerf, will have figures for the urban profile road. W, Sharp moved to adjourn the Public Hearings and. have a break. Seconded by J. Gaylord.
