GULLICKSEN, W. SHARP, D. LEWIN, J. DEMENT. L. KELLY WAS ABSENT. OTHERS PRESENT; M. PUSINELLI - ADMINISTRATOR V, KRNAC -- VILLAGE CLERK J. HARVEY - ATTORNEY P. WALDOCK - PLANNER D. BENNETT - POLICE CHIEF At 8:24 p.m. Mayor Latta opened the meeting with the pledge to the flag. Roll call was taken, L. Kelly was absent. J. Gaylord moved to approve the New Business Section of the Agenda with moving Item #3 after Item #10 and the addition of an Executive Session on pending litigation and personnel, to reconvene. Also, move the introduction of the new Police Officers to Item #1. Also, remove Item #2 Deep Well Construction from the agenda. Seconded by W. Sharp. Voice vote. 5 yes, 0 no. Motion carried. W. Sharp reported two (2) candidates have been chosen for Police Officer positions: Holly Beard from Bolingbrook at a starting salary of $20,400, effective 1/8/91; and James Caliendo from Romeoville at a starting salary of $20,400, effective 1/14/91. W. Sharp moved to hire as Police Officers, Holly Beard, effective January 8, 1991 and James Caliendo effective January 14, 1991 and the mayor is authorized to sign the Village's two (2) year employment contracts with these candidates. Seconded by D. Gullicksen. Vote by roll call. J. Gaylord, yes; D. Gullicksen, yes; W. Sharp, yes; D. Lewin, yes; J. Dement, yes. 5 yes, 0 no. Motion carried. The two (2) new Police Officers were introduced to the Board. Mr. John Andresen, Professor of University of Illinois at Urbana Gasgrave, Illinois Department of Con; to the tree inventory of trees lost 28, 1990, on both private and public neighborhood leaders to help with Urban Forestry from the -- Champaign and Mr. Tom ;ervation spoke in reference in the tornado dated August property. They plan to ask the inventory, such as haw PLAINFIELD VILLAGE BOARD OF TRUSTEES JANUARY 7, 1991 PAGE TWO many, what kind and the size of trees destroyed. They would like to do this inventory a_n May and June because it is difficult to identify the trees in the winter. All trees that are planted will be 2 1/2" diameter. The inventory will be done by the U.S. Forestry Service and the .Department of Conservation at no charge. There will be a program for the cost of the trees at a 50$ pay back for replacement through donations from large companies. The Village of Plainfield will become the first "Tree City" of Will County. J. Dement moved to adopt Resolution No. 978 objecting at the County Board level to the Edmond and Charlene Blasczak rezoning on County Line Raad south of Wheeler Road. Seconded by W. Sharp. Vote by roll call. Gaylord, yes; Gullicksen, yes; Sharp, yes; Lewin, yes; Dement, yes. 5 yes, 0 no. Motion carried. W. Sharp moved to adopt Resolution No. 979 objecting to a kennel at 15060 S. Budler Rd. (Ronald Ricci and Bonnie Ricca.-Gardner). Seconded by D. -Gu111icksen. Vote by roll call. Gaylord, yes; Gullicksen, yes; Sharp, yes; Lewin, yes; Dement, yes; 5 yes, 0 no. Motion caxraed. Planner Waldock spoke in reference to Planning Case No. 290- 1213905. - Applicant - Dr. Randy Muladore, DDS. Location - 725 Lockport Street. Request - Special Sign ,Approval. Dr. Mulandore's sign was destroyed in the August 28, 1990 Tornado and he would lake to replace the free standing sign with two wall mounted signs with a total sagnage of 25.5 square feet or 12.75 square feet per sign. The Plan Commission has reviewed and recommends the approval of Dr. Muladore's sign request. D. Gullicksen moved to approve the Special Sign request (Case No. 290-1213905) at 725 Lockport Street. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. (Prior to this discussion J. Dement removed himself from the meeting). Planner Waldock spoke an reference to Plan Commission Case No. 289-11.16902. -- Applicant -- Jeffrey and. Carolyn Dement. Location - 101' Division Street. Request -Rezoning of 30 acre site from B-1 Business to B-2 Business District. A site plan was approved on November 26, 1990 for a 4000 square foot retail center at the subject site. It was noted, at that time, that the site was comprised of two (2) lots; one (1) with B-2 zoning, the other having B-1. The applicants are requesting the rezoning, at this time, to establish consistent zoning aver the entire site. PLAINFIELD VILLAGE BOARD OF TRUSTEES JANUARY 7, 1991 PAGE THREE D. Gullicksen moved to approve the rezoning from B-1 to B_2 of property at 310 Roberts Street. (Jeffrey and Carolyn Dement). Seconded by J. Gaylord. Voice vote. 4 yes, 0 no. Motion carried. Mayor Latta appointed Randy Krnac Temporary Electrical Inspector for the period of 1/23/91 through and including 2/11/91. There was no objection. from the Board. W. Sharp moved to adopt Resolution No. 980 allowing IDOT to do work on State highways in the Village of Plainfield. Seconded by J. Dement. Vote by roll call. Gaylord, yes; Gullicksen, yes; Sharp, yes; Lewin, yes; Dement, yes. 5 yes, 0 no. Motion carried. J. Dement moved to authorize the Village President and Village Clerk to execute the Illinois Pollution Control Board order (Radium Variance) dated 12/20/90. Seconded by D. Gullicksen. Voice vote. 5 yes, 0 no. Motion carried. D. Gullicksen moved to pay Joseph J. Henderson & Sons $30,450.98 following submittal of all applicable waivers of lien to the Village of Plainfield and this amount be charged to our 1988 General Obligation Bond proceeds. Seconded by W. Sharp. Vote by roll call. Gaylord, yes; Gullicksen, yes; Sharp, yes; Lewin, yes; Dement, yes. 5 yes, 0 no. Motion carried. W. Sharp stated he would like to thank the other two Police Committee members Joe Ray and Debbie Bostjanic for their many hours they worked on the Police testing for the candidates. (W. Sharp is also a member on the Police Committee). D. Gullicksen reported he, M. Pusinelli and H. Countryman are meeting with the Engineer Friday to discuss the future Well #5. J. Gaylord moved to adjourn into Executive Session, to reconvene. Seconded by D. Lewin. Voice vote. 5 yes, 0 no. Motion carried. 8;55 p.m. 10:15 p.m. J. Dement moved to raise Ron Miller's salary to $11.23 per hour, effective next pay period. Seconded by D. Lewin. Vote by roll call.
