Roll call was taken, all members were present.
At 7:02 p.m. Mayor Latta opened the Public Hearing on Marian Lake
Convent Annexation Agreement and Helen Booth Property Annexation
Agreement.
Planner Waldock spoke in reference to Case No. 298-3691AA.
Applicant - Mantellate Sisters (Marian Lake Convent). Loca ion -
Along Drauden Road south of Renwick Road north of Caton Farm Road.
Request - Annexation and rezoning to AG, Agricultural District.
In February of 1991, the Will County Circuit Court approved the
annexation of approximately three hundred fifty (350) acres of land
along or near Drauden Road and the DuPage River in Sections 20 ,28
and 29 in Plainfield Township. This Annexation Agreement and
rezoning are provided in conjunction with this court annexation
approval. The subject site in this case includes one parcel
totaling about 113.6 acres of agricultural/recreational land on
each side of Drauden Road north of Fond-du-Lac Subdivision. The
property is substantially undeveloped with the exception of a
convent and associated structures. The annexation area for this
agreement will gain contiguity to current Village boundaries from
the Fritz Farm east of the DuPage River. No development proposals
are .associated with this agreement. The proposed agreement
provides for continuation of existing religious, residential and
agricultural uses; Village portion of property taxes are to be
rebated; waiver of tap-on-fees far one structure; and rezoning to
AG, Agricultural District. The agreement also provides waiver of
annexation fees since this property is only a fraction of the
annexation area approved by the court. No major issues are
associated with this Annexation Agreement. The provisions of this
agreement are typical of those commonly approved in the Village.
This property is a significant portion of the total land area
comprising the court approved annexation. This agreement is
therefore instrumental in achieving the larger annexation. Staff
recommends approval of the Annexation Agreement for the Mantellate
Sisters including the establishment of AG, Agricultural Zoning as
requested. The Plan Commission has reviewed the request and is
recommending approval of both the agreement and the zoning.
