AT: VILLAGE HALL MAYOR LATTA, W. SHARP, L. KELLY, J. DEMENT, D. GULLICKSEN, J. GAYLORD, D. M. PUSINELLI - ADMINISTRATOR V. KRNAC - VILLAGE CLERK. J. HARVEY - ATTORNEY P. WALDOCK - PLANNER D. BENNETT - POLICE CHIEF Mayor Latta opened the Public Hearing on the Annexation Agreement for the Drum Farm property. Ro11 call was taken, D. Lewin was absent. Planner Waldock spoke in reference to the Drum Farm property, Case No. 291-12590AZ; Applicants - Kipling Development Corp. and Ralph and Lorraine Drum; Location - U.S. Route 30 and Spangler Road; Request - Annexation Agreement including variations far single-family iot widths and lot areas zoning of Residence A, A-1 and A-3. This property consists of 88.81 acre site, Lily Cache Creek runs along west boundary,' Commonwealth Edison sewer line is the south boundary, Franklin Heights Subdivision and I-55 border the east boundary. The proposal is to develop this site into 210 residential lots comprised of: 147 single-family lots, 44 duplex lots, and 19 multi-family lots with 4 units per building. The variation they are requesting is for lot width requirements for single-family from the required 85' frontage to 77'; majority of lots would be 10,000 sq. ft. where 12,000 sq. ft. is required, average lot area is over 13,000 sq. ft. far single-family lots. Access to the property would be Spangler Road. The Park District has tentatively accepted the Park Sites and has shown interest in park area used along the creek. The Preliminary Plat Public Hearing will be in front of the Flan Commission on March 5, 1991 for this subdivision. J. Dement expressed some concern in reference to lowering front footage from 85' to 77'; creating more traffic from 164 multi-family units. Also, if they will provide enough parking for these multi-family units. Mr. Len Crozzi, one of the owners of the propert, introduced Bi11 Tezak, Ray Apple, Ed Maddox and George Barr, Attorney. All are involved with Mr. & Mrs Ralph Drum. Mr. Crozzi explained their concept of this development. He quoted the average price for single-family home at $150,000, duplex $115,000 and four unit $100,000. PLAINFIELD VILLAGE BOARD OF TRUSTEES FEBRUARY 25, 1991 PAGE TWO There were several residents from the area who spoke stating their concerns - Jay Johnston, Charlotte Lane, Franklin Hights; Kevin Lane, corner of Spangler and Charlotte; Sandy Bennett, Ivy Lane; Robert Matykiewioz, west side of Lily Cache Creek; Donna Nemanich, Lorraine Avenue; Len Mikus, adjacent property owner on Lily Cache Road. Mayor Latta questioned if there is any problem with the Village adding to the agreement that the multi-family units must be sold? Ed Maddox from Kipling Development stated he wouldn't like to have additional requirements added such as "sold only". It was the consensus of the Board that the following would be changed in the Annexation Agreement: #S. Unit Plattin - the intent is to have four (4) phases; #6. Water & Sewer Service - to be removed; #7. Performance B Villa e - remove last sentence; #8. Other Fees - to be removed. There was some discussion at the Plan Commission which had recommended to the Board that lots (on previous plat lots 58, 59, 60 & 61), but now on the updated. plan lots #79,80,81 & 82 would be single-family instead of duplex housing. The Board had no problem with the duplex housing. It was the consensus that there should be caution in tree preservation and the developers agreed. It was the consensus that this Annexation Agreement will come back to the Village Board March 11, 1991. J. Gaylord moved to adjourn the Public Hearing. Seconded by L. Kelly. Voice vote. 5 yes, 0 no.
