Lambert, R. Rock, J. ,Ray, J. Dement, D. Gullicksen, W. Sharp. ALSO PRESENT: D. Van Vooren, Administrator P. Waldock, Planner C. Jania, Deputy Clerk J. Regis, Village Engineer Mayor Latta called the meeting to order at 7:00 p.m. Roll call was taken. All members were present. Administrator Van Vooren reported an element of the approved 1992-93 budget was $85,OOq for the maintenance of streets. The Board authorized the Village Engineers to prepare specifications in order to complete repairs to the following roads: 1. Repair and widen Eastern Avenue from the Railroad tracks south to Lockport including sidewalk on the west side. 2. Repair a section of Indian Boundary Road approximately 300 feet. 3. Repair a section of Lily Cache Road approximately 200 feet. The Village Engineer had estimated that these projects would cost approximately $78,000. The fees for this project are established by IDOT and is estimated to be around $8,000, therein a total cost of $86,000. The Village budget anticipated funding $25,000 from the General Fund-Street Maintenance, and $60,000 from the Motor Fuel Tax-Street Maintenance account. On Monday, July 13, 1992 the Village staff opened and publicly read all bids received. Five bids were received, the lowest bid being submitted by James D. Fiala Paving Company in the amount of $fi7,957.20 (12.5 below Engineer's estimate). At the time the maintenance project was prepared, staff recommended same additional maintenance work, oil and chip, if funds were available on College Street and Union Street. Joe Regis, Village Engineer, gave some background on Fiala Paving Company. Fiala has been IDOT qualified for a number of years. They just purchased an asphalt plant near Plainfield. See no problem with them completing the work. Administrator Van Vooren stated they were also awarded the overlay project for IDOT for Route 59 from Main Street to 135th Street. Va,llage Board of Trustees July 15, 1992 Page Two The Board discussed the restoration work on Eastern Avenue. Administrator Van Vooren stated the contract does not include the restoration for the construction and sidewalk. Contract calls for shoulder work to be done after the road is widened. They will exavate a path wide enough to put the sidewalk in and backfill it. It seems better if we don't have a contractor that is not in the business of landscaping to bid on landscaping work. Fiala will most likely sub the concrete work out. If the Village does the restoration work, it would cost about $1,000. J. Dement moved to award the 1992 Street Maintenance contract in the amount of $67,957.20 to James D. Fiala Paving Company; and to authorize staff to investigate completing maintenance work on College Street and Union Ct. during the summer of 1992. Seconded by M. Lambert. Vote by roll call. Lambert, yes; Rock, yes; Ray, yes; Dement, yes; Gullicksen, yes; Sharp, yes. 6 yes, 0 no. Motion carried. D. Gullicksen commented there are ditches on either side of the Village sidewalk that the high school project tare out and replaced. This needs to be repaired before someone gets hurt. W.
