REGULAR MEETING

At 6:30 p.m. Mayor Latta opened the meeting with the pledge to
the flag.
Roll call was taken, all members were present.
W. Sharp moved to approve the New/Old Business Section of the
Agenda with the rearrangement - move Resolution - Electrical
Inspection Fees to #1 and Parkway Tree Planting Sites to #2 then
fallow the rest of the agenda with the addition of an Executive
Session on personnel, to reconvene. Seconded by D. Gullicksen.
Voice vote. 6 yes, 0 no. Motion carried.
Planner Waldock reported our current Electrical Inspection Fees
date back to 1.977. They are in need of being updated. These fee
increases will amount to approximately a 10~ to 20~ increase in
affected categories.
D. Lewin moved to adopt Resolution No. 989 Setting Forth Fees For
Electrical Inspections. Seconded by D. Gullicksen. Vote by roll
call. Gaylord, yes; Dement, yes; Sharp, yes; Gullicksen, yes;
Kelly, yes; Lewin, yes. 6 yes, 0 no. Motion carried.
Tom Gargrave, Forester for the Illinois Department of
Conservation spoke in reference to the Village's requirements on
tree sizes and types. He is asking for a variance from the size
of trees. The Village requires 3" diameter trees to be planted
in parkway. Because trees are being donated, we are asking for a
variance from 3" to less. This request will only be this one
time exclusion for the tornado relief project. Mayor Latta
stated we have received money from FEMA for 3" trees and we must
purchase those beyond the trees that are donated. Mr. Gargrave's
recommendations for the areas for tree planting are as follows:

Mr. Gargrave stated he hopes to get the trees planted prior to
the tree planting parade May 11, 1991.
D. Gullicksen moved to waive the enforcement of Ordinance Section
3-13-6 3"diameter to no less than 2"diameter trees, for donated
trees. only, in the tornado relief project. Seconded by J.
Gaylord. Voice vote. 6 yes, 0 no. Motion carried.
J. Dement moved to authorize Tom Gargrave of Illinois Department
of Conservation to oversee the parkway tree planting of the April
19, 1991 memo from Peter Waldock. Seconded by J. Gaylord. Voice
vote. 6 yes, 0 no. Motion carried.
L. Kelly mowed to adopt Ordinance No. 1363 To Abate Property
Taxes In Village Of Plainfield, Will County, Illinois for Fax
Valley Press. Seconded by D. Gullicksen. Vote by roll call.

yes; Lewin, yes. 6 yes, 0 no. Motion carried.
Planner Waldock spoke in reference to a letter from Lakelands
Corporation regarding Naperville/Plainfield Road Interceptor
Sewer/Water Main Extension. Mr. Gerald Clark developer of
Lakelands stated, we are constructing approximately two (2) miles
of off-site sewer and water lines for the Village. We are
financing it and will turn it over to the Village. This is not
on-site improvement. We are asking this be reviewed on a thirty

(30) day basis and the contract be paid in that sequence. It's
about $1,800,000 for the work. Those funds will be put in escrow
for the project. Your Staff and Engineers will inspect the work.
They will approve payments. The bank will make the disbursements
after the Village's Engineer approves. Attorney Harvey
questioned if our engineers had any problems with this
arrangement? Planner Waldock stated Engineer Hamilton had no
problem. There would be more inspections needed, but those costs
would be passed on in accordance with the agreement. Mr. Clark
stated in addition, our lender would issue a Letter of Credit to
the Village of Plainfield in the amount of $500,000 and this.
would be the Village's assurance in the event of any overages
above and beyond the accepted bid.' They hope to get started by
May 15, 1991..
L. Kelly moved to accept the letter from the Lakelands
Corporation, dated April 17, 1991 with the addition of, in the
second paragraph, line five (5) and six (6) shall read -
Secondly, these funds would be released on a monthly basis as
work is completed. by the individual contractor, as approved
the Village of Plainfield Engineer, Seconded by D. Gullicksen.
Vote by roll call. Gaylord, yes; Dement, yes; Sharp, yes;
Gullicksen, yes; Kelly, yes; Lewin, yes. 6 yes, 0 no. Motion
carried.
Planner Waldock stated Lakelands is requesting an extension on
their annexation of Phase II & III for one (1) year. The Board
approved and authorized Mr. Waldock to publish for the Public
Hearing. Also, Mr. Clark is changing the density in Townhouses
and Cluster homes. If a public hearing is .needed, it will be
done at the time of the annexation extension of Phase II & III.
Attorney Robert Whitley, Jr. spoke in reference to his home he is
building at 28 Ottawa Street. He is requesting to drill a well
on his property. ,His hams will be constructed about 350 feet
back (to the rear of .the .lot) from Ottawa Street. He is
concerned of the water pressure (leading back to his home)
therefore, he is asking for a variance to drill a well for his
home. The Board received a letter from Village Engineer Robert
Hamilton stating a larger lateral extending to the house should
be .sufficient to keep the water pressure high enough for
residential usage. H. Countryman stated, today they ran a
pressure check on a hydrant across the street from this property.
The pressure ran between 53-55 pounds of pressure, which is
excellent pressure. Also, he checked with the village's plumbing.
inspector and he stated that a l 1/2" line would be more than
adequate. It was the consensus of the Board that they do not
want wells in the Village and Mr. Whitley is welcome to talk to
Engineer Hamilton.

