At 7:03 p.m. Mayor Latta opened the Public Hearing, roll call was
taken, all members were present.
Planner Waldock spoke in reference to Lakelands Annexation
Agreement Amendment. This is an amendment to the existing
Annexation Agreement for the Lakelands. The amendment is to
accomplish annexation for Phase II & III,. which is the back half
of the Lakelands, east of the existing Village limits. The aspects
of the amendment relate to permission to continue present hunting,
fishing and recreational firearm use that naw is enjoyed under
county regulations. It will also permit mining and mining (or
development) related blasting as necessary. The rebate of taxes
prior to development is also included. This Annexation Agreement
Amendment was initiated by the Village to achieve a path of
contiguity through Material Service Corporation property to the
TOPE Site on Route 126 at I-55. Upon discussion of this issue with
Lakelands Corporation we were informed of their desire to offer a
new product line at Lakelands. The Lakelands Corporation seeks to
expand the authorized housing types in their subdivision. The
developers are proposing to include duplex dwellings rather than
or along with cluster, homes. The proposal would not change the
number of total dwelling units. They simply seek to count duplex
and cluster dwellings together in the approved unit mix. Mr. Clark
stated, what we call Crooked Lake is leased to a hunting and
fishing club. That lease will stay intact until we develop the
property. Material Service corporation wants to continue this use
for the property until it's developed. Mayor Latta stated in the
amendment it should be more explicit, that when the lease is
concluded, the use of hunting and fishing club will be ended, so
it does not stick with property. Attorney Harvey stated the
agreement Case be changed to formalize their intent. After some
discussion, it was the consensus of the Board that this amendment,
after some changes, will be acceptable.

Planner Waldock spoke in reference to Case No. 296-3691AA.
Applicant - Marilyn Gehrke. Location - Along Drauden Road south
of Renwick Road and north of Caton Farm Road. Reauest - Annexation
and Rezoning to AG, Agricultural District. In February of 1991,
the Will County Circuit Court approved the annexation of
approximately three hundred fifty (350) acres of land along or near
Drauden Road and the DuPage River in Sections 20, 28, and 29 in
Plainfield Township. This Annexation Agreement and Rezoning are
provided in conjunction with this court annexation approval. The
subject site in this case totals about one hundred seventy-four
(174) acres of agricultural land on each side of Drauden Road north
of Fond-du-Lac Subdivision. The property is substantially
undeveloped with the exception of two (2) residential dwellings on
the north east parcel and the south west parcel. The annexation
area for this agreement will gain contiguity to current Village
boundaries from the Fritz farm east of the DuPage River. No
development proposals are associated with this agreement. The
proposed agreement provides for continuation of existing
residential and agricultural uses; Village portion of property
taxes are to be rebated; waiver of tap-on-fees for three (3)
parcels; and rezoning to AG, Agricultural District. The agreement
also provides waiver of annexation fees since this property is only
a fraction of the annexation area approved by the court. The Board
had no problem with this annexation, it is acceptable.
D. Gullicksen moved to adjourn the Public Hearing. Seconded by J.
Dement. Voice vote. 6 yes, 0 no. Motion carried.
