flag.

J. Dement moved to approve the New/Old Business Section of the
Agenda with the addition of an Executive Session on personnel and
imminent litigation. Seconded by M. Lambert. Voice vote. 5 yes,

W. Sharp moved to approve the Consent Agenda to include the minutes
of the Regular Meeting November 2, 1992 and Special Meeting
November 9, 1992. Seconded by J. Dement. Voice vote. 5 yes, 0

Planner Waldock spoke in reference to Case No. 352-070192AA.
R..~.est - Annexation Agreement for Golden Meadows Estates, Unit IV.
The Golden Development Corporation has revised plans for Golden
Meadows Estates Unit IV, they have opened Lot #10 as an access
road. The Annexation Agreement has been revised to address
concerns by the Village Board in previous meetings. To summarize,
this is an Annexation Agreement to develop a twenty-five (25) acre
track adjoining Golden Meadows Units 2 & 3, with the extension of
Golden Meadow Drive and the establishment of a looping roadway
system with access onto Route 59. This plan proposes seventy-two
(72) single-family home sites, the loss of one (1) lot (#10) was
a result of the roadway extension (to the north). The lots range
in size from nine thousand square feet (9000') to twelve thousand
five hundred square feet (12,500'). Density of the project is 2.8
units per acre, and it provides a park area of a 1.5 acre site.
Planner Waldock summarized the balance of the agreement.

Administrator Van Vooren reported we received three (3) additional
petitions on Plainfield Acres that we received today, that will be
brought to the next meeting. There are four (4) lots that some
have executed the agreements, but refuse to sign their petitions.
If the Board approves, we will prepare the Annexation ordinances
for a forced annexation of these properties. It was the consensus
~x of the Board, that if these parcels are surrounded by the Village
of Plainfield, they should be annexed.
Planner Waldock spoke explaining the amendment to the Annexation
Agreement for the Breitwiser property. Due to the original
agreement not attached to the packet, Mayor Latta requested this
be tabled until the next meeting.
W. Sharp moved to pay the bills dated November 12, 1992. Seconded

W. Sharp acknowledged receipt of the Expenditure and Revenue
Reports for October, 1992.

M. Lambert reported the Transportation Committee has met this month
and we will bring a final report to the Soard in January, 1993.
Administrator Van Vooren reported on: water pumpage for the
month/year sales tax report for the month/year; wastewater flow
report for fiscal year; building permit report for fiscal year,
we have increased 140 over last fiscal year; Tax Levy - we are
required to publish a Truth and Taxation Notice if the Village
levies or anticipates to extend taxes greater than 105 of last
years aggregate increases; this would represent a 14.15 increase
or an increase from $399,410 to $455,900; the overall increase in
property taxes would be approximately 9.84% over the previous year;

we anticipate a rate of $.8712 per $100.00 EAV, that would be a
decrease from 1991 rate of $-9411 per $100.00 EAV, an approximate
decrease of 7~, the decrease for the Tax Levy: 1) Publish Notice
in Enterprise November 24, 1992. 2) Hold Public Hearing on Tax
Levy December 7, 1992. 3) Adopt Tax Levy December 21, 1992.
W. Sharp moved to determine an Aggregate Levy for 1992 in the
amount of $455,900 and to publish as to per memo (Administrator's
memo) dated November 5, 1992. Seconded by J. Dement. Vote by roll

Administrator Van Vooren reported the Village has been in contact
with the IEPA and Clarence F. Schmitz, the current owner of the
property south of the Village Hall. On that property exists two
(2) previously public water wells (Wells #1 and #2). The IEPA is
requiring Mr. Schmitz to properly abandonment of those two (2)
wells. We have received a letter from Mr. Schmitz November 12,
1.992 requesting a meeting with the Village to work out a sharing
cost for capping of the two (2) wells. We have been unable to find
a disclaimer at the time of transfer of title stating the Village
would help or not help with the cost of .capping. The cost for
capping would be approximately $10,000. After some discussion, the
Board directed the Administrator to meet with Mr. Schmitz and find
out what his position is regarding this situation.
Police Chief Bennett reported Mr. McAnnally has convinced IDOT to
install "no parking" signs along Lincoln Highway in front of his
establishment. It is my opinion we should compile an ordinance to
prohibit parking on Lincoln Highway from Renwick Road (south) to
the Village limits. It was the consensus of the Board to direct
Attorney Harvey to compile the ordinance.
Chief Bennett also reported, the Police Department received a
donation of $].00.00 from Car Collection for our DARE Program.
J. Dement moved to adjourn into Executive Session, to reconvene.
