minutes of September 24, 1990. Seconded by D. Lewin. Voice

Mayor Latta read a letter from Jirn Rutten, Plainfield Cornrnerce
Association requesting the Village's participation in co-funding
the cost of the Plainfield Cornrnerce Association advertisement in
the County Economic Development insert in Midway Airlines
Magazine in the January issue. The Board questioned what was
given last year? After some discussion, the Berard directed
Administrator Pusinelli to look into what other governmental
bodies are donating and how the cost is shared.
D. Gullicksen moved to adopt Resolution No. 983 to approve Change
Order #23 increasing. the contract tune 141 days (May 31, 1991) to
Joseph J. Henderson & Sons on the Sewer Plant irnprovernents.
Seconded by D. Lewin. Vote by roll call. Gullicksen, yes;
Kelly, yes; Lewin, yes; Dernent, yes; Gaylord, yes. 5 yes, 0 no.
Motion carried.
D. Gullicksen moved to adapt Resolution #984 authorizing Change
Order #1 between the Village of Plainfield and Wegner Sewer &
Water, Inc. for (Plainfield Acres Sewer and Water Extension) a
net deduction of $10,544,43. Seconded by L. Kelly. Vote by roll
call. Gullicksen, yes; Kelly, yes; Lewin, yes; Dernent, yes;
Gaylord, yes. 5 yes, 0 no. Motion carried.

D. Gullicksen rnoved to approve Change Order #2 (Plainfield Acres
Sewer and Water Extension) for a decrease of $3,970.78 between
the Village of Plainfield and Wegner Sewer & Water, Inc.
Seconded by L. Kelly. Voice vote. 5 yes, 0 no. Motion carried.
D. Gullicksen rnoved to adopt Resolution No. 985 authorizing
Change Order #3 to extend sewer along Julie and Benson Streets
(Plainfield Acres) in the amount of $20,154.93. Seconded by J.
Gaylord. Vote by roll call. Gullicksen, yes; Kelly, yes; Lewin,
yes; Dement, yes; Gaylord, yes. 5 yes, 0 no. Motion carried.
D. Lewin rnoved to hire Margaret Gray for the .position of full-
tirne clerk/typist in the Village office, effective February 11,
1991. Seconded by J. Gaylord. Voice vote. 5 yes, 0 no. Motion
carried.
D. Gullicksen rnoved to pay the bills for January'15th through
January 31, 1991. Seconded by J. Dernent. Vote by roll call.

yes. 5 yes, 0 no. Motion carried.
• J. Dernent questioned if the referendum will be on the ballot in
April? The Clerk answered, it will be on the ballot. The Board
expressed their concern of the meaning and also the cost if the
outcome is positive. Attorney Harvey stated we have no authority
to rewrite the question. It is a non-binding advisory question
and it cannot force the Village into spending millions of
dollars.
L. Kelly reported our new generator is in full operation. He
spoke to Don Gould, Will County ESDA Director about the old
generator and he stated it was a gift to Plainfield. Attorney
Harvey stated the generator can be disposed of through an
ordinance at the next meeting. Mr. Kelly questioned Chief
Bennett about a siren in Wheatland. Chief Bennett stated he
talked to Mr. Karabas and they are interested.
D. Lewin reported there has been concerns of modular homes.
Because they are carnpletely enclosed when they carne from the
factory, hbw can they be inspected? Zt was the consensus of the
Board that any modular homes built in the Village should be
roughed-in walls, not enclosed, so they can be inspected.
Chief Bennett stated we have a request for no parking on Arnold
Street between Oak and Route 59. The problem is a school bus is
parking in that area and people from the apartment parking on Oak
Street, therefore it causes vehicles to drive on the opposite
side of the street and could cause an accident.

Jirn Rutten, frorn the Plainfield Cornrnerce Association, spoke in
reference to Midway Airlines Magazine ad. He stated last year
the Village donated $1,500. The Township is donating $500. The
Board directed the Adrninistrator to issue a check for $1,500 to
Plainfield Cornrnerce Association for the Village's contribution.
J. Gaylord rnoved to adjourn into Executive Session,. not to
reconvene. Seconded by D. Gullicksen. Voice vote. 5 yes, 0 no.
Motion carried.
