At 7:00 p.m. Mayor Latta opened the meeting with the pledge to the
flag.
Roll call was taken, all members were present.
W. Sharp moved to approve the New/Old Business Section of the
Agenda with the additions of an Ordinance Annexing Plainfield
School property (Walker's Grove at U.S. 30 and 135th Street) to
follow Item #3 on the Agenda, also an Executive Session on
personnel, not to reconvene. Seconded by J. Dement. Voice vote.

Planner Waldack reported we have received a letter from Gus Damis
Developer of Quail Run Subdivision requesting a reduction of their
Letter of Credit. Their present Letter of Credit expires at the
end of this month. We have received a letter (January 13, 1993)
from Hamilton Engineering, John Djerf approving the reduction of
the Letter of Credit from $270,608.00 to $223,856.00.
W. Sharp moved to approve to reduce the Letter of Credit for Quail
Run Subdivision from $270,608.00 to $223,855.00 which includes
trees. Seconded by J. Dement. Vote by roll call. Sharp, yes;
Gullicksen, yes; Dement, yes;. Ray, yes; Rock, yes; Lambert, yes.

W. Sharp moved to authorize staff to draw down on the Letter of
Credit ($223,856.00) for Quail Run Subdivision if the new letter
is not received before January 31, 1993. Seconded by M. Lambert.

Planner Waldock spoke in reference to Case No.376-120892PP.
Applicant - Golden Development, Inc. Location - West of Route 59
north of 135th Street in Section 3 of Wheatland Township. Request
- Preliminary Plat for Golden Meadows Estates Unit #4. The subject

site in this case is vacant farm land. No substantial tree
coverage or unusual topography is found on site. The property is
25.7 acres in area. Annexation of the property was completed on
December 21, 1992. The Preliminary Plat will be developed in two
(2) phases. The first phase will include thirty-nine (39)
homesites. There are thirty-three (33) units in phase two. Access
is provided by extension of Golden Meadow Drive from the south.
Access through the subdivision to Route 59 is also shown. Two (2)
cul--de-sacs and a looped street are also planned. A street stub
is provided to the north and west. Due to the access to Route 59,
Illinois Department of Transportation approval will be necessary.
Preliminary discussion with Illinois Department of Transportation
indicates that access will be limited to right turn in and right
turn out movements only. They will also expect a right--of-way of
seventy-five feet (75' ) from center for Route 59. This would
accommodate future expansion of the highway. A 1.3 acre Park site
is provided in the central area of the project. Access from each
end is provided as required by the Annexation Agreement. Storm
water detention is provided along Route 59 in the eastern portion
of the subdivision. A curtain type storm system is provided for
in rear yard drainage control along the site perimeter and interior
• area. The general layout conforms with provisions of the
Annexation Agreement and Sketch Plan. Lot areas range for nine
thousand square feet (9,000') for lots adjoining the park to
fifteen thousand square feet (15,000') for a cul-de-sac location.
Seventy-two (72) Lots are proposed. Right--of-way dimensions appear
satisfactory. Spacing between intersections may be too close to
meet ordinance minimums. However, Staff does not view this
condition as hazardous due to the nature of the low traffic cul~-
de-sac that is the subject of this condition. In any event, a
variance appears to be feasible in this regard. Lot 109 (adjoining
Route 59) has been revised to achieve a right-of-way of seventy-
five feet (75' ) from center for Route 59. Lot 107 also appears
acceptable in achieving at least a seventy-five foot (75') setback
from the Route 59 center line to the east property line. Staff
feels that a water system loop connection should be provided
between Unit 4 and Unit 3 with this phase, to assure adequate fire
flow and improve water quality. This line extension is a
requirement of subdivision regulations but in terms of timing it
will be needed with the next phase of construction. The Plan
Commission recommends approval of the Preliminary Plat for Golden
Meadows Estates Unit #4 subject to the stipulations as follows:
1) Comply with Illinois Department of Transportation review
requirements. 2) Complete water loop along Route 59 between Units
3 and 4 with Unit 4 construction. 3) Comply with requirements of
the Village Engineer. 4). Comply with requirements of the
Plainfield Fire Protection District. 5) Complete Annexation to
the Plainfield Park District and Library District. 6) Submit a

Draft of the Private Covenants for the subdivision prior to or
along with the Final Plat Application. 7) Extend storm sewers to
access all Lots. 8) Park District approval of Park area and
monetary contributions as needed. 9) The Developer shall meet
with Hershel Peterson (an adjoining land owner) to discuss access
to the Peterson property. If an agreement can be reached, an
access provision would be considered at Final Plat review.
Developer Ken Neumann stated he has met with Greg Bntt, Park
District. He stated they will be donating between $20,000.00 to
$25,000.00 to the Park District for improvements in the park. They
are working with IDOT to allow construction traffic to enter and
exit from Route 59 so they do not go into the other part of the
subdivision. He met with Hershel Peterson and they agreed that an
entrance to Mr. Peterson's property, with same redesign to the
Plat, could come through Lot #90 and this Lot will be held for two
(2) years.
W. Sharp moved to concur with the Plan Commission recommendation
and approve the Preliminary Plat for Golden Meadows Estates Unit
4 subject to the stipulations listed in Planner Waldock's memo of
• January 14, 1993 with a change of #2 (to read) complete water loop
along Route 59 between Units 3 and 4 with the Unit 4 construction.

