At.8:50 p,m. Mayor Latta opened the meeting with the pledge to the
flag ,
Roll call was taken, W. Sharp was absent.
Mayor Latta requested the removal of items ~2 and #3 be removed
from the Agenda, they were discussed at the Public Hearing
previously, and we need an Executive Session on personnel at the
beginning of the meeting.
J. Dement moved to approve the New/Old Business Section of the
Agenda. Seconded by R. Rock. Voice vote. 5 yes, 0 no. Motion
carried.
J. Dement moved to approve the Consent Agenda to include the
Minutes of the Continued Meeting of July 6, 1992 to July 15, 1992
and Minutes of the Regular Meeting of July 20, 1992. Seconded by
R. Rock. Voice vote. 5 yes, 0 no. Motion carried.
D. Gullicksen moved to adjourn into Executive Session, to
reconvene. Seconded by J. Dement. Voice vote. 5 yes, 0 no.
Motion carried.

Authorizing The Execution Of A Certain Annexation Agreement Between

Ordinance No. 674, Granted By Action Of The Village Of Plainfield
Board Of Trustees Regarding 307 North Willow Drive West (owned by
Joseph and Janis Ray). Seconded by M. Lambert. Vote by roll call.

Village Regulations Regarding Milk And Milk Products. Seconded by

M. Lambert moved to adopt Ordinance No: 1409 An Ordinance
Increasing The Application Fee For Liquor Licenses. Seconded by

Planner Waldock spoke in reference to Case No. 356-62492TA.
. Applicant: Village of Plainfield. Location: Village Wide.
Request: Text Amendment to the Subdivision Regulations for the
purpose of providing High Pressure Sodium street lights rather than
Mercury Vapor type lighting for all new subdivisions. Recently,
Timberview Development Corporation has encouraged the Village to
consider changing its specifications on street lighting. They had
requested use of High Pressure Sodium lights rather than Mercury
Vapor type street lights now required by Subdivision Regulations.
The Village Board granted use of High Pressure Sodium lighting in
Winding Creek Subdivision. High Pressure Sodium lights are more
efficient in terms of energy use vs. lighting output. High
Pressure Sodium lights make more light per watt of electricity than
Mercury Vapor. High Pressure Sodium lights produce an amber tinted
glow, but improvements in technology are achieving whiter light.
Staff feels that High Pressure sodium's efficiency and longevity
make it the best value. For this reason, staff is recommending
that the Subdivision Control Ordinance be amended to require High
Pressure Sodium type street lights rather than Mercury Vapor now
specified. The Plan Commission recommends approval of a text
amendment to require High Pressure Sodium street lights of one-
hundred (100) watts. The Board directed Attorney Harvey to draft
an ordinance for High Pressure Sodium street lights in lieu of
Mercury Vapor lighting.
The Board directed staff to compile a resolution to adopt the Fox
Valley Expressway Report recommended by the Transportation
Committee.

Administrator Van Vooren spoke in reference to his memo dated July
29, 1992. Subject - On-going Capital Projects. He plans to bring
this to the Workshop on August 10, 1992. He requested, if the
Board has any other projects, to please contact him.
D. Gullicksen moved to pay P.T. Ferro Construction Company
$4,565.86 as the final payment for the Wastewater Treatment Plant
Access Road. Seconded by J. Ray. Vote by roll call. Rock, yes;
Dement, yes; Gullicksen, yes; Ray, yes; Lambert, yes. 5 yes, 0 no.
Motion carried.
D. Gullicksen moved to pay the bills dated August 3, 1992 and add
a check for $3,900.00 for the office postage machine to be divided
amoDg all departments. Seconded by M. Lambert. Vote by roll ,call.

D. Gullicksen acknowledged receipt of Expenditure Report dated July
31, 1992 .
J. Dement moved to release the Executive Session Minutes of January
6, 1992 through and including July 6, 1992 for .public review.
Seconded by D. Gullicksen. Voice vote. 5 yes, 0 no. Motion
carried.
M. Lambert reported the Downtown Business Association are
requesting permission to use the Village Parking Lot on Lockport
Street (between Andreasen's Travel and Alstott Village Auto) to set
up Rotary Club's tent to house bingo as part of it's Harvest Days
activities on September 25th through 27th, 1992; also they are
exploring other areas for activities (reference D.B.A. letter dated
August 3, 1992).
D. Gullicksen moved to approve the Downtown Business Association
request per their letter dated August 3, 1992 for Harvest Days,
September 25th through 27th, 1992. Seconded by J. Dement. Voice
vote. 5 yes, 0 no. Motion carried.
Chief Bennett reported that Officers, Adam's and Tyo have reached
the step increase at the last pay period.
Administrator Van Vooren reported we have five (5) surplus vehicles
parked at the rear of the Village Ha11: 1984 Dodge Diplomat; 1986
,Dodge Diplomat; 1987 Ford Crown Victoria; 1988 Chevy Caprice and
a 1982 Chevy Impala. On September 12, 1992 the DuPage Mayors and
Managers Conference is holding their annual auction of all surplus
vehicles. They are willing to allow our five (5) vehicles to the

.auction, at a fee of $50.00 minimum or 10$ of the sales price,
which ever is greater. They also request we provide someone to
assist in crowd control on the day of the auction. The Board
directed Attorney Harvey to draft an ordinance to dispose of the
surplus vehicles. Also, we have had janitorial services in to look
at the Village Hall for cleaning. We went through interviews and
did background checks, and staff has selected Kinzler Services from
Shorewood. We would require five (5) days a week at the price of
$650.00 per month, approximately twenty (20) hours per week. After
some discussion, it was the consensus of the Board to advertise in
the newspaper for someone to do the cleaning and maintain the
building. Also, he reported we have had a roofing contractor check
the Village Hall roof. We do have some problems with the roof and
we are having some patching done. It will be inevitable that in
the near future something must be done, and the roof should be
added to the on-going Capital Projects. It will cost in excess of
$10,000.00.
Planner Waldock reported Spring Hill Estates Letter of Credit
expires this month, we have contacted the developers. The current
amount is $252,000.00 and this will be reduced, some small items
are still to be completed. Also, Timberview Development
Corporation has requested a duplex building on Lot 64 in Winding
Creek to be used as a model home for a period of one (1) year.
M. Lambert moved to allow Timberview Development to use Lot G4, a
duplex building as a model home for a period of one (1) year upon
completion of their sign that faces I-55. Seconded by J. Dement.
Voice vote. 5 yes, 0 no. Motion carried.
Village Clerk reported, as per the Solicitors Ordinance #1.383
states the solicitors must contact the Police Department. The
following are requests for solicitation: The Salvation Army,
November/December; American Diabetes, October; Illinois Public
Action, July and August.
