VAN VOOREN - ADMINISTRATOR KRNAC - VILLAGE CLERK HARVEY - ATTORNEY WALDOCK - PLANNER BENNETT - POLICE CHIEF COUNTRYMAN - WATER/SEWER SUPERINTENDENT At 7:03 p.m. Mayor Latta opened the Public Hearing, Roll call was taken, all members were present. Planner Waldock, spoke in reference to a proposed Annexation Agreement for the Jehovah Witness Congregation. The latest draft of this agreement was a result of discussions during the Site Plan Review Approval for the Jehovah Witness site. At the present time the applicants are working to prepare the amended landscape plan for their development site as requested by the Village Board. The key features of the Annexation Agreement include provisions to permit the owners to connect their structure to sanitary sewer and water facilities of the Village upon payment of usual fees for such connections. In this case, that would be the line charge, as it is for other property owners who have participated in the connection program in Plainfield Acres, The agreement also provides for Village approval of Site Plans for construction of the subject site, including storm water and drainage improvements as well as structural locations. The Board has seen the Site Plan, and Staff is recommending the Site Plan be approved. The landscaping for this site will come to the Board at a later date, for final approval. And finally, the Annexation Agreement provides for annexation of the subject site to occur at such time as the property becomes contiguous to the Village limits. The term of the Annexation Agreement is for a twenty (20) year period. No problematic issues have been identified with this proposal. Far this reason, Staff finds no objection to the execution of the Annexation Agreement as presented. The Plan Commission has not yet considered the Annexation Agreement or the annexation of the subject site. The Commission will consider these issues on June 2, 1992. For this reason, Staff suggests the Board not take action until its second meeting in June. This will allow the Commission an opportunity to make a recommendation with regard to this case.
