VAN VOOREN - ADMINISTRATOR KRNAC - VILLAGE CLERK HARVEY - ATTORNEY WALDOCK - PLANNER BENNETT - POLICE CHIEF COUNTRYMAN - WATER/SEWER DEPARTMENT At 7:00 p.m. Mayor Latta opened the meeting with the pledge to the , flag. Ro11 call was taken, D. Gullicksen was absent. W. Sharp moved to approve the New/old Business Section of the Agenda, with the addition of an appointment, a proclamation and a request to attend a conference. Seconded by J. Dement. Voice vote. 4 yes, 0 no. Motion carried. J. Dement moved to approve the Consent Agenda to include the minutes of the Regular Meeting, March 2, 1992 and Continued Meeting March 9, 1992. Mayor Latta, with the approval of the Board, appointed Richard Rock to the position of Village Trustees (ta fulfill the Trustee position of Janet Gaylord who resigned January 25, 1992). Village Clerk, Vera Krnac gave Richard Rack the Oath of Office of Trustee for the Village of Plainfield. Mayor Latta read a Proclamation proclaiming March, 1992 as "March On Crime Month." W. Sharp moved to approve Trustee Lambert to attend a Conference in Des Moines, Iowa on April 2nd through April 4th, 1992 entitled "Building From Our Roots" at a cost of $75.00 far registration. Seconded by J. Ray. Voice vote. 5 yes, 0 no. Motion carried. Mayor Latta read a letter from the Fire District, requesting permission to place a sign on Andreasen's property (600 Lockport Street) for the period of March 27, 28 and 29, 1992, This sign is to advertise the Fireman's Annual Pancake Breakfast on Sunday, March 29, 1992. The Board had no objection. PLAINFIELD VILLAGE BOARD OF TRUSTEES MARCH 16, 1992 PAGE TWO Planner Waldock spoke in reference to Water Meter Regulations. This issue was raised as a result of the Plan Review for Calkins twenty four (24) Unit Apartment Building. The Village Board discussed this matter at length. Concern was voiced over consistency of the application of the requirement for individual meters for each unit in a stacked multi-unit building versus side- by-side (or Townhouse) style buildings. The conclusion on this discussion was to require duplexes and townhouses to use individual water meters and allow stacked multi-unit (3 units or more) buildings the option of a single meter for the building. Enclosed with this memo is an ordinance intended to establish official policy regarding water meter requirements for multi-unit buildings. Staff recommends approval of the water meter regulation ordinance as proposed. After some discussion by the Board in reference to the drafted ordinance it was the consensus to allow Mr. Calkins to install one (1) water meter in his building or install twenty-four (24) meters if that is his desire. W. Sharp moved that the staff has reviewed Mr. Calkins plans for one (1) water meter and staff concurs, but he may desire to change this plan to additional meters to accommodate his needs. As long as it meets the plumbing code, it is approved by the Village. Seconded by M. Lambert. Voice vote. 5 yes, 0 no. Motion carried. Administrator Van Vooren stated staff will explain to the Building Inspector and Plumbing Inspector (consensus of the Board) that the Developer/Builder has the ability to design the utility monitoring system. The meters are consistent with what he needs as long as it meets Illinois Plumbing Code. Attorney Harvey and Administrator Van Vooren will compare a revised draft of our Tap-on Code. W. Sharp moved to pay the bills for the period of March 16, 1992. Seconded by M. Lambert. Vote by roll call. Lambert, yes; Ray, yes; Sharp, yes; Dement, yes; Rock, yes. 5 yes, 0 no. Motion carried. W. Sharp acknowledged receipt of the Treasurer's and Revenue Reports. Mayor Latta appointed Trustee Rock to the Transportation Committee and Street Department. J. Sharp moved to hire Jason B. Kopek as a full-time Police Officer, effective March 25, 1992 at the rate of $21,420 ($10.30 per hour) upon satisfactory completion of his psychological and polygraph testing and passing the Village health physical. