Mayor Latta opened the Public Hearing at 7:05 p.m. for the purpose
of the 1992/93 Appropriation Ordinance.
Roll call was taken, all members were present.
Administrator Van Vooren spoke in reference to the '92/'93
Appropriation. Annually, the Village of Plainfield is required to
adopt an Appropriation Ordinance by July 31st of each year. This
Ordinance provides the Village with the legal authorization to
spend monies. As such, the Appropriation Ordinance uses the
Village Budget as a starting point for expenditures. Additionally,
the Appropriation Ordinance also uses the expected revenue the
Village is to receive as the means to pay for the approved
expenditure. I have attached for your review, a draft of the 1992
Appropriation Ordinance along with the anticipated revenues by
source and projected 1992 Tax Levy. I believe all items are self-
explanatory with the exception of the Tax Levy. This years Tax
Levy does not have to be filed until December, and is again
impacted by the recently adopted Tax Cap Legislation. Based upon
the Tax Cap Legislation, the 1992 Levy can only increase by 3.1~.
However, the new growth, building and annexations, can be assessed
the 1991 rate, therein causing the tax rate to exceed the 3.1~.
In my analysis, the total tax rate increased by 11.15 due to the
anticipated $5,000,000 increase in EAV. The actual Tax Levy does
not need to be filed until December 1992. After some explanation
of the tax rates in the past years, Mr. Van Vooren stated our taxes
decreased from last year per 5100.00 assessed evaluation 199]:
$.9411 to 1992 $.8848. There will probably be many items in the
Appropriation Ordinance that might never come to bare this fiscal
year, unless things change dramatically. This Appropriation is
fairly consistent with last years Appropriation. This ordinance
provides us the ability to expend the monies if needed. After
talking to Mayor Latta this morning, and she indicated we might
need to increase a couple of appropriation. items such as legal fees
in Administration Department for ongoing activities we are
currently under consideration. Also, equipment purchases, ie. the
copy machine that we are currently looking to purchase. To come
to this point, we will reduce some items and keep the totals the
same. After some discussion, it was the consensus that the

Appropriation Ordinance will come back to the Board on July 6,
1992. We plan on having a Workshop on the '92/'93 Tax Levy in
October or November 1992. All departments operate off the Budget,
the Appropriation is a legal mechanism by which we are authorized
to spend money. If you should have any questions before July 6th,
