At 7:00 p.m. the Deputy Village Clerk opened the meeting with roll
call. Fresident Latta was absent.
Annexation Agreement for homeowners of the Plainfield Acres
Subdivision. (Sixty-one property owners)
. The Village extended sewer and water utilities through the said
subdivision in the summer of 1991. The Village sought
participation by benefitting property owners. The owners at that
time were asked to cover the cost of the construction by payment of
a line charge calculated by dividing the project. cast by the number
of benefitting homesites. Sixty-one responded by signing pre-
annexation agreements. Each property must annex at the time they
become contiguous to the Village limits and are requested to do so
by the Village. Annexation Agreements further provides for a
waiver of tap on fees for Village utilities.
No major issues are expected. honing proposed for the site will be
Residence A, Single_family Residential. The Village intends to
apply for Federal Emergency Management Agency .funds for roadway
repairs after the site is annexed to the Village.
The Plan Commission recommends approval of the Annexation Agreement
and the annexation of the subject neighborhood for Plainfield Acres
Subdivision including all sixty-one individual homesites.
There were a few questions concerning the road repairs and D. Van
Vooren assured the citizens that the roads will be repaired
according to the FEMA Field Inspection Team. After the streets are
annexed into the Village they will be added to the street, list and
repairs will be prioritized according to need.
Question concerning lighting - D. Van Vooren stated that lighting
is not for security but for traffic safety at intersections.

by W. Sharp to adjourn the, Public Hearing. Voa.ce vote.. 6 yes, o
