AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
CONSTRUCTION MANAGEMENT SERVICES
WITH KALIAN COMPANIES
WHEREAS, the Borough of Carteret is in need of construction management services in
connection with the Blazing Star Cultural Arts Center; and
WHEREAS, Kalian Companies, 2 Hennessey Blvd., Suite 1, Atlantic Highlands, New
Jersey 07716, possesses the requisite experience and expertise to provide said services;
and
WHEREAS, Kalian Companies has submitted a proposal to provide said services at a
total cost not to exceed $20,000.00, which is an estimated cost of approximately 4% of
the project ; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer certifies that funds are or will be available for
said purpose. Acct. # C - 04 - 14 - 1(Y4 - 201
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal of Kalian Companies for construction
management services in connection with the Blazing Star
Cultural Arts Center at a total cost not to exceed $20,000.00 is
hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services
contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance
with the Borough's Fair and Open Process as authorized by
law.

Dear Mayor Reiman:
It was a pleasure discussing the project for the Blazing Star Cultural Arts Center.
As a way to expedite the construction management process, Kalian Management, LLC is
willing to use the plans by Potter Architects dated August 8, 2016 and the estimates
completed by Cooke Avenue Developers as a base line Budget. Management fees will be
calculated at 4% of the final cost of the project and will be based on providing multiple
bids. Should Kalian Management, LLC achieve a savings based on the Cooke Avenue
Developers Budget a 50150 split of those savings will be shared with the Borough of
Carteret.