Engineer Howard Hamilton reviewed the four (4) Letters of Credit
for Sandhurst Subdivision, approving the reduction of three (3)
Letters of Credit #504, #605 and #506, but they denied reduction
of #607.
D. Gullicksen moved to approve the reduction of the Letters of
Credit #604 from $73,000.00 to $7,300.00; #605 from $55,000.00 to
$5,500.00; #606 from $139,000.00 to $32,000.00. Seconded by J.
Dement. Vote by roll call. Sharp, yes; Gullicksen, yes; Dement,
yes; Ray, yes; Rock, yes; Lambert, yes. 6 yes, 0 no. Motion
carried.
J. Dement moved to adopt Ordinance No. 1495 ANNEXING PROPERTY OWNED
BY SCHOOL DISTRICT 202, LOCATED AT U.S. ROUTE 30 AND 135TH STREET.
Seconded by D. Gullicksen. Vote by roll call. Sharp, yes;
Gullicksen, yes; Dement, yes; Ray, yes; Rock, yes; Lambert, yes.

J. Ray moved to adopt Resolution No. 1032 CREATING A CLASS "F"
LIQUOR LICENSE WITHIN THE VILLAGE OF PLAINFIELD (Knights of
Columbus _ Fish Fries). Seconded by D. Gullicksen. Vote by roll
call. Sharp, yes; Gullicksen, yes; Dement, yes; Ray, yes; Rock,
yes; Lambert, yes. 6 yes, 0 no. Motion carried.
W. Sharp moved to pay the balls dated January 18, 1993. Seconded
by D. Gullicksen. Vote by roll call. Sharp, yes; Gullicksen, yes;

Motion carried.
W. Sharp acknowledged receipt of the Treasurer's Municipal Sales
Tax Comparative Report.
D. Gullicksen reported we are trying to get rid of the excess
chlorine in the Village water.
M. Lambert reminded the Soard that the last Transportation
Committee Meeting will be Thursday, January 28, 1993 at 7:00 p.m.
on the lower level of the Village Hall. This meeting is for the
purpose of putting our final approval on our report before we bring
it to the Village Board.
Planner Waldock reported the Drauden Road Annexation of
approximately three hundred (300) acres which was approved by the
Circuit Court an 1991, we will be holding the Public Hearings in
February 1993. We have had discussions with the Will County Forest
Preserve in reference to the annexation of Lake Renwick. In your
packets you wall find a memo in regard to a special census for the
entire Village. There is a $125.00 application fee to the Census
Bureau to prepare an estimated cost, as we have discussed
previously it's estimated to cost $20,000.00 to $25,000.00 for this
Special Census. The Village would have to supply office space and
equipment for census numerators and we would assist in the
recruitment of qualified persons to canvas our Community. Mayor
Latta questioned the dollar amount per person generated for each
additional person? Administrator Van Vooren stated the .Motor Fuel
Tax would increase approximately $21.00 per person and Income Tax
would increase approximately $36.00 per person. It was the
consensus of the Soard to direct Staff to go forward with the
Special Census.
Administrator Van Vooren spoke in reference to weight limits on
135th Street and Rolf Road. The Village Code stipulates which
streets in town will be designated with a load limit. As an
oversight of the Village's Annexations the past several years, two
(2) streets currently have no weight limit. These streets are
135th Street from Illinois Route 59 west to Village limits as well

as Rolf Road and Lily Cache to Illa.nois Route 59. Staff suggests
that the Village Board authorize the Village Attorney to prepare
documents to amend the Village Code to include 135th Street and
Rolf Road as restrictive weight limits. It was the consensus of
the Board to direct Attorney Harvey to draft an ordinance to
restrict load limits on 135th Street and Rolf Road.
Mayor Latta questioned the speed limit on 135th Street? Chief
Bennett stated it is 35 miles per hour. After some discussion it
was the consensus of the Board to leave the speed limit at 35 miles
per hour.
W. Sharp moved to adjourn into Executive Session, not to reconvene.
Seconded by J. Ray. Voice vote. 6 yes, 0 no. Motion carried.