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. Chief Bennett gave a general review of the remodeling to be done for the 911 Dispatch Center. We have received two (2) proposals from heating/air-conditioning vendors, with the low proposal coming from M&D Engineering of Plainfield at a cost of $2,407.60. The lowest quote for the removal of walls and remodeling of the 911 Dispatch Center, per Village plans was Arcade Builders, Inc. of Olympia Fields, Illinois, at a cost of $20,200. W. Sharp moved to approve the contract with M&D Engineering for heat/air conditioning at a cost of $2,407.60 and Arcade Builders, Inc. for $20,200.00 for the removal of walls and remodeling of the 911 Dispatch Center per the Village plans. Seconded by J. Ray. Voice vote. 5 yes, 0 no. Motion carried. J. Ray acknowledged receipt of Continental Cablevision Report and the Annual Report of Plan Commission and Zoning Board of Appeals for the period of June 1, 1990 to June 1, 1991. He stated Planner Waldock is requesting permission to attend the National Conference of the American Planning Association in Washingtan D.C. from May 9th through May 13, 1992 at a cost of $1,316.00. The only cost not included in this total is the cost of transportation to and from the air port, both here and in D.C. M. Lambert moved to approve Planner Waldock to attend the National Planning Conference in Washington D.C. from May 9th through May 13, 1992 for an estimated cost of $1,316.00. Seconded by W. Sharp. Voice vote. 5 yes, 0 no. Motion carried. M. Lambert announced the Transportation Committee Meeting for March 19th has been cancelled and rescheduled to April 9th, 1992. A Resolution Designating County Highway As Class II Truck Route - 143rd Street (County Highway 76) has been passed by the Will County Board. This upgrades 143rd Street to Class II Truck Route allowing 80,000 pounds per truck. Planner Waldock spoke in reference to a model home request from Roppolo Developers/Spring Hill Subdivision for the establishment of model homes. They are proposing to construct three (3) model homes on lots #1, 2, and 3 of Spring Hill Subdivision, which are the first three (3) lots along Spring Hill Lane closest to Eastern Avenue. They would like to construct these three (3) model homes with a corral type of fencing surrounding the three (3) lots. He PLAINFIELD VILLAGE BOARD OF TRUSTEES MARCH 16, 1992 PAGE FOUR is also requesting a two-hundred (200) square foot site identification sign. We are not recommending that we consider a sign at this time. This should be done by a separate application. The fence would be only temporary and would be removed at the time of sale. M. Lambert moved to allow Roppolo Developers to construct three (3) model homes on lots #1, 2, and 3 in Spring Hill Subdivision and approve the corral system of fencing. Seconded by J. Ray. Voice vote. 5 yes, 0 no. Motion carried. Planner Waldock spoke in reference to the movement of the Building Inspector, Gene Tullos to the lower level. His office will be in the southwest corner of the lower level. The office is in need of new carpeting and added lighting. W. Sharp moved to concur with staff on the memo/diagram of March 16, 1992 in reference to Building Officials Office, that improvements shall be made up to a cost not to exceed $3,500.00 to improve the area on the lower level for the Building Inspector. . Seconded by J. Dement. Vote by roll call. Lambert, yes; Ray, yes; Sharp, yes; Dement, yes; Rock, yes. 5 yes, 0 no. Motion carried. Administrator Van Vooren stated we will have a roll-off dumpster at the side of the Village Ha11 tomorrow to discard some of the debris that has gathered over the years (nothing that can be used). Planner Waldock stated the Village has applied for a Tree Grant and a.f awarded it would be for $7,700.00. It is a leverage grant, which means we pay $5,500.00 in order for us to receive $7,700.00. Administrator Van Vooren stated he met with Tom Gargrave last week and we chose the species and sizes of trees. We will plant a tree on April 24, 1992 for Arbor Day in Plainfield. We will possibly plant a tree in the parkway near the "Tornado Memorial" site. Administrator Van Vooren reported, in the Boards packet is the Sales Tax Report for month of March, 1992; the Building Activity Report for February, 1992; also a memo (March 11, 1992) on the Oversizing Sanitary Sewer Line - 135th Street and as of today he would like to eliminate this from tonight's meeting to do more investigation; each Board Member has a "Budget Appropriation Ordinance And Tax Levy Ordinance Work Schedule" for your review - Workshop April 13, 1992 for the 1992-93 Budget; Adoption of the 1992-93 Budget April 20, 1992, and after that we will begin the process of public hearings and notices for the Appropriation . Ordinance and eventually the adoption of the Appropriation and Tax Levy Ordinances and the filing of both ordinances with the County Clerk. It was the consensus of the Board that this schedule PLAINFIELD VILLAGE HOARD OF TRIISTEES MARCR 16, 1992 PAGE FIVE is acceptable. The Board is scheduling a Planning Workshop for April 27, 1992. J.
