At 7:00 p.m. the Village Clerk opened the meeting. In the absence
of Mayor Latta, could we have a motion to appoint a Mayor Pro-tem?
W. Sharp moved to appoint J. Dement Mayor Pro-tem. Seconded by D,
Gullicksen. Voice vote. 6 yes, 0 no. Motion carried.
Trustee Dement called the Public Hearing to Order on the Annexation
Agreement for Lake Renwick.
Roll call was taken, all Trustees were present. Mayor Latta was
absent.
Planner Waldock spoke in reference to Case No. 368-110592AA.
A licant - Illinois Department of Conservation and the Will County
Forest Preserve District. Location - Along east side of Route 30,
north of Renwick Road, west of I-55 and south of Lockport Street.
Request - Annexation Agreement, Lake Renwick. The Will County
Forest Preserve District and Illinois Department of Conservation
have been asked by the Village to consider annexation of their
property (Lake Renwick) to the Village. It is approximately eight
hundred thirty (830) acres. The Department of Conservation was the
"Rookery" area which is approximately one hundred eighty-nine (189)
acres. The total eight hundred thirty (830) acres will extend the
Village limits to the Interstate Highway, it will adjoin Four
Seasons Park. This will enhance the planning ability and extra
territorial jurisdiction. There is na revenue to be made from
property taxes or sales tax income, it will likely always remain a
preserved ground, open area, with no substantial development other
than for public purposes such as parks. The public area will be
away from the "Rookery" which will be a protected area. No major
issues are associated with this annexation. The Plainfield Police
Department will have the ability to issue citations for trespassing
violation and other similar offenses. The Annexation Agreement has
met with the approval of the Forest Preserve District. The
agreement calls for a waiver of a tap-on-fee for. the existing house
that is located on Lockport Street, east of the E.J.&E Railroad

tracks. A11 other construction that would require connection to
our sewer and water systems would pay the customary tap-on-fees.
The Forest Preserve is asking for a waiver of building permits on
(storage sheds and etc.) far the subject site, Staff has no
objection to this request. We will require the Forest Preserve to
comply with local building structures, office building, lodge and
etc. This agreement would be for a twenty (20) year period. After
some discussion, the Board agreed they had no more questions at
this time.
D. Gullicksen moved to adjourn the Public Hearing. Seconded by J.
Ray. Voice vote. 6 yes, Q no. Motion carried.