Planner Waldock spoke in reference to Library letter, requesting
that the 16" diameter tree in front of the new entrance be saved.
It will need an amendment to the IDOT plan for parking spaces on
Illinois Street. The Library will replace the two (2) parking
spaces in order to save the tree, at the Library's cost. It was
the consensus of the Board that they want a letter from the
Library stating there will be no cost to the Village.
W. Sharp moved to approve payment of the bills for the period of
April 15 through April 30, 1991. Vote by roll call. Gaylord,
yes; Dement, yes; Sharp, yes; Gullicksen, yes; Kelly,, yes; Lewin,
yes. 6 yes, 0 no. Motion carried.
J. Gaylord thanked Mayor Latta's class for the May Day cards they
made for the Senior Citizens.
J. Dement stated he has received calls from residents on Eastern
Avenue regarding the parkway just north of Lockport Street. The
area that was dug up to install the sewer line on Eastern Avenue
to Spring Hill Estates. Planner Waldock was directed to contact
the developer.
D. Gullicksen stated we have received a letter from Robert Norton
at 110 Pratt Lane. The Village is planning on installing a
street light in front of his house and no one in that area wants
street lights. That residential area has always had individual
homeowner lights. Harry Countryman will call Tom Testin,
Representative for Commonwealth Edison and cancel the street
light in front of 110 Pratt Lane (End of Pratt) also the one they
plan to install at Pratt and Highview Court.
Due to the wrong poles chosen for Downtown Lighting, the Board
directed Planner Waldock to contact Brent Coulter to get the
right poles.
Letter was received from IDOT on the Route 30 to Cass Avenue
study. The State will provide 50~ funding far construction of
any new sidewalks. They will replace any existing sidewalk
disturbed by construction. Planner Waldock was directed to write
a letter to the businesses on Route 30 explaining they can have
sidewalks at a cost to the property owner of 50~.
Mayor Latta announced the Village of Plainfield has received a
plaque from the Illinois Association for Flood Plain and
Stormwater Management for it's efforts in the past tornado period
in flood plain and floodway management, dated March 1991.

W. Sharp stated the Strawberry Fest Committee is requesting
permission to use the lot west of Andreasens to be used as a
bandstand for May 17th and 18th. The Board had no problem with
this.
L. Kelly stated, we received a letter from FEMA an warning
systems. There is supposed to be extensions on what we can do
for our warning system. Chief Bennett. had stated the Indian Oaks
and Whispering Creek areas were not able to hear the sirens. He
would like, if there is money available, to install a siren in
the west. Also, contact the Township if they would install one
in the Li1.y Cache area.
Planner Waldock reported we have received a letter from Attorney
Richard Selfridge, dated April 18, 1991 requesting the Board
reconsider the County Case of Edmund and Charlene Blaszczak,
rezoning 4.24 acres on County Line Road. It was the consensus of
the Berard not to hear this case again. Planner Waldock was
directed to write to Mr. Selfridge. The Board is not interested
i.n hearing this case again.
H. Countryman reported the Well (#5) is drilled down to 1250 feet
and they should be finished drilling tomorrow April 23, 1991.

carried.
