Mayor Latta reported this Public Hearing is for the discussion of
an Annexation Agreement with Fox Valley Press, Inc. Planner
Waldock spoke in reference to an annexation. Applicant - Fox
Valley Press, Inc. Location - The southeast corner of Route 30
and 135th Street (Pilcher Rd.). Request - Annexation of a vacant
thirty (30) acre site subject to agreement including provisions
for site development for Industrial Printing and Publications
Plant. The applicants propose the annexation of a vacant thirty
(30) acre tract at the southeast corner of Route 30 and 135th
Street (Pilcher Road). The proposal includes an annexation
agreement with provisions for development of a large (166,600
square feet) newspaper publishing and printing facility. This
facility would serve a regional market in the west and southwest
suburban Chicago area. The key features of the annexation
include the following items; a) Zoning of the site is proposed
as I-1, Light Industrial; b) Development of about fifteen (15)
acres with a 166,600 square foot newspaper publishing and
printing facility; c) Variations from Village parking
requirements to permit 100 parking spaces where 555 spaces would
be required by Village Code. They will employ approximately 85
people; d) Variations from signage regulations to allow a 100
square foot ground sign (where 40 square feet is maximum), 12
square feet directional signs at entrances and exits (where 6
square feet is maxiznurn), and 1200 square feet of wall signage
(where 240 square feet is maximum). Each sign will include
corporate logos and trade names; e) Variations for Village
landscaping standards to allow one (1) planting per each 2000
square feet of gross lot area where Site Plan Review Regulations
require one (1) planting per 720 square feet of net developed
area; f) Improvement of Pilcher Road (by the Developer) to
collector street standards from Route 30 to connect with
improvements along Golden Meadow Estates. With costs offset to

cover road construction provided via a tax abatement program with
the Village and Plainfield School District 202 (if agreements can
be reached); g) Water and sewer capacity assurances; h) Village
to extend water. and sewer lines along the frontage at its own
expense if lines are required to be extended; i) Private wells
are to be allowed in addition to Village water services; j) 20
year term of agreement. It's the feeling of the staff that this
is a major economic development to the Village of Plainfield that
would provide a substantial of revenues in terms of tax dollars
amount to both the Village and the School District, it will also
supply a significant amount of revenues in terms of sewer and
water fees. Presently the tax revenue is approximately $1,000 to
the School District and no income to the Village because it is
not annexed. Upon development, it will generate an estimated
$250,000 annually in property taxes. It will employ about
seventy (70) people and result in public improvements to Pilcher
Road. Unlike other tax abatement programs, the abatement funds
with this proposal are to be used for public improvements. The
abatement will repay casts of Pilcher Road construction.
Improvement of Pilcher Road will increase adjacent land values
and likely result in more economic development in the area.
Staff does not believe that industrial development will occur on
the subject site within the next five (5) years without the
improvements to Pilcher Road. An industrial development such as
this proposal generates a great deal of tax revenues without
burden on the School District or the Park District. Staff's
concern is related to extension of water and sanitary sewer
lines. It is felt that line extensions along Route 30 to 135th
Street should be provided by the developer at their expense.
These costs should not be born by the Village. Capacity of water
and sewer systems of the Village is something that the developer
should study and determine whether it is sufficient. The Plan
Commission recommends approval of the annexation of the Fox
Valley Press site at Route 30 and 135th Street (Pilcher Road)
subject to the annexation agreement with stipulations as follows:
a) Compliance with Village Engineers requirements. Our concerns
are with water and sewer capacity; b) Compliance with Plainfield
Fire Protection District requirements; c) Extension of sanitary
sewer and water mains from the present locations on Route 30 to
the south building line on the subject site; d) Variations for
landscaping, parking and signage as requested. Planner Waldock
introduced Leon Hovey, Director of Northern Illinois Production
and Jeffrey Johns is the attorney representing Fox Valley Press.
J. Dement voiced. his concerns of who would have the
responsibility of the cost of installing traffic lights. D.
Gullicksen stated he is concerned who will rebuild the railroad
crossing. There was concerns of water pressure at this parcel.

minute. There was some concern in reference to a well. It was
the consensus of the Board that a well would only be used for
outside use and not connected to the inside facility and only on
the property they plan to build their development. After much
concerns of the Board, who questioned who will extend the water
and sewer lines, the Board agreed this (question) will have to be
negotiated. The Board stated they have many more concerns on the
annexed adjacent parcels. These should be separate agreements:
who is running the water & sewer; holding water and sewer in
hostage for adjacent annexed parcel without development plans;
more information on the EJ&E Railroad Crossing; more information
on traffic lights. There was some concerns of the time limit on
their property adjoining this development. It was the consensus
of the Board to change the time period from twenty (20) years to
five (5) years. The estimated costs for some of the
improvements: - railroad crossing $125,000; traffic lights
$150,000. fit was the consensus of the Board that Planner
Waldock, Attorney Harvey, Engineer Hamilton, their (Fox Valley
attorney and engineer will get together and work out the
language.
D. Gullicksen moved to adjourn the Public Hearing. Seconded by
W, Sharp. Voice vote, 5 yes, 0 no. Motion carried.
